NOTICE OF PUBLIC HEARING TOWN OF DRYDEN SEWER DISTRICTS * 1 #2 AND *3 WATER DISTRICTS ## 1 AND ## 2 NOTICE IS HEREBY GIVEN that the Town of Dryden has prepared the Assessment Rolls of parcels of land included i n Dryden Sewer Dist * 1 ; *2 and # 3 and Water Dist * 1 and #2 , and has apportioned and assessed upon such parcels of land in proportion to the amount of benefits and improvement shall confer the same , the cost chargeable to said districts in connection with the construction of the public sewer and water systems therein which is payable in the year FURTHER NOTICE IS HEREBY GIVEN that pursuant to Section 239 of the Town Law , the Town Board of the Town of Dryden shall hold a public h earing thereon to hear and consider any object ions which may be made to said rolls on the 1st day of November 1988 at 7 : 00PM at the D ryden Town Hall , 65 E Main St . , Dryden , NY County of Tompkins . The following contracts are to be considered : 1 - Varna Fire Department $ 61 , 000 . 00 2 - Neptune Hose Co . # 1 Inc . $ 85 , 000 . 00 y 3 -- W B Strong Fire Co . of Freev i 1 le $ 60 , 000 . 00 4 - Etna Volunteer Fire Co . Inc . $ 549000 . 00 5 --- Brooktondale Fire District $ 79500 . 00 f or a total of $ 2679500 . 00 6 --- The various fire departments shall answer and attend all calls in the district of the Town of Dryden 7 -- Each fire department shall be responsible for any loss or damage to its fire apparatus sustained in answering any such calls . 8 - The contracts shall continue for one year commencing 1989 9 -- Such other incidental terms as may be necessary or proper ® with such contracting . The following additional term applies only to Br 'cckt: ondale Fire District . 10 Such Fire Department shall be responsible for payment of all claims for injuries to or death of firemen in connection with such cells . /&cR, Q UESTIONS AND / OR COMMENTS : Ernest Shauf ler , representing the Varna Fire Dept -• they would 1 ike to see if they could get at least a 10 % raise than what has been appropriated . The reason is that over the years , consistently their budget requests have never been met by the Town Board , so they have fallen behind in trying to keep their equipment up to date . They are at the point with buying a new vehicle to replace their 27 year cold pumper which is going to wipe out their account . He suggested that someone from the Town Board met with the fire companies and attend their meetings and go over their books and equipments so they can realize what it costs to operate a fire company . Michael Lone , Village Mayor - presented the Town Board with a letter requesting the Town to increase the fire tax rate to the e quivalence with the Village and to increase its fire contract payment to Neptune Hose Co . accordingly . ( copy of letter in minute book ) • Chris O ' Connor , Varna Fire Chief - they are caught between the need to upgrade the protection and no budget increases with regard to w hat they request . He felt that the dollars that the Town spends on fire protection and EMS contracts to the various departments are best bar gains that the people receive in the Town of Dryden . E veryone is a volunteer , so their is no money spent on salaries . They are only asking for enough money to buy the type of equipment that they need . • III John Pever l y , Snyder Hill Rd - wanted t know about the new Snyder H ill water district . At the present time it is proposed that the assessment be based up 50 percent assessment , unit assessment and the number of units on the property . He would 1 ike to have the Board take a look at other ways of putting together a more e quitable assessment for this water district . You could use front footage , and include some other ways to use the units . S upv Cotteri 11 - you can use front footage , but the residents will h ave to help this office keep it accurate . He will be glad to work w ith the people to come up with a reasonable solution . There was some discussion and Clrn Evans said that he would be willing to talk with all the residents in the Snyder Hill district to come up with some type of formula . • Kay Barnes , Snyder Hill Rd - questioned about new houses being built in the area , would they be contributing to the installation o f the water district . S upv Cotteri. l 1 -- new houses will pay when they hook - up and not the previous years that the installation has been installed . Michael Lane - wanted to know when the decision was going to be made for dog control ? He felt that there has been a diminution of services with the current contract person . Y • ( 607 ) 844-8122 Town Board Town of Dryden 65 East Main Street Dryden , New York 13053 Re : Dryden Fire Department Fire Tax Rate Gentlemen : I am writing to you again this year to express the Village ' s serious concern with the disparity in the cost of fire protection paid by Village and Town residents under constract with the Dryden Fire Department . Several years ago , the Town made a strong appeal to the Village that its fire contract be increased because the rate per thousand of assessed value paid by Village taxpayers was lower . IlkThe Village responded in a positive way and increased the amounts annually paid to the Fire Department . In the 1988 - 89 Village budget , the total paid for fire protection amounts to $ 46 , 900 . Based on our taxable assessment of $ 25 , 375 , 800 , the rate per thousand paid by Villagers is $ 1 . 85 . It is my understanding that the proposed fire tax rate in the Town is $ 1 . 44 per thousand or $ . 41 lower than in the Village . For the rates to be equal , it would be necessary for either the Town to raise its rate or the Village to lower its . With the skyrocketing costs of fire equipment , maintenance and utilities , it would not be responsible for the Village to do the latter . We have a terrific Fire Department in Dryden . They are the key component to the fire and emergency services throughout the Town of Dryden . We cannot continue to require the volunteers to shoulder all of the burden of fundraising in addition to performing their vital services . The Village is asking for essential fairness . Town residents should pay their reasonable share . By far the greater number of fire calls are in the Town and some of the equipment maintained by the fire company more greatly benefits Town residents . • I would hate to see our Fire Department caught in the middle . of another round of " who gets the most fire protection " between the Town and the Village . Both municipalities have to be conser - vative in their approach to all expenditures but we have to be • letter to Town Board , Town of Dryden October 31 , 1988 page 2 ✓ esponsible as well in providing for the emergency services that our constitutents depend upon . I am asking that the Town increase its fire tax rate to e quilvalence with the Village and to increase its fire contract payment to Neptune Hose Company accordingly . This will not be a windfall to that Department . Rather , Neptune is in genuine need o f these funds to meet its commitment to Drydenites to provide services through improved training , maintenance , and the securing of n ecessary modern equipment . His opinion is that they are not ® receiving the level of service that they need in the Village , and felt that the Town Board should consider looking at alternatives such as the SPCA or other private individuals , because they need improvement . Supv Cot t er i 11 - we are not contracting for patrols , just to answer complaints . Michael Lane - he understood that and that was not the case with the SPCA because they were patrolling for the Village and he feels that patrolling should be done . S upv Cotteri 11 - you can contract to do your own patrolling , but the Town has never written a contract for patrolling . Michael Lane - all complaints have been forwarded to the dog control officer . The police department has most of the complaints consisting of dog bites , dogs in garbage , loose dogs , howling , chasing cars and children . S upv Cotterill - wanted to know if she has answered when she has been called ? Michael Lane - there has been response to the complaints but there h as been no patrolling for loose dogs . He felt that dog patrolling . should be part of the contract and not just complaints . Laurel Southard , president of the SPCA their contracts have always included patrolling in all of the townships and felt that this is necessary and needed . She is willing to answer any q uestions regarding their proposals . They w i l l patrol and set up a patrol schedule with the Town . There was some discussion regarding dog control in the town . There was some discussion regarding the increase in the fire budget by 10 percent . Chris O ' Connor -- felt that it should be a 10 percent increase across the board for all fire companies . In terms of the amount of equipment that a department needs to meet the standards is no longer 1 tanker , and 1 rescue . E rnest Shaufler -. they all have to met OSHA standards and to outfit one fire fighter now costs approximately $ 1500 . Cx0 a member . Clrn Evans - did go over the Varna Fire Dept budget closely and has h is questions answered . 2 Closed public hearing %c? y • RESOLUTION # 202 AUTHORIZE 2 'TEST WELLS DR 7 LANDFILL Clm Evans offered the following resolution and asked for its adoption : RESOLVED , that this Town Board empower At t y Perkins to authorize the geologist to drill two fifty foot test wells not to exceed $ 4 , 000 . 00 with regard to the DR 7 landfill site . E nd Clm Crawford Roll call vote - all voting Yes Clm Evans - felt that the Varna Fire Dept amount should be raised back to what they requested . There was some discussion to raising the fire amounts by 10 percent as to the amounts that have been budgeted . Clm Evans - he couldn9t speak for the other departments as much as h e could for Varna because it was evident in the Varna budget and is probably true in all of the budgets that they are operating on a subsistence budget . S upv Ccutterill - the 10 percent increase would be the closest to w hat was requested by Varna because the other fire companies ✓ equested more . Clm Garlock. - suggested that there be an across the board raise of 10 percent for all fire companies . Supv Cotterill said that he would figure the tax rate . D og contract was tabled until November board meeting . Clm Evans would like to see a three year contract but be able to n egotiate the contract after one year was up . If you choose not to n egotiate than you wr:".uld be finished at the end of the 3 year contract on either side . He felt that this would be fair to all concerned . L aura Southard - was in favor of this since the SPCA has not had a contract with Dryden for 3 years . S upv Cotteri l 1 - could see no reason to fire Lorraine Bard since she is the one who bailed the Town out in a time that was d esperately needed and has done a good job .
