Roll call was by the Town Clerk : Present : S +.ipv Cntterill , Clm Garlock , Clm Hatfield , Clm Crawford and Atty Perkins (Absent : Clm Evans S upv Cotterill read the notice regarding the application from James S hreve to establish a real estate office in an existing structure . at 1313 Dryden Rd . CUESTIQNS AND / OR COMMENTS Supv Cotterill - This is an allowed use in the Mfg Zone . Supv Cotterill wanted to know if he had checked with the Health Dept . to make sure they are satisfied since there is a change in • ownership . James Shreve - this will only be used as an office and not as a ✓ esidence . ' There was a question about hours and Mr Shreve would like to be o pen 8 ; 0C0AM to 8 : 00PM Closed site plan review hearing : Motion was made by Clm Garlock and seconded by Cirri Crawford that the Site Plan Review Simard accept the application of James Shreve to establish a real estate office at 1313 Dryden Rd with the ✓ ecommendations from the Zoning Officer and contingent upon the . items of the exterior lighting and the signage • r• errnain in compliance w ith the zooming ordinance and upon Health Dept approval . Motion carried . There was some discussion regarding the sewer hook - up for the Tompkins County Hospital clinic located on Warren Rd in the Village o f Cayuga Heights . EENNLLJT I NN # 140 SEWE F HOOK - UP _ V I LLLNGE NW ENTNNA HN GHTT Clm Garlock offered the fallowing resolution and asked for its adoption : RESOLVED , that this Dryden Town Board give one unit for sewer hook - up hank to the Village of Cayuga Heights for specific use by the Tompkins County Hospital Clinic satellite , with the provision that the Village of Cayuga Heights gives the Town of Dryden a letter indicating subbnnh for further senor hnnh - yap that the Town o f Dryden may request sometime in the future . This letter is subject to approval by Town of Dryden Attorney Mahlon Perkins . 2nd Clm Hatfield Roll call vote - all voting Yes C1tn Garlock offered the following resolution and asked for its adoption RESOLUTION NO . 142 - 1988 TERMINATION OF IRREVOCABLE LETTER OF CREDIT FOR HUNGERFORD ROAD WHEREAS , the Town of Dryden has heretofore by Resolution No . 166 of 1987 accepted an offer of the dedication of Hungerford Road as a Town Road , and WHEREAS , said acceptance contemplated certain work to be done by the developer which work was secured by an irrevocable letter of credit number 5373002 - 2 dated 3 / 15/ 88 and issued by Alternatives Federal Credit Union of Ithaca , New York , to the Town of Dryden , and WHEREAS , the developer has completed the work contemplated by said Resolution and secured by said irrevocable letter of credit , and WHEREAS , the Highway Superintendent has indicated his acceptance of the work which was to be done by the developer , and WHEREAS , there will continue to be a guarantee of the work by the developer for a period of one year following the acceptance of the work as indicated by the Highway Superintendent ' s letter of July 18 , 1988 , NOW , THEREFORE , BE IT RESOLVED as follows ; 1 . That the irrevocable letter of credit issued by Alternatives Federal Credit Union is hereby released to the developer . 2 . Actions in May : As you may or may not know , I ' ve retained the services of an assissant . for this department . As you may or may not known , the individual is C1 irton Cotteri I J . Clint has been very busy learning the building review and inspection process . As a prime assignment , Clint has taken on the job of identlfing motor vehicles that are in violation of the Dryden Zoning Requirements governing spare motor vehicles in the Town of Dryden . During Nay + Clint Found 43 residents who were in violation of the ordinance . Each such person receives a notice which informs them that they are in violation and what their options are which will bring them into compliance . Zoning Report Cont . , Pg 2 2 • We give these residents 10 days to respond , if we do not hear from them during • this peroid of time we their send , notice of violation . This document then provides 1 another 10 days for response . It also informs the violator that , if no response is received within this time frame , it will become a issue of the Dryden Town Court . There is about a 50 response rate of the First notice . About one - half of the remaining 50t respond aFter the notice of violation notice is sent . Of the orginal - 3 notices scant , we ' re done to where we have turned 7 violators over to the Town Court for compliance . To date this year , I ' ve taken 3 residents to trial winning all 3 cases . The court has fined these three individuals collectivly 700 . 00 We have also shut down an illegal land - fill operation which is currently in the hands of the Town Court , The D . E . C . has also filed charges aganist the same person . • June shapes up as . a much bigger month than Maxi . We ' I 1 have had a ful 1 month of action and some court action as well . We ' re not sure just how many vehicles that there are out there , but a guess would be between 500 and 1000 . I would also guess that it will take about 4+ months to complete one lap around the Town . • We will and are covering unsafe structures under Local Law # 2 1981 as well as all other issues that turn tip . I was able to get the Ithaca Journal to to a story on this issue which will de in the paper later this week . We are in hopes that this will encourage residents to comply prior to our notices . A RESOLUTION APPROPRIATING THE SUM OF $ 10 , 000 TO PAY THE COST OF PREPARING A GENERAL MAP , PLAN AND REPORT FOR PROVIDING THE ORIGINAL FACILITIES , IMPROVEMENTS OR SERVICES FOR A PUBLIC WATER SYSTEM IN A PROPOSED WATER DISTRICT TO BE KNOWN AS YELLOW BARN WATER DISTRICT OF THE TOWN OF DRYDEN . WHEREAS , there are certain areas currently served by private water supplies , which areas are within the area hereinafter described and which have experienced difficulties w ith both the source of the water supply and the distribution system , including poor water pressure and inadequate quantity o f water , and WHEREAS , numerous residents of said area hereinafter described have requested that the Town of Dryden, prepare a study of the possible provision of a public water system , and WHEREAS , the Yellow Barn Water Company , a private water supply and distribution company serving certain areas within the area hereinafter described , ' supports the introduction and e stablishment of a public water system ; and WHEREAS , it is in the best interests of the residents , businesses and the owners of the property in the area hereinafter described to have a public water system ; NOW .
