Public Hearing held in regards to adoption of Local
Law # 1, establishing standards of Conduct for Officers
and Employees of the Town of Cortlandville. Town Board
waived reading of the Legal Notice.
There were no objections to the adoption of this Local
Law, and the Hearing was declared closed.
Public Hearing was held at 7:45 P.M. for the adoption
of the Preliminary Budget of the Town of Cortlandville for
1971. Budget was read item by item and explained by the
Supervisor, Frank K. Taylor.
Present for the Public Hearings and 2nd regular meeting
• of the month, were Supervisor Taylor, Justices Donald Eaton
and Ronald Fish, Councilmen Sherman Griswold and Ray Miller.
also, R. Krauklis, Book-keeper for Supervisor, Town Attorney,
John J. Gardner, Town Engineer, William Rowell, Town Assessor
Henry Wadsworth and Hgwy Supt. Lou Wagner.
Also, attending these meetings were L. Ray Alexander,
Walter Goodale and Nick Pauldine.

Town Board in regard to the adoption of Local Law # 1, Code
of Ethics, as follows:

*P-', There were no changes in the Preliminary Budget as
presented and upon motion of Justice Donald Eaton seconded by
Councilman Ray Miller, the Prelininary Budget was approved
and becomes the annual Budget for 1971. This motion was
carried.
Engineer Wm. Rowell reported on the Barker Store
Sewer installation and said the job had been done satisfactory
and testing would be completed Thursday, Oct. 22,1971.
Mr. Rowell also reported he had written a letter to
Officials of the proposed water and sewer facilities for new
College Buildings on West Road (Rte 281) but ,to date had
had no reply.
Mr. Rowell also reported that the Drainage problem
on the proposed Stiles Tract on Luker Road was not Completed
a et.
I'� Motion was made by Mr. Eaton, seconded by Mr. Griswold and
passed by the 'own Board to appoint Magdalene McGrady, Election
Inspector for District 5, McGraw.
There being no further business, meeting was adjourned.

CODE OF ETHICS
TOWN AND LOCAL LAW
TOWN OF CORTLANDVILLE
Local Law No. 1 for the .year 1970 establishing standards of
conduct for officers and employees of the Town of Cortlandville.
Be it enacted by the Town Board of the Town of Cortlandville
as follows:
Section 1 - Pursuant to the Provisions of Section 806 of the
General Munidpal Law )dW the Town of Cortlandville recognizes that
these are rules of ethical conduct for public officers and employeES
which must be observed if a high degree of moral conduct is to be
obtained and if public confidence is to be maintained in cur unit
of local government. It is the purpose of this local law to promul-
gate these rules of ethical conduct for the officers and employees
of the Town of Cortlandville. These rules shall serve as a guide
for official conduct of the officers and employees of the Town of
Cortlandville. The rules of ethical conduct of this local law as
adopted, shall not conflict with, but shall be in addition to a.nly
prohibition of Article 18 of the General Municipal Law or any or he
general or special law relating to ethical conduct and interest in
contracts of municipal officers and employees.
Section 2. Definition. (a) "Municipal Officer or Employee"
means an officer or employee of the Town of Cortlandville, whether
paid or unpaid, including members of any administrative board, com.
mission or other agency thereof. No person shall be deemed to be
I. municipal officer or employee solely, by reason of being a volun'-
;eer fireman or civil defense volunteer, except a chief engineer of
)ssistant chief engineer.
(b) "Interest" means a pecuniary or material benefit a.ccruin
;o a municipal officer or employee unless the context otherwise
°equires.
Section 3. Standards of Conduct. Every officer or employ
,f the Town of Cortlandville shall be subject to and abide by the
following standards of conduct:

(a) .Gifts.
He shall not directly or indirectly, solicit, an3
lift; or accept or receive any gift having a value of $25.00 or mo e,
nihether in the form of money, services, loan, travel, entertainment,
Zospitality, thing or promise, or any other form, under circumstances
In which it could reasonably be inferred that the gift was intends
to influence him, or could reasonably be expected to influence him,
in the performance of his official duties or was intended as a re-
ward for any official action on his part.
(b) Confidential information. He shall not disclose confide
tial information acquired by him in the course of his official dut es
or use such information to further his personal interest.
(c) Representation before one's own agency. He shall nbt re
ceive or enter into any agreement, express or implied, for compensai-
tion for services to be rendered in relation to any matter for any,
municipal agency of which he is an officer, member or employee or
of any municipal agency over which he has jurisdiction or to which
he*has the power to appoint any member, officer or employee.
(d) Representation before any agency for a contingent fee.
He shall not receive, or enter into any agreement, express or implied
for compensation for services to be rendered in relation to any
matter before any agency of his municipality, whareby his compensa.
tion is to be dependent or contingent upon any action by such agen
with respect to such matter, provided that this paragraph shall no
prohibit the fixing at any time of fees based upon the reasonable
ivalue of the services rendered.
(e). Disclosure of interest in legislation.. To the extent
he knows thereof, a member of the Town Board and'any officer or em
plo.y.oe of the Town of Cortlandville, whether paid or unpaid, who
participates in the discussion or gives official opinion to the To'
Board on any legislation before the Town Board shall publicly dis
close on the official record the nature and extent of any direct o
indirect financial or other private interest he has in such legis

(f ) Investments in conflieb with official duties. He shall'
not invest or hold any investment directly or indirectly in any
financial, business, commercial or other private transaction, wh
creates a conflict with his official duties.
(g) Private employment. He shall not engage in, solicit,
negotiate for or promise to accept private employment or render se
vices for private interests when such employment or service create:
a conflict with or impairs the proper discharge of his official
duties.
(h) Future employment. He shall not, after the termination
of service or employmentwith such municipality, appear before any
board or agency of the Town of Cortlandville in relation to any r,.as�e,
proceeding or application in which he personally participated du3A
the period of his service or employment or which was under his act
consideration.
Section 4. Nothing herein shall be deemed to bar or prevent
the timely filing by a present or former municipal officer or empl
ee of any claim, account, demand or suit against the Town of Cort-
landville, or any agency thereof on behalf of himself or any membe
of his family arising out of any personal injury or property damag
or for any lawful benefit authorized or permitted by law.
Section 5. Distribution of Code of Ethics. The Supervisor o
the Town of Cortlandville shall cause a. copy of this code of ethic
to,be distributed to every officer and employee of the Town within
ten days after the effective date of this local law. Each.offic�er
and employee elected or appointed thereafter shall be furnished 'a
copy before entering upon the duties of his office or employment..
Section 6. Penalties.,,-- In addition to any penalty contained
in any other provision of law, any person who shall knowingly and
intentinnally violate any of the provisions of this code may be
fined, suspended or removed from office or employment, as the c se
may be, in the manner provided by law.

Section 7® Effective date. This local law shall take effect
twenty days after it is filed asprovided in section 27 of the muni•
icipa.l home rule law®
