Public :rearing on the Preliminary Budgets of water
District ff 1, 2, & 3, also on Sewer District ft 1.
Notice of Publication was read by the Town Clerk.
The Hearing was opened by Supervisor Frank K. Taylor
and after reviewing and discussion by the Board and with
® no one appearing to object to any part of said imdgets, the
hearing was declared closed.
The regular meeting was called to order by the Supervisor
Frank K. Taylor, present were Councilmen Hay E. Miller, and
Sherman Griswold, Justices, Donald Eaton and non Fish.
Others present were, Town Attorney John J. Gardner,
'own Engineer, Wm. Rowell, Town highway Superintendent, Lou
Wagner, Town Assessor Henry Wadsworth , Book-keeper for the
Supervisor riudy nrauklis, Fred Walker,Water & Sewer,gainten-
ance, x r. & Mrs. Rodney van dear of �;aunders Rd. and r'rancis
okay.
Town Clerk read minutes of the last meeting and tn,re
were no corrections.
Mr. & Mrs van deCar,were present to request a permit to
build on to a Trailer home on oaunders 11d. The Town Clerk
can not issue a permit since the railer itself is there
Illegally according to the 2,oning Ordinance. They were ad-
vised to see their lawyer and he is to get in touch with the
'1 own Attorney.

voting Aye.

members voting aye.
On motion of Hay Miller seconded by iaon vish the-relim-
inary Budget for water moist. 3 wwr� E., opted, all members
voting; aye.
-V(1� On znotion of Don Eaton seconded by Sherman Griswold
the Preliminary Budget for Sewer District # 1 was adopted,
all members of the Board voting aye.
Mr. Taylor read a letter from James H. Cullen of
Hoxie Gorge in regard to water not flowing thru the culvert
as it should. This has been brought to the attention of
Lou Wagner, Highway Superintendent, who will try to remedy •
this situation. A letter has been sent to Mr. Cullen to
this affect.
A letter was read from Charles Mullen, attorney,
regarding a road condition which was in effect during the
former Highway Superintendent Harry Cooper's term in office.
Mr. Mullen has been informed and will get in touch with
Mr. Cooper.
A copy of Code of Ethics was given to each Board
Member and a Resolution was offered by hon Fish seconded
by Sherman Griswold with unanimous approval of the Board
as follows:
BE it Resolved that Local Law 1 of 1970 estab-
lishing a Code of Ethics for officers of the Town of
Cortlandville be enacted -by the Town Board.
\O Motion was made by Don Eaton seconded by Sherman Griswold
that a Public Hearing be held at 7:30 P.M. on October 21st.
1970 on Code of ethics for Officers of Town of Cortlandville.
This motion was carried unanimously.
Town Engineer Wm. Rowell had a set of Plans regard-
ing 2 State University College proposed buildings, to •
be located off West Road (281). The Town Clerk has had
several calls about this project but to date there has
been no request for Building permit or Water to this area,
from College Building Coordinator.Mr. Rowell will inform
them what has to be done about getting water etc.
Mr. Rowell also had recent map showing Luker Road
Sub -division which he had reviewed with John MacNeil P.E.
for the Stiles Farms Inc.
Regarding this Luker Road projects Mr. MacNeil and Stiles
Brothers have been informed the following steps have to be
taken according to the Planning Board,before,a Public Hearing
which has beer. scheduled for Oct..26, 1970.
a. Approval by the Town Engineer of the proposed roads,
drainage and offer of ce°ssion.
b,� Revision of the Plot Plans to show present af.d pro -
pop, posed lot elevation
c. Revision of Plot Plans to show existing draining
pattern.
d. Perculation test data.
e. Re -study of the Park Location
f. Waivers to be presented on sidewalks & curbs.
4\\% Motion was made by Don Eaton seconded by Ron Fish that
the Town Board adopt the recommendation of the Cortlandville
Planning Board (letter of September 28, 1970) to Mr. T owelson
of the New York State Transportation Department requesting
that the State consider "Alternate F." as shown on their map
for the relocation of Route 13 from ithaca. This motion
was carried unanimously.
Francis Tokar was present and gave a talk on Lecreation
and the need for more funds to carry on the work x"n.roth.e
programs and projects they hope to have available for 1971.
Motion was made by Mr. Griswold seconded by Mr. Miller
that Justice Eaton get an option on some land belonging to
icrank Lambert off Hte. 11. This motion was carried.

liminary Budget be accepted, motion carried. Motion was
made by Mr. Miller seconded by Mr. Griswold that the Public
Hearing on the General Budget be held at 7:45 P.M., Get. 21,1970.
l.� Motion by Mr. Eaton seconded by Mr. Miller that 2 lights

be installed. This motion was carried.
III Motion by Sher. Griswold seclnded by ,-gay 1,1iller that all
bills as presented by the Town clerk and audited by the-.uowj1
board be paid as follows:
