Taylor presiding. Members present were as followE: Councilmen Sherman Griswold and Ray E. Miller and Justices Don .Eaton and Ron Fish, also, present were Rudy Krauklis,Book-keeper for Supervisor's accounts, Town Engineer Wm. Rowell, Town Attorney John J. Gardner, Town Assessor,Henry Wadsworth Hgwy Sup't. Lou Wagner, and Fred Walker of the Water Department. Meeting was called to order by F.K.Taylor, minutes of last meeting were read by the Town Clerk and approved. Regarding Recreation Project Application with Village of McGraw, the following Resolution was passed by the Town Board. Since monies have been allocated in the 1970 Budget of the Town of Cortlandville for Recreation, Division of Youth with the Village of McGraw, a Resolution was passed by the Town Board, motion, having been made by Mr. Miller seconded by Mr. Eaton and passed unanimously, authorizing the Supervisor, Frank K. Taylor to sign Application for this -project and the Town Clerk, Lelar. M. Brookins be authorized to sign the Resolution Certification. The Town Clerk reported that a Summons was served on him at 10:30 A.M.,June 3, 1-970, Daniel and Maria. Greenff ie-ILd,plaintiffs vs. Town of Cortland,ville and Cortland. Asphalt Products 0 Corp. (11 - defendants. fr. Brookins delivered to Charles Denniston, Insur. Agency a copy of this summons and complaint, 2:30 P.M., 6/13/1970 The Supervisor reported that he had had a complaint at about 9 P.M. regarding Cortland Asphalt operating noisy machinery CD in the Polkville area. Grievance Day has been scheduled for June 16, 1970, 9:30 to 11:30 and 1:30 to 3:30 P.M. in the Assessor's Office at the Town Hall. Mr Taylor read a letter from Harry J. Taw, ~Member of the Board of Trustees, Cortland Free Library, requesting Mr. Taylor and any other member of the Board to Lunch with 4 members of the Library Board at the Shamrock Restaurant on June 26th at noon • to discuss the possibility of a contractural agreement between the Library and the Town of'Cortlandville. , s Mr. Ron Fish will accompany Mr. Taylor to this luncheon. Short discussion regarding County Glide Recreation Program, Ray E. Miller was able to be present at their first meeting, 2nd meeting will be held Friday of this week at 10 A.M. in the Court House, Board of Supervisor's Room. '` Aere was a discussion about installing 4 picnic+.tables for the Lamont Circle Park at an expense not to exceed $100.00. Motion was made by Don Eaton seconded by Ray Miller to proceed with this project with unanimous approval of the Board. A. report was made that the Blodgett Mills fence will be repaired next week and motion was made by Ron Fish seconded by Don Eaton that (see letter to Mr. Taylor from Mr.Gallagher) Park # 1, graded Leveled, topsoil installed and # 2 leveled, graded with crusher run screen of not more than 111. This was unanimously approved by the Town Board. Mr. Walter Goodale from the Village of McGraw was present and discussed. Flood Control for McGraw and area nearby. Mr. Goodale read a resolution passed by the Village Board on June 2, 1970, and asked that the Town make a similar Resolution to Fed. Soil and water Conservation District 229' plt Therefore: Upon motion of Don I]aton seconded by :ion Fish the following resolution was unanimously carried. WHEREAS, erosion, flood water and sediment damage in the watersheds of -'-,-he rivers and streams Cortland cause loss of life and damage to of the County of property and con- st-itote a, muenace to the health and safety and welfare of the people, an,d loss of fish and wildlife in our County and Whereas, there is particularly a need for flood control improvements in the watercheds surrounding the Villages of McGraw and Marathon: be it Resolved that the Town Board recommends that the Board of Supervisors and the Soil and Water Conservation District of Cortland County undertake a study of flood control in the County of `"ortlan_d either by creation of a Count7' , �:mali Watershed Protection District pursuant to the provisions of Article 5-D of the County Law or by the Improvement of flood control in these watersheds through the South Central New York Resource Conservation and Development. '-roject. Upon --motion of Ron Fish seconded by Sherm. Griswold a Resolution was passed unanimously by the Board requesting the County Highway Department to investigate the rebuilding Z_� of North Road,(McGraw) from the Village line,north to Town Highway line, Co# 116 - 1.98 miles. Hgwy Sup't. Wagner reported the gradall is satisfactory, also stated that he had hired Fredrick_:Munroe , starting wage ID to be `"2.25 per hr. Motion was made by Mr. Eaton seconded by Mr. Miller that ,r('J' Resolution # I passed at a special meeting held May 15, 1970 at 10 A.M. be reci--nded as Bull -dozer will be returned to owner. I 'Phis motion �jas passed unanimously. Discussion followed in regard to purchasing a riding lawn mower,purchase price up'to $500.00,with reference to "Cadet 60" for Water District. Motion was made by Ray Miller seconded by Sherm Griswold that a mower be purchased,all voting aye. Mr. Taylor read a letter from Dr. MacLeod concerning sewage etc.(relative in particular to the present Shopping center • being built on West Road and McLean Road,Barker Stores) Don McKee presented map of Sewage disposal regarding this particular project but was informed by Town Attorney that Rothe Associates of New Jersey should have their attorney be familiar with Section 199 of the Town Law of New York State and consult further with the Town Board before the Board can take any further action. Mr. McKee will be in touch with Mr. Rothe by phone. Engineer Rowell, Lou Wagner and Frank Taylor inspected the street on the Gorman Tract, Forest Acres. Engineer reports that catch basins and drywells not completed. Entrance is not completed in accordance with approved plan. Drainage ditches not installed in a satisfactory manner. Mr. Rowell will send a letter to the Planning Board as to his findings. The street cannot be accepted at this time, Mr Rowell, suggested that Mr. Gorman submit a Bond for Completion ($4.00 lineal ft.) or Certificate of deposit. Mr. Rowell reported on water pipe for Starr Road Ext. and has made 'preparation for bids. • The New Code of Ethics Law was discussed and Town Attorney John J. Gardner will draw up a Code of Ethics for the Town. 231 C7 I 1 ,,oMotion "Was made by Ray Miller seconded by Don Eaton and unanimously carried by the Board that Resolved, That the numbering system of residences on a portion of the public streets known as Sleepy Hollow, Bowling Green and Wilrllk'-Le 'lay and located in the Town be as set forth on a map known as Section 1, Niederhofer Tract, Lot -,,' 72, Town of Cortlandville,NJew York, dated October 28, 1968, Revised April 17, 1969 and filed in the Town Clerk's Office: and be it further Resolved, That the Town Clerk shall within ten days notify the Town Assessor, Town Planning Commission, Cortland County Clerk, Homer Fire Department, Cortland Uoun-IL-,y Superintendent of Hikhways and Postmaster of the City of Cortland of the Contents of this resolution. le, I Motion by Mr. Miller seconded by Mr. Griswold that all the following Bills as presented by the Town Clerk and audited by the Tc,,wn Board be paid Ge-neral Fund Highway O'und Water Dist. # I Sewer Dist.
