The last meeting of the year was held by the Town of C,ortland-
vi_lle, Town Board on the above date. Supervisor Frank K.Ta,ylor
pr_esi_d_ed with following members of the Board present, Councilman
Sherman Griswold and Ray F.Miller., Justice Don Eaton, Justice Fish
was not present at this time, also present were Rudy Krau.kl.i.s
book-keeper for Supervisor, Town Attorney John J. Gardner,Town.
® assessor, Henry Wadsworth, Highway Supt. Lou Wagner, and Fred
Walker, Water Maintenance.
Town Clerk Brookins read_ the minutes of the previous meeting
and. there were no corrections.
Regarding a. request from Mr. Walter Peck for a, street light,
Motion was made by Mr. Miller seconded. by Mr. Eaton that a street
light be installed on the Gailor road near the Walter Peck
property. This motion was carried.
!' On motion of Mr. Miller seconded by Mr. Griswold that all bills
as presented by the Town Clerk and audited by the Town Board. be
paid. This motion adopted unanimously, bills as follows:
General Fund $2866.03
Highway Fund 28,K50.82
Water Dist. 1 371.00
The next meeting is scheduled for January 6, 1971 at 7;30 P.M.
at the Town Hall, 1.5 Terrace Road.

TOWN OF CORTUINDVILLE
Local Law No. 1 for the year 1970 establishing standards of
conduct for officers and employees of the Town of Cortlandville.
Be It enacted by the Town Board of the Town of Cortlandville
!as follows:
Section 1 Pursuant to the Provisions of Section 806 of the
I General lvlunidpal Law � the Town of Cortlandville recognizes t'na-'C
the'-,e are rules of ethical conduct for publi'd off icers and a miplfoye
which must be observed if a high degree of moral- conduct is to Lu
obtained and if public confidence is to be maintained in mr un-'Lt
lof local government. It is the purpose of this local law to

lof the Town of Cortlandville. These rules shall serve as a �uide

for official conduct of the officers and employees of the Town of
Cortlandville. The rules of ethical conduct of this local law as
ladopted, shall not conflict with, but shall be in addition to any
prohlbiLion of Article 18 of the General Municipal Law or any ot1,,e:-1
general or special law re"..ating to e.thical conduct and interest in J
contracts of municipal officers and employees.
Section 2. '.Definition. (a) "Municipal Officer or Employee"
means an officer or employee of the Town of C-ortlandville, whethe:i.-
padd or unpaid, Including members of any administrative board, cozi-
milssion or other agency thereof. No person shall be deemed to be
a municipal officer or employee solely.`.by reason of being a volun-
tueer fireman or civil defense volunteer, except a chief enginerz.,r o,-
assistant chief engineer.
(b) "Interest" means a pecuniary or material benefit accrLJr--
to a municipal officer or employee unless the context otherwise

requires.
Section 3. Standards of Conduce,. Every officer or
of the Town of Cortlandville shall be subject to and abide by L-'16
following standards of conduct:

matter before any agency of his municipality, whoreby his compensa.
tion is to be dependent or contingent upon any action by such ageng'y
with respect to such matter, provided that this paragraph shall no
(prohibit the fixing at any time of fees based upon the reasonable

(e), Disclosure of interest in legislation. To the extent t
he knows thereof; a member of the Town Board and any officer or em
ployee of the Town of Cortlandville, whether paid or unpaid, who
participates in the discussion or gives official opinion to the To

,Board on any legislation before the Town Board shall publicly dis

(f) Investments in conflict with official duties. He shall
not invest or hold any investment directly or indirectly in any
financial, business, commercial or other private transaction, whi
creates a conflict with his official duties.
(g) Private employment. He shall not engage in, solicit,
negotia.te.f or or promise to accept private employment or render se
vices for private interests when such employment or service create
la conflict with or impairs the proper discharge of his official
Iduties.
(h) Future emp?oymer,t. He shall- not, after the termination
lof service or employment with such municipality, appear before any
board or agency of the Town of Cortlandville in relation, to any ca
proceeding or application in which he personally par,,ticipated duri4g
the period of his service or employment or which was under his act
consideration.
Section 4. Nothing herein shall be deemed to bar or prevent
the timely filing by a present or former municipal officer or emplcay-
ee of'any claim, account, demand or suit against the Town of 'Cori-!
landville, or any agency thereof on behalf of himself or any membe
of his family arising out of any personal injury or property damag�
or for any lawful benefit authorized or permitted by law.
Section j. Distribution of Code of Ethics. The Supervisor of
the Town of Cortlandville shall cause a copy of this code of ethic:
to be distributed to every officer and employee of the Town witrain
ten days after the effective date of this local law. Each officer
and employee elected or appointed thereafter shall be furnished a
copy before entering upon the duties of his office or employment.
Section 6. Penalties.,. In addition to any penalty contained
in any other provision of law, any person who shall knowingly and
�intentinnally violate any of the provisions of this code may be
Ifined, suspended or removed from office or employment, as the case
Imay be, in the manner provided by law.

WHEREAS, The Planning Board of the Torun has approved a certain
Subdivision Plat of lands of Section I of "Niederhofer Tract", sub-
ject to the filing of a Performance Bond in the amount of $12,400.0 ,
to guarantee the suitable and satisfactory construction and grading
of certain proposed streets known as "Sleepy Hollow", "Bowling Gree "
and "Winkle Way", on or before August 1, 1972, in accordance with
a certain Profile and Cross Section of said streets and Specifica-
tions therefor, made by F. Donald McKee and Milton A. Greene, Licen ed
Surveyors, and Walter J. Tennant, Jr., Professional Engineer, dated
October 28, 1968, and revised April 17, 1969, and in accordance witil
the Specifications of the Town of Cortlandville for Town Road and
Street Construction, dated September 28, 1968; and
WHEREAS, Said LaVerne Niederhofer and Carlton J. Niederhofer,
the owners and developers of said Niederhofer Tract, have delivered -'
to the Town Clerk their Performance Bond in the amount of $12,400.0 ,
to guarantee the construction and grading of Sleepy Hollow, Bowling
Green and Winkle Way, as shown on said Acaptance and Profile Map; a d
WHEREAS, Said LaVerne Niederhofer and Carlton J. Niederhofer
have formally offered to dedicate said streets to the public; and
WHEREAS, Said LaVerne Niederhofer and Cailton J. Niederhofer
aa.ve delivered to the Town a proposed deed dated August..4, 1969, co-
veying all of their right, title and interest in Sleepy Hollow, Bowl-
ing
