the landfill with a large crowd in attendance . He was disappointed

D ryden . The Town has passed a resolution and sent to the Board of
Representatives ivee' =_ ca year ago regarding your position for another
landfill i. n the Town of Dryden which is on record , but he felt that

and speaking loud and clear , but there is no one from Dryden and he
can ' t do it alone . He feels that other members on the County Board
that are on this committee , might fee 1 that if they don ' t hear from

for more support with another resolution .

finish this portion of the project .

before the County Board will be what compensation will be
considered to be appropriate for the neighborhood . That is adjacent

landowners or municipalities who have to host this facility . At the
present time all rura l representatives are equally concerned about
the possibility that it may end up in their district. , there seems
to be uniform interest in developing some policies to give
consideration to the e recipient . He felt those decisions would he

There wer~ e a couple of residents that wanted to know the status of
the mobile le home ordinance and when would they be permitted to
install one on their property . There C. some discussion and the
Town Board 1111. .,. 1. hold an informational meeting in May before they
h ave the public - hearing to change the ordinance . .

For a review of these appeals , please see the attached copy .
During the past month since our last Town Board meeting , The Tompkins
County Planning Department requested that I provide scme impute toward
the seven ( 7 ) proposed Land Fill sites in the Town of Dryden . Since Pat
Jebbett of the Tompkins County Health Department had been requested to
provide impute too , we desided to work together on this project as a team .
I have provided you with a copy of the first draft of our final report .
If you have any questions , please feel free to ask . If you have any comments
please get them to me as soon as possible . This report is due in at County
Planning at the end of the week . I welcome all comments and suggestions .

41 / Councilman Garlock offered the following resolution and
asked for its adoption : •
WHEREAS , the Town of Dryden has been host to a County
landfill for 15 years on Caswell Road ,, arid .
WHEREAS , the County is under orders to close said
landfill , and is in • the process of chosing a new site ' for
another landfill , and
WHEREAS , the Town has for 15 years experienced the
problems of a County landfill including leachate , odor ,
loose trash , rubbish and paper , increased traffic , and .
WHEREAS , the Town is in receipt of a report dated
4 / 14 / 87 analyzing the various sites in the Town of Dryden as
the same was prepared by representatives from the Town and
the Tompkins County Health Department , and
WHEREAS , the Town Board has previously expressed its
opposition to another landfill in the Town of Dryden , and
WHEREAS , said report has been distributed to . the County
and others charged with the decision as to the sitting of a • •
new landfill and demonstrates the inadequacy and
4i inappropriateness of siting another landfill in the Town of
Dryden , and .
WHEREAS , it was the prior understanding of the Town
that another landfill would not be established in the Town , .
NOW , THEREFORE , BE IT RESOLVED by the Town Board of the
Town of Dryden as follows : •
1 . The Town of Dryden is strongly opposed to the •
siting of another landfill in the • Town of Dryden for the
reasons set forth in the report .
2 . The other sites identified should be investigated
so that other municipalities share the hosting of
• a landfill . •

Sub . : Evaluation of The Proposed Seven ( 7 ) Dryden Area Landfill Sites .
PURPOSE
The following evaluation and report has been prepared and is being submitted
as a result of a request of The Tompkins County Planning Department . My intent
was to determine what effects , from a view- point of environmental , social and
economical aspects , that the selection of one ( 1 ) of these sites would have
• on this area of the Dryden Town Community .
Since I am in this area almost . daily and take part in its developement and
growth , I ' m in a excellent position to provide impute which can be very
valuable in the decision which will have a tremendous impact on -. the social
economical and environmental resources of the community . These issues should
carry much weight in the final analysis , since the overall impact of this
decison will have tremendous effect on the growth and developement of this
area of our town and its residents .
METHOD
On - site visits were made to each of the seven ( 7 ) proposed sites . Using the
information gathered from these site visits and the attached list of criteria
and all other impute that I felt should be considered critical to this issue ,
I have generated the following analysis .
To complete the analysis I ' ve supplemented my data with interviews of people
living in the proposed area . Some of the questions that I had , were what are
the conditions of the land , what are the residents concerns , what are the
size and capasities of the streams drianing the area and any other facts
that could influnce this decision .

\ Maps were also used to review items such as wet land locations , streams and
direction of flow , road locations , agricultural zones and general typograhy .
Hire kept my analysis and comments only to issues of- : which my : experi. erice ° and
knowledge are valid .

All
- sites located over principal aquifers •
- areas immediately adjacent to classified surface waters , feeder S trout streams
- areas having shallow depth to bedrock ( less than 10 feet )
- areas having shallow water tables ( less than 5 feet )
- 100 year flood plain
- areas having steep slopes ( more than 20 % )
- designated freshwater wetlands
- heavily developed areas
- parks and recreational areas :
- areas within one - half mile of a presently designated site of major historical ,
cultural significance , pursuant to state or federal criteria
- critical habitats of endangered or threatened species
- areas in proximity to public water sypplies
- active farmlands within legislated agricultural districts having soil groups
one ( 1 ) or two ( 2 )
- areas within 5 , 000 feet of airport runways or 10 , 000 feet if turbo- jet use
Since there are other local concerns that appear important , I ' ve added the following
additional areas of concern .
- past experience with previous land fill
- since I do not have soil types readily available to me , I looked for active
farm land that would be lost or be placed in jeopardy
- the ability of the current roads in the area to handle traffic that a public
land fill would create
4i) - how would the selection of any of the proposed sites as a land fill effect
developement in the Town of Dryden
GENERAL COMMENTS
It is my position that if any of these proposed sites were to be selected for the
land fill site , that it would have serious effects on the . following .concerns .
- since the general topography of the entire area slopes toward Fall Creek , the
selection of any of these sites could cause possible contamination of this
important water shed if there were to be any leakage from the land fill . There
are also several small feeder streams which flow from several of the proposed
areas which would carry such contamination to Fall Creek .
- in the past there has been problems with wells of private homes in the area of
the land fill which was closed in 1985 . I admit that there was not any positive
proof that this well contamination came from the land fill , however one should
consider that these existing well systems are old and in some cases are of the
dug type . Such wells are very susceptible to run - off water or wastes that could
excape from a land fill . Since the overall drainage capability of this area is
questionable , this can become a . very serious issue .
- this area of the Town of Dryden needs to improve its overall social and economical
status . The best way for this to be accomplished is for economic growth to occure
\ now and in the future . To locate a land fill in this area would greatly retard
or prevent this developement from happening . The potential that this area has to.
o ffer is far more important than the benefits that a land fill offers to the
✓ esidents of this area of our town . . .
ri) General ' Comments Continued
- since one of the last potential developement areas in the Town of Dryden
is the West Dryden area , the question must be answered as to what effect
a land fill would have on this potential . We feel that at best it would
hinder and maybe even exclude it completely . As a town growth and developement
are the life blood which assure it ' s . existance . With the location relative
to Cornell , NYSEG and Ithaca , this area is very important to the future of
Dryden developement and needs to be protected . .
- the current system of roads in the entire area are country like An nature '
designed for resident use ; ,.. it would be very difficult to get along without
major repair or replacement .
Specific Comments Relative to Each Proposed Site :
Site Number 1
•
This site has two ( 2 ) active farms within it . One is full - time and the other
is semi - full time . There are no designated wet lands near it , however there
is a feeder stream comimg from this area which feeds Mill Stream which empties
into Fall Creek . Several individual residential homes surround the entire site .
Site Number 2
This site has two ( 2 ) feeder streams of Mill Creek which as noted above empty '
into Fall Creek . There six ( 6 ) homes which surround this site . . Residents of
411 I this area claim that there is a tremendus anmount of standing water on this
site most of the year . This would pose a hazard to the environment and wildlife
if any waste were to contaminate . such waters .
Site Number 3
•
This site has a major problem in the fact that the eastern boundry is at the
edge of a sharp change in elevation . There is a overall net change of more
than 200 feet within the first 1000 ' of this site to the east . Since this is
in a downward direction and there are several homes at the bottom of this
area along route 381this could pose a serious hazard if leakage were to
occure . There also are two small streams which again feed Mill Creek .
Site Number 4. M
This area again has much standing water on it during this time of year which
will pose a potential hazard simular to that with site two ( 2 ) above . There
is a stream coming from this area which feeds Fall Creek . Thereis a designated
wet land area on the western boundry , W . G - 19 . This site also includes the
West Dryden Community Center Building which may be of some historical / cultural
significance . B & B Mobile Home Park is on the northen boundry and has a public
water supply . There are more than a dozen homes surrounding this proposed site
which would be some what affected if this site were selected . .
Site. Number 5 :
• This site has wet land W . G . 18 on - it ' s southwest boundry . There are - several
acres of active farm land included in this site , There are four ( 4 ) small
feeder streams which end up at Fall Creek . There are ten' ( 10 ) . : res .idents ' in -
the immediate area of this site which would be affected .

Site Number 6
This proposed site has two ( 2 ) wet lands to the south boundry which have
two ( 2 ) streams which pass from this site between the wet lands . These streams
then continue on to Fall Creek . There is a public water : supply for Beconview Mobile
Home Park on the west boundry . At the squtheast boundry there is a active Christmas
Tree Farm . There are several residential homes surrounding the entire site .
Site Number 7
This site has a potential major concern . The southeast boundry reaches to within
2000 feet of Fall Creek . Wet land T . A . 4 is between this site and Fall Creek
slightly down hill from this site . "
Conclusion
It is my opinion that for all the above listed reasons , that none of the Dryden
Area proposed sites should be selected for the new county land fill . There are
far too many economical , social and especialy environmental resources that would
be placed in jeopardy . '
Furthermore , the overall ranking of the seven ( 7 ) proposed Dryden Sites as compared
to the other proposed sites in the county , supports the conclusion that the necessary
trade - offs do not justify a selection of a Dryden Site . As you will note from the
attached table one ( 1 ) , the Dryden sites rank number ( 6 ) , ( 11 ) , ( 13 ) , ( 15 ) , ( 16 ) ,
( 19 ) and ( 21 ) . As you will note from • the comments of site " number four. ( 4 ) , there
are several factors that should exclude it from consideration . .
