Permitted Wage Increases
Which -of the following are to be included in calculating the
increases permissible within the 5.'5% general wage guidelines?
a. Fringe Benefits:
Generally speaking, fringe benefits are to be calculated in
determining permissible increases. Cost of Living Council
and Pay Board regulations define "pay adjustment" and "wage
and salaries" to include all forms of direct or indirect
remuneration or inducement . reasonably subject to
valuation ." The regulations list as examples various
forms of traditional "fringe benefits".which must be included
within the definition..
b. Cost of Living Increases:
Increases in cost of living were taken into account in
computing the general pay standard. Therefore, cost of
living pay adjustments must be offset against the general
standard. -In contracts or wage agreements initiated after
November 13, 1971, cost of living clauses will be evaluated
and pay increases offset against permissible increases at
the time made.
However, if the cost of living increase is paid pursuant to
an °'existing contract" or "pay practice previously set
forth," payments could continue. according to the contract
or previous practice subject to challenge and review.
c. Longevity Increases:
The Pay Board has decided to allow without regard to the 5.5%
standard the resumption of longevity increases and automatic
progression within a rate range according to the terms of
plans or established practices in existence prior to
November o determination as -been made regarding
t e initiation of new plans, or payments under plans
initiated after November 13, 1971. It should be assumed
that the aggregate of individual increases under a newly -
established longevity increase plan must be considered a
raise in pay subject to the general standard.

d. Reduction of Hours of Work:
A reduction in hours worked without a proportionate
decrease in wages is considered an increase in pay subject
to the general wage guidelines. Cost of Living Council and
Pay Board regulations define "pay adjustment" and 1twages
and salaries" to include "benefits which result in more pay
per hour or other unit of work or production (e.g., by
shortening the workday without a proportionate decrease in
pay)."
e. Additional Paid Holidays:
The granting of additional paid holidays is considered an
increase in pay subject to the general wage guidelines. In
illustrating "direct or indirect remuneration or inducement
...... reasonably subject to valuation," the regulations
list "vacation and holiday payments."
f. Probationary Increases:
The Board has not yet developed specific guidelines with
respect to p4y increases during or after probationary periods.
