HomeMy WebLinkAbout11-21-1973Wed. Nov. 21, 1973, 7:30 P.M. Rogular meeting of the Town Board (2nd.) for the month of Nov. held at the Town Hall, Supervisor Frank K. Taylor, presiding. Other Board members present were: Justices Donald Eaton and Ron Fish, Councilman Ray E. Miller. Also present were Rudy Krauklis, Bookeeper for Supervisor Accounts, Town Attorney John Gardner, Town Assessor, Robert Wells , Town Engineer, Wm. Rowell, Hgwy Supt. Louis Wagner, Fred Walker, Maintenance, Water AND Sewer., also, Deputy Town Clerk, Mildred M. Brookins. Skip Chapman from the Cortland Standard was present, Shirley Fish, Del Palm, Mr. & Mrs. Priest, Mr. Poole &i Tom Smith, & others. The Town Clerk read the minutes of'the last meeting and there were no corrections. A petition from Sno-Mobilers of the Blodgett Mills area was presented to the Board by Mr. Poole, asking for the use of certain roads in their area for Sno-Mobiling. Mr. Poole was advised by the Board to consult with Walter Tennant, County Highway Supt., as this would involve a County road. +�Io- Motion was made by R. Miller seconded by D. Eaton that this petition be accepted and filed in the Town Clerk's Office. This motion was unanimous. RESOLUTION: Re; Speed limit. WHEREAS the President of the United States has requested the adoption of a fifty mile per hour maximum speed limit, and WHEREAS Governor Rockefeller has requested the State and its municipalities to cooperate in lowering the maxium speed limit to fifty miles per hour NOW THEREFORE BE IT RESOLVED that the Town Board of the Town of Cortlandville hereby requests the Department of Transportation to reduce the maximum speed limit for all town roads, not having a speed limit lower than fifty miles per hour, to fifty miles per hour. Motion was made by R, Nil.ler, seconded by R. Fish that the above Resolution be adopted. All voted aye, with the exception of Justice Eaton 0who abstained. Mr. Taylor read a letter from N.Y.S. Elec. & Gas regarding Oil for heating purposes. Another Communication was read from the County Highway Supt. regarding the completion of Starr Road and Saunders Road, �0r 1 53 Mr. Taylor read another letter from Stearns & Wheler Re; Proposal to Perform Test Borings for a New General Mu- nicipal Building, total costs of borings ,not to exceed $500.00. Motion was made by D. Eaton J.P. seconded by R. Miller Councilman that this letter be accepted and filed. This was unanimous. 26 Bids were opened at 8 P.M. regarding a new Cinder Spreader, Bids were reed from Seneca Supply, Ithaca, N.Y. ($3,300.00) Hanna & Hamilton of Bath New York ($3,850.00) and from Walter M Roberts Enterprises, Inc. Nelson, New York ($ 2,964.00) 144 RESOLUTIONS: After review by Town Attorney and Highway Supt. Lou. Wagner, Motion was made by D. Eaton J,P. seconded by R. Miller, Clmn. that the bid of Walter M. Roberts, Enter. Inc. be accepted. This motion was passed unanimously. Town Attorney John Gardner will draw up specifications for a new Bkwy. Dump Truck w/ Plow, and on motion of D. Eaton J.P. seconded by R. Miller Clmn. Bids will be -opened on Dec: 19, 1973 at 8 P.M. This motion was unanimous. ,,,SvMotion was made by A. Miller seconded by D. Eaton.authorizing Supervisor Taylor to negotiate for 35 Watt G.E.Radio, positive ground, for new Highway Equipment. This motion was passed. Mr. Taylor asked the Town of Cortlandville to conserve where ever possible, regarding the present energy crisis. Mr. Taylor has had a request from the Homer Fire Department for Maps covering Hydrants and valves etc. Stearns & Wheler have been instructed to prepare such maps. Mr. Rowell from Stearns & Wheler reported that they have not reed a report as yet, re; Locko Glazers, tests. Mr. Rowell also showed a sketch of the lot on Terrace and McLean Road where pro- posed New General Municipal Building will be located. Mr. Eaton, J.P. reported that a summons had been served on Mr. Ccmpagni,he will notify Town Attorney as to the date of the hearing in his Court. Mr. Miller read a notice of a Public Hearing to be held Nov. 29, 1973 at 8 P.M. on Proposed Agricultural District in the County of Cortland. This hearing will be in the Fire Station Cincinnatus, New York. Mr. Miller brought to the Town Clerk's attention that he had complaints regarding the Halstead property in the Blodgett Mills area. Mr. -Brookins has investigated this problem of junk cars that Mr. Halstead has on his property.on many occasions, apparently he removes some but soon has more to take their place. Mr. Brookins will investigatethis complaint again. Mr. Walker, Had a letter which was turned over to Mr. Rowell, regarding Hydrant Parts which will no longer be available. Brookins, Town Clerk • 1 1 287 4� l57 Department of Transportation Division of Traffic Engineering and Safety State Campus 1220 Washington Avenue Albany, New York 12226 Gentlemen: The Town Board of the Town of Cortlandville , by a resolution adopted _November 21, , 19=, and the County Superintendent of Highways of the County of Cortland , hereby request the Department of Transportation, pursuant to Section 1622 of the Vehicle and Traffic Law, to establish a fifty mile per hour maximum speed at which vehicles may proceed on All County Roads and Town Highways currently subject to the fifty-five miles per hour statutory speed limit. Upon receipt of the notice that the regulation herein requested has been established, the Countv of Cortland, will provide, install and maintain signs in accordance with the Vehicle and Traffic Law and conforming to the Manual of Uniform Traffic Control Devices of the Department of Transportation.
