Regular meeting of the Town Board of the Town of.Cortkandvi.11e
held at the Town Hall, Supervisor Frank K. Taylor presiding. Members
present were, Justices Ron Fish and Don Eaton, Councilmen Sherm. Griswold
and Ray E. Miller.
Also present were: Rudy Krauklis, Booke4per for Supervisor Accounts,
Town Engineer, Wm,. Rowell, Town Attorney John Gardner,Deputy Clerk,
M. Brookins.
Stanley Nadolski from the Engineering Firm of John MacXeill was
present,Mr. Pool from Blodgett Mills (Sn0-Mobile Club) Mrs. S. Fish,
Mr. Priest, and a member of Stearns and Wheler Engineering Firm,
Terry Trixie.
Mr. Taylor called the meeting to order and the Town Clerk read the
minutes of the previous meeting, there were no corrections.
Mr. Brookins read a letter from Mrs. Christine Canestaro asking him
to petition the Board in her behalf to grant her a leave of absencefor
approximately two months.
A!- I3$ Motion was made by Sherm Griswold seconded by R. Miller that Mrs.
Canestaro be granted two months leave beginning Nov. 1, 1973. This
motion was passed unanimously.
�OflMr. Taylor read a letter from National Grange Mutual Insur. re-
garding a claim paid to Tex Albro in the amount of $61.40. Motion was
made by Mr. Eaton seconded by Mom. Miller that this letter be accepted
and filed, this motion was passed unanimously.
14GMr. Taylor read a letter from Mayor Niver of the Village of McGraw
thanking the Supervisor and Highway Department for their fine co-operation
and working relationships with the Public Works XepartVillage of McGraw.
Motion was made by Mr. Fish seconded by Mr. Griswold that this letter be
accepted and filed. This motion was passed unanimously.
Mr. Taylor read a copy of a letter sent to James Feuss P.E. Co.
Health Depart. by Stearns and Wheler, concerning L ocko Glazers. Motion
was made by Mr. Eaton seconded by Mr. Miller that this letter be accepted
and filed. This motion was passed unanimously,
%'1``�Mr. Nadolski presented a letter to the Board from John S. MacNeill
regarding the construction of a temporary road on property owned by The
Buckbee-hear Company of St. Paul , Minnesota. This road would be from
Kellogg Road south of the railroad tracks which serve Chris-Craft. Mr
Nadolski was advised that a permit for a temporary road on their own
property was not necessary. Motion was made by Mr. Eaton seconded by
Mr. Miller that this letter be accepted and filed. This motion was
passed unanimously.
Mr. Pool wished to petition the Town regarding certain roads for
use of Sno-Mobiles. Town Attorney John Gardner will look into laws
regarding Sno-Mobile. & by appointment will review this with Mr. Pool.
i�ulr. Howard Sherman of Hicks Hill appeared before the Board to
request a six month extension of his House Trailer permit. Motion was
made by Miller seconded by Mt. Fish and on payment of $10,00, to the
Town Clerk was granted this request, unanimously.
Everett Shaw appeared before the Board to request a six month
extension for his House Trailer. Motion was made by Mr. Griswold,
seconded by Mr. Miller and on payment of $10,00 to the Town Clerk was
granted this request, unanimously.

On motion by D. Eaton seconded by R. Miller, the following
resolution was unanimously adopted:
�,4 WHEREAS, the Planning Board of the Town has approved a
certain subdivion plat of lands of Section 5 of "Hart Estates",
subject to the filing of a performance bond in the amount of
$q",500.00 to guarantee the suitable and satisfactory construction
and grading of certain portions of proposes streets known as
"Gwen Lane" and 1°Northway,. Drive" on or before November lst, 19D74;
in accordance with a certain profile and cross section,of said
streets and specifications thereof made by Anthony J. Malley,
consulting engineer, dated August 16, 1973, and in accordance with
the specifications of the Town ofCortlandville for Town Road and
Street Construction dated September 28, 1958; amd,
whereas, Stiles Farm, Inc., the owner and developer of
said "Hart Estates" Tract has delivered to the Town Clerk its
performance bond in the amount of $4.500.00 to guarantee the
construction and grading of certain portions of Gwen Lane and
Northway Drive as shown on said map of Road Profiles; and
WHEREAS, said Stiles Farm, Inc., has formally offered
to dedicate said streets to the public; and
WHEREAS, said Stiles Farm, Inc., has delivered to the
Town a proposed deed dated November first, 1973, conveying all of
its right, title and interest in to laid portions of Gwen Lane and
Northway Drive as shown on said Subdivision Plat and described in
said Offer of Session.
NOW,THEREFORE, BE IT
RESOLVED, that the aforesaid performance bond made and
executed by said Stiles Farm, Inc., in the amount of $4,500.00 be,
and it hereby is, approved as to form, sufficiency and manner of
execution; and be it further
RESOLVED, that the aforesaid streets or highways known as
a portion of Gwen Lane and Northway Drive was described in said..
Offer of Session and in said deed be, and they hereby are,
formally accepted as public streets in the Town of Cortlandyille,
Cortland County, New York,; and be it further

RESOLVED, that the Clerk of the Town of Cortlandvill,e,
Cortland County, be, and he hereby is, autjorized and directed to record
the aforesaid deed in Cortland County Clerk's Office.

Mr. Trix_ie from Stearns & Wheler presented a review of proposed
location of 345KV Transmission Line as jointly planned by Niagara
Mohawk Power Corporation and New York State Electric & Gas Eorporation
from Lafayette to Oakdale, New York. as it affects the Town of
Cortlandville. There was much discussion regarding this report
and there is to be a meeting in Cortland Thursday-: Nov. 8, at which
Mr. -Taylor and others will be present.

Motion was made by Mr. Eaton seconded by Mr. Miller that Town Engineer
Wm Rowell be authorized to proceed with a topography Map and Soil
Testing of the lot on the Corner of Terrace Road and McLean Rd. for
a proposed General Municipal Building. Voted on and so carried.

Motion -was made by Mr. Eaton seconded by Mr. Fish that Town Attorney
Gardner prepare specifications for a Cinder Spreader needed for the
Town 11ghway Department and adv, for bids to be opened November 21,
1973 at 8 P.M. Payment to be made 30 days after acceptance and delivery
This motion was carried unanimously.
v14Upon motion by Ron Fish seconded by D. Eaton, the following
resolution was unanimously adopted:
RESOLVED, THAT THE Supervisor be, and he hereby is,
authorized and directed to execute and deliver a lease agreement
wherein the Town Board acting on behalf of Water Dist.# 1 of the
Town agrees to lease to the Village of Homer for the storage and
use of fire equipment and apparatus by the Homer Village Fire Depart-
ment the premises consisting of 1,008 square feet of floor space on the
North end of the building on the West side of Terrace Road now owned
by said Water District for a period of two years commencing on the
first day of January 19 4 and ending on the last dayof December 1975,
at an annual rental of ;1,000.00, to be paid by said Village of Homer
to said Water District on the 15th day of February 1914, and on the
15th day of February 1975.
Motion was made by R. Miller seconded by D. Eaton that all bills as

follows: General Fund $8250.08, Water Dist. 1,1707.90, disc. 3
$23.30, (MIKKUX Sewer Dist. $16.21, Highway Bills,$4420.75.
This motion was carried unanimously.
Motion was made by D. Eaton seconded by R. Miller that meeting be
adjourned. Unanimous.

TO THE PLANNING BOARD AND TOWN BOARD OF THE TOWN OF
CORTLANDVILLE:
Pursuant to Section 278 of the Town,Law, the undersigned
hereby offers to cede and dedicate to the public, and to convey
to the Town of Cortlandville for street and highway purposes the
following described premises:
ALL THAT TRACT OR PARCEL OF LAND, situate in the Town
of Cortlandville, County of Cortland, State of New York, and
being part of Lot 63 in said Town, bounded and described as
follows: Beginning at a point on the north line of Gwen
Lane, said point being located South 780 30' East a distance
of 140.23 feet from the intersection of the north line of Gwen
Lane and the east line of College View Drive; thence South 780
30' East a distance of 460.00 feet to a point; thence South
110 30' West a distance of 60.00 feet to a point; thence N 780
30' West, a distance of 25.00 feet to a point; thence south
11030' West a distance of 100.00 feet to a point; thence North
