Regular Meeting/ Town Board/ Town of Cortlandville
The Regular Meeting was called to order by Supervisor
Frank K. Taylor, members present, Justices Ron Fish and
Don Eaton, Councilmen Sherman Griswold and Ray E.Miller.
iOthers present were Deputy Town Clerk M. Brookins, Bookpr.
for Supervisor's Accounts, R. Krauklis, Town Attorney John
J. Gardner,Town Engineer Wm. Rowell, Town Highway Supt.
Louis Wagner, Town Assessor, R. Wells and Fred Walker,W6ter
& Sewer Maintenance . Also present, Kevin Howe from the
Cortland Standard, Mrs. Shirley Fish,Mr. & Mrs. Walter
Priest, Mr. Del Palm, Mr. Wm. Stubbs.
Town Clerk read minutes of the previous meeting and
there were no corrections.
Regarding the establishment of a new polling place for
District 1, the following Resolution was passed,
RESOLUTION: Motion was made by R. Miller seconded by R. Fish
that the Alfred Zogg ,.Auction Barn located on the north side
of Route 41, Cortland -McGraw Road be designated as the Polling
Place for Voters in District 1, Legislative District 8. This
motion was passed unanimously.
y-P�''Motion was made by Don Eaton seconded by Ray Miller that
the next regular meeting be held on October 18,1973, at 7:30 P.M.
This motion was passed unanimously.
Letter reed from Dr. Farber, relative to ailment of
Christine Canestaro, a Town Employee, under Dr's care = 9/7/73
thru 10/3/1973 and still being treated. Motion was made by
D. Eaton seconded by R. Fish that this letter be accepted and
filed with the Town Clerk, this was passed unanimously.
Mr. Taylor informed the Board the Towns Share of payment regarding
the Bennett St. Bridge(3237.53) 85% paid by the County,15 % was
the Town's Share.
Budget Director,F.K.Taylor, reviewed the Tenative Preliminary
Budget for 1974 with the Town Board. After discussion, motion
was made by Sherm Griswold, seconded by Don Eaton that the Tenative
® Preliminary Budget for 1974 be adopted, this motion was passed
unanimously.

Resolution: Motion was made by R. Miller, seconded by R. Fish
that a Public Hearing be scheduled for the Preliminary Budget on
Oct. 18, 1973 at 7:30 P.M. in the Town Hall. This motion was
passed'.unanimously.
Regarding Fire Protection from the Village of Homer:

Motion was made by Don Eaton seconded by Ray Miller that a Public
Hearing be held Oct. 18, 1973 at 8:15 P.M. relative to a new Fire
Agreement with the Village of Homer. This motion was passed.
On motion of Don Eaton seconded by Ray Miller the following
Resolution was passed unanimously.
WHEREAS, a letter dated 10/3/1973, from Geo Yager Corporation
Counsel of the City of Cortland has been received by Supervisor
Frank K. Taylor and read at this meeting, concerning alledged
violations of Sewer Ordinance of the City of Cortland and Town
Sewer Agreement with said City,
BE IT RESOLVED, said letter be accepted and filed by the Town
Clerk: and be it further, RESOLVED that Town Engineer hereby is
instructed to investigate alledged violations, and be it further,
® RESOLVED, that the Town Attorney write a letter to Corporation
Counsel of the City of Cortland advising receipt of letter and
the contents of this resolution.

Motion was made by R. Miller seconded by D. Eaton that all bills
as presented by the Town Clerk and audited by the Town Board be
paid, General Fund, $5,369.94, Highway Fund, 14,584.84, Water Dist
1, $1,731.00, Water Dist. 2, $ 194.10, Water Dist. 3, $182.70,
Sewer Dist. 1, 683.09. This motion was passed
Motion by Mr. Miller seconded by Mr. Fish, meeting be adjourned.

Members present: Supr.Frank K. Taylor, Justices, R.Fish, D. Eaton,
Councilman R.Miller, Mr. Griswold was not present at this time.
Thursday, October 18, 1973 at 7:30 P.M.
Public Hearing; Preliminary Budget, Town of Cortlandville
Public Hearing; Homer Fire Contract, at 8:15 P.M.

The Town Clerk read the notice of -the Public Hearing for the
Preliminary Budget published in the Cortland Standard Oct. 6, and
Oct.8;1973:
Supervisor Frank K. Taylor reviewed the entire Budget with
the Board and others present, there were no objections and the
Hearing was declared closed.
Supervisor called the regular meeting to order and the
Town Clerk read the minutes of the previous meetirg, in which
there were no corrections.
Now going into Public Hearing on the Fire Contract with the
Village of Homer, 8:17 P.M.Town Attorney read notice of Publication
Town Attorney read the agreement for all interested parties,
there were many questions from various people who were present
for this hearing. After much discussion the hearing was declared
closed at 10 P.M.
Super isor declared regular meeting back in session.
The Town Clerk had a communication from State of New York, Depart.
of Transportation, Case #3730101, File 180-11-2, D- Cortland County
40 mph speed limit established on completion on Starr Road between
Route 13 and Route 90 andbn Saunders Road betweenPage Green Road
o.l miles east of Pendleton Rd.
MOTION was made by Don Eaton seconded by R. Miller that this
letter be accepted and filed in Transportation File. Motion was
carried.

RESOLUTION: Motion was made by Mr. Eaton seconded by Mr. Miller
that the Preliminary Budget for the year 1974 be adopted as the
Regular Budget for the Town of Cortlandville ,1974, This motion
was carried.
®)3 RESOLUTION: Motion was made by Justice Fish, seconded by
Councilman Miller that the Fire Contract Agreement with the Village
of Homer and the Town of Cortlandville be accepted.See next page.

Motion was made by Mr. Eaton seconded by Mr.Miller that Assessor
R. Wells be authorized to attend a seminar at New Paltz, N.Y. at
Town expense. This motion was carried.
There being no further business, meeting was adjourned.
Upon motion of Justice Ronald Fish and seconded`by
Councilman Ray Miller the following Resolution was unanimously
adopted:
WHEREAS, THE Town has made and entered into an agreement
dated Detember 2, 1972, wherein the Village of Homer agrees
to furnish fire protection to the westerly portion of"Fire Protr
ection District of the Town of Cortlandville No ........." on
certain terms and conditions from the first daY of January,1973
until the last day of December 19+74 and
WHEREAS, A public hearing was held by the Town Board as
required by the provisions of Section 184 of the Town Law, on the
18th day of October, 1973, pursuant to notice duly given, which
notice contained the information required by said section, and at
such public hearing a proposal was made for a new agreement which
would terminate and supersede as of December 31, 1973, the aforesaid
existing agreement dated December 2, 1972, and which would provide
many additional items of equipment, appartus and services not furnished
by the Village of Homer under the existing contract; be it
RESOLVED, That the Town Board make and enter into the proposed
new agreement wherein the Village of Homer agrees to furnish fire
protection to the westerly portion of said Fire Protection District
on certain terms and conditions from the lst day of January, 1973
until the last day of Dec. .1974, and pay to the Village therefor, the
annual compensation of $31,311.00 on the first day of February, 1974
and the annual compensation of $32,311.00 on the first day of Feb-
ruary, 1975.
