QUESTIONS AND/ OR COMMENTS Letter from Frank Liguori , Co Planning Dept stating that it will have no significant deleterious impact and are free to act without prejudice . L Letter from John Morey and Eugene Jackson both in favor of having the permit granted . Supv Cotterill wanted to know if he was the only one that would be working there and if he had plans to have a lot of cars inside and outside ? Mr Spence - hopefully he has plans for 4 cars outside and he has room to work on 3 cars inside of the building . Supv Cotterill - wanted to know if he planned on having parts of cars around outside or strictly cars that he will be working on ? Mr Spence - no , if he has to buy a car for parts it would only be there for about 15 days , and then he would have it removed by one of the dealers . in the area . Margaret Tracy , 580 Sheldon Rd , - wanted to know what it will do to her taxes ? Supv Cotterill - this is an allowed use by a special permit because it is zoned for commercial use , but he couldn ' t comment on the taxes because that is controlled by the county . Closed public hearing 4# 1 7 : 40PM PUBLIC HEARING # 2 April 12 , 1983 . General Sporting Goods - FLC Contractors Inc . Minutes of public hearing # 2 7 : 45PM Supv Cotterill . . read the notice that was published in the newspaper concerning the application of FLC Contractors Inc . ( John Sincebaugh ) to have a general sporting goods sales in part of their existing building located at 1861 Hanshaw Rd . QUESTIONS AND / OR COMMENTS . Mr Sincebaugh - it w41 be hunting and fishing. equipment . Supv Cotterill - wanted to know if there was any septic system in this building and if the Health Dept required any ? Mr . Sincebaugh - he called the Health Dept and since our office for our contracting business is in the existing house and we are the only employees there is no need for Health Dept approval . Closed' public hearing # 2 7 : 50PM PUBLIC HEARING # 3 April 12 , 1983 Extend Springwater Motel - William Gettig Minutes of public hearing # 3 8 : 00PM Supv Cotterill read the notice that was published in the newspaper concerning the application of William Gettig for a special permit to extend Spring Water Motel located at 1083 Dryden Rd . QUESTIONS AND / OR COMMENTS . Supv Cotterill read a letter from Mr . & Mrs . F Rupert Hall on Turkey Hill Rd opposing the extension due to the extra traffic involved , and the smell from the sewage system . Mr Gettig - has spoken with several residents in the area and there was no opposition . He was not guite sure what Mr Hall was referring to because their motel is inspected by the Health Dept monthly , and quarterly on the septic system , and quarterly on their septic system and it is in total compliance . They have dye tests done and , cannot possibly be coming from his septic system . The have submitted their plans to the Health Dept and they have been approved . Jean Hope - ■7 Turkey Hill Rd . , - was curious as to where the 12 unit addition was going to be ? Mr Gettig - they plan on extending from the existing building by the . tree line and their house ;toward Rt 366 . It will be operated strictly as a transient motel and would involve one to 6 cars a day . • Closed public hearing : 8 : 15PM TOWN BOARD MEETING APRIL 12 , 1983 Minutes of the Town Board meeting held on April 12th Supv Cotterill called the meeting to order at 8 : 15PM . Members andjguests participated in the Pledge of Allegiance Roll call was by the .Town Clerk : Present : Supv Cotterill , ' Clm ' Evans , Clm Webb Clm Metzger , Clm Jordan ; Atty Perkins & ZO Stewart Approval of : the Minutes : - Motion was made by Clm Metzger ' and 2nd by Clm Jordan that the minutes of the board meeting held on March: 8th be approved as submitted . COUNTY BRIEFING Co Rep Watros - reported that they were moving ahead with the German Cross Road bridge . They ; are - at a point where they are going to bid in ' 60 ' ' da3is . It is anticipatedat this point bids may exceed the estimates by . a ' substantial amount . The county did pass a resolution to go to bid . CITIZEN PRIVILEGE ' OF THE FLOOR . Tim Baldwin ' from Hunt Engineers was present and reported that the advance application has been sent to Washington and waiting to be processed . They ' hay.e received the draft progress with the revisions . Some of the items that the town has ' to do is form a Sewer Use Ordinance .Code and . a User Charge System associated with that . Land acquisition and easements : Financial capability analysis and - a bonding resolution . COUNCILMAN PRIVILEGE OF THE FLOOR • Clm Webb - reported that he will :belattending a meeting at the County Planning Dept on April 20th regarding Rt . 13 corridor ,. Clm Metzger - reported that Bolton Point now has a program 'regarding water shut- offs that are not up to grade . There are nine . in our system in Dryden that shouldibe ' taken care of . They - have been doing this for $ 50 . 00 ' a shut - off for the cost of the material and Dryden would have to do their own excavating . Supv Cotterill . reported that the Hwy ' Supt would be available to ' work along with Bolton Point when they were ready to do the work . ATTORNEY Atty Perkins - reported on the Certificate of Qualified Abandonment on George Rd . The County ,Supt of Highways caused a public hearing to be held on the Qualified Abandonment; on George Rd of which noon showed up . The County Supt of Highways has approved the qualified abandonment and the Town Supt of Highways has approved the abandonment . It remains that the certificate has be besigned by the Board Members , the ' Town ' Supervisorand the Town Clerk . . There was some discussion about cable tv franchises . The status tight now are that the negotiations with the 2 franchises is that we hadn ' t lbeen 'pursusing active negotiations on the recommendations of the NYS Commission on Cable TV . Since their advise was !that the best time to negotiateoon- - a line extension policy was when the franchise wanted a rate increase . Atty Perkins did look into 2 questions ' that did arrise . Both of the franchises are non- exclusive and that means that we can grant a franchise to more than one cable company to service the Dryden area . Sammons Franchise expires in Dec of 1981 . Atty Perkins felt that we have been operating . under the assumption that no contract is an extension of the conditions of the old contract , and this is something that can be addressed . The Ceracche Franchise contract expires in 1991 . Atty Perkins reported ' that ' he did some research into the Ceracche TV request that in 1975 a line extension policy indicated to him that the policy was adopted by the Town Board . At that time it was done in connection with another request of Ceracche and it was the understanding of the Town Board at that time that Ceracche would continue to make application to the NYS Cable Commission for an approval .. of that ammendment and it was never done , although the other part of the Ceracche request was done . There was some discussion . • I . X77 ZONING OFFICER • 5 building permits for the month of March . 1 one- family dwelling , 3 mobile homes ( 2 were replacements ) . ZBOA : held one hearing for Latsha for a variance that was granted . She wanted to build a house and she didn ' t have enough area . Roger Lampila , Chairman of the Dryden Business Development Committee (DBDC ) reported that the committee has established the 1st Tues of each month for their meetings at 7 : OOPM "at the Town Hall . The committee has also decided that it would be advantageous for them to have a woman in attendance and Dianne McFall is very willing and capable to help them do a lot of research and leg work . He would like the Town Board to appoint her to their committee.. The ' committee feels that they have to become educated in what they are dealing with . They have decided to take the approach of having 2 meetings each month . They had Bob Bayes from Cortland County give them information with types of funding and programs that he is involved with . Next week Jon Metzger from the Town Board will be present to give them some information that he has received from meetings that he is involved with . NYSE&G has a fulltime department in planning and they will be present the 3rd of May for an overview of types of resources that they have available of studies that they have already done in this area . They will give us ideas of types of funding that they have seen available and contacts that they know of . The committee feels that they will spend about 3 months trying to get some education and then after that they will come to the Town Board and ask for their support and telling them what they want and why theyuant it . They will also do this to the school and explain to them what they feel will be necessary to accomplish their goal . Some questions have come up with regard to the Villages of Dryden and Freeville since they are within the town . Roger said that he has thought about this and he feels that we have to give both Mayor Carol Burgess and Mayor Michael Lane an opportunity to participate . He is going to take the approach that he will see them personally and give them one opportunity to say yes or no . As far as he is concerned he would like an individual of their choosing to be a liaison between their community and the committee , not a member of the committee . He feels that the committee has been established by the Town Board . Supv Cotterill appointed Dianne McFall to the Dryden Business Development Committee . CORRESPONDENCE . Ambulance report - monthly and annual Letter from Sherwood Bohlerht thanking the Town for the use of the Town Hall on March 12th . Justice Reports Judge Sweetland - $ 4 , 545 . 00 . Judge Newhart - $ 1 , 526 . 00 Supv Cotterill reported that a citizen gave him a list of junk cars that he sees on his way to work and felt that the Town Board should take action in enforcing the Town Ordinance against junk cars on peoples property . There was some discussion and the Town Board gave the list to the Zoning Officer for him to check into to see about the violations .
