Taylor, presiding. 1� Members of the Board present were: Justices Don. Eaton and Ron. Fish, Councilman Sherm. Griswold and Ray E. Miller. Others present were Town Attorney John J. Gardner, Town Engineer William Howell, Town Assossor, Robert Wells, Highway Supt. Louis Wagner and Rudy Krauklis, Book-keeper for the Town Supervisor, M. Brookins, Deputy Clerk and Mrs. Weeks from 27 Isabelle. Also present were, Residents of Groton Road, Mr.& Mrs. Walter Priest, Mrs. McLaughlin, Mrs. Cogswell, from Lamont Circle, Tom Smith, Chris Canestaro, Skip.Chapman from the Cortland Standard, and Mayor Calale of Homer and members of Homer Fire Department, Chief dharles Crosley, and his assistant, also John Rittr and John Durkee. Supervisor called the meeting to order. The Town Clerk read the minutes of the previous meeting and. there were no correcti.ons. Highway Supt. L. Y• May 159 1973 The enclosed material pertaining'to the formation of a new Company within the Homer Fire Department in the Town of'Cortlandville is a rough draft of some of the important areas to be covered. May 15, 1973 " RESPONSIBILITIES OF EACH MUNCIPALITY";~ LADE OF HOMER 1. Form a new fire company within the Homer Fire Department of 30 men. Present `Constitution wi,1.1 have to be changed. For future expansion it might be wise at this time to f om Iwo companies. 2. Training. All training of new members will be•conducted by the.Homer Fire Department as set forth by their Constitution. 3. Furnish•xa fully equipped pumper to Cortlandville. This truck will be alternated monthly with Engine A in Homer to insure that equipment,is in proper working nrr7 Ar _ 4. Furnish a fully equipped tanker to'Cortlandville. ' 5. Provide necessary insurance coverage for trucks and equipment stationed in Cortlandville. 6. Rent or lease suitable quarters for fire equipment from the Toren of Cortlandville. 7. Purchase necessary equipment for new trucks to replace equipment that was going to be taken from trucks sent to Cortlandville. N OF CORTLANDVILLE 1. Provide a fire station to house. equipment. 2. Provide ,an alerting device. A.sire4 is recommended by the Fire Department at a cost of approximately $1,500. This might be furnished by Civil Defense. 3. Provide a base radio station. This will be done by Cortland County Dept. of Fire. 4. Provide auxilary power for the fire station. This might be furnished by Civil Defer 5. Provide'monitors for fireman at a cost of approx. $6127.00 each. When Cortlandville has its own Department, these will then become the property of the Town. 6. Provide at least three telephones;' 1 for fire station, 1'for Captain & 1 for Lieut, 7. Provide 2 car radios for Captain & Lieut. 8. It is recommended by the Fire Department that the Town set up a reserve account to used to purchase equipment that'may be necessary in its',yearly operation.' M & CORTLANDVILLE: 1. Recruiting will be done jointly by both muncipalities. 2. At such time as Cortlandville may wish to purchase the trucks, a committee of three Will be chosen as follows. Gvtir 1 C] 231 NA 0 M k,? The following are suggestions and recommendations of the Homer Fire Department in the operation of a seperate company located in the Town of Cortlandville. Monitors. Every fireman in the Cortlandville Company should be equipped with Monitors because of the distance most men will live from the fire station. Alarms Automatic alarms now reporting into Homer Fire Station will remain. When an automatic alarm is received, the following procedure will be followed: 1. County fire Control will be notified and the alarm will be sent to all Homer Fire Department Monitors. 2. The Homer Station horn will be activated automatically and -the Cortlandville Station siren will be activated by fire control. 3-' 'If the fire is in the Cortlandville area, this fire company will respond immediately. The trucks from the Homer Station will also . respond to back.up the Cortlandville Company. 4. if the fire is in the Homer Station area, the Homer equipment will respo: and'the Cortlandville equipment will standby in their station for move'up if necessary. 5. When'the Cortlandville Company is responding to any alarm, the Captain and Lieut. will be in charge until a Chief arrives on the scene. 6.. When an alarm is reported to the Homer, 'Fire Department,, other thali .by an automatic alarm, both stations and all fireman will respond. It will be the decision'of the Chief inchargeto send back whatever tracks are not needed. Manpower 1. The Cortlandville station will be manned by a volunteer fireman between the hours of 11:00 p.m. and 7:00 a.m., the same as in Homer. Cortlandville 2. Drivers will be appointed and trained by the Chief. All CorNO OTHER drivers will report dirqctly to, the Cortlqndville station. FIREMAN WILL BE PERMITTED TO DRIVE A FIRE TRUCK.' 3. All . Cortlandville fireman will be responsible to the Chiefs of the entil Department. it is not intended that this new company become a 'Lire department within its self. 4. Mr. Brookins has investigat'and at present is waiting to see what the Tax maps may show, also Attorney Gardner will follow this up, 234 There was much discussion about the forming this new company of the Homer Fire Depart, with man®pow-er from that portion of Cortlandville which in the forseeable future would eventually be an established Fire District. Further study will be made by both Homer and Cortlandville. Motion was made by Sherman Griswold, seconded by Don Eaton that this meeting be adjourned, this motion was passed unan- imously. Delan M.
