Second regular meeting of the Town Board held at the Town
Hall, Terrace Road, Supervisor Frank K. Taylor presiding.
Board members present were Councilmen Sherman Griswold and
Ray E. Miller, Justices Ron Fish and Don Eaton. Also pres-
ent, Town Attorney John Gardner, Town Engineer, Wm Rowell,
Town Highway Supt. Louis Wagner, Town Assessor, Robert
Wells,Christine Canestaro and Mildred Brookins.
Others present were Mr. & Mrs. Priest and two other
residents of Groton Rd., John Folmer,Attorney,with D6veloper,
Robert Stiles. Attorney, Earl Oot of Syracuse and Engineer
Tony Malley.
Town Clerk Lelan Brookins read the minutes of the last meeting
and there were no corrections.
The Town Clerk read three letters to the Board, from, as
follows: Congressman James M. Hanley, James L. Buckley,
U.S.Senator and from James Whipple,Executive Director of
Cortland County CAPCO. These letters will be on file in
the Town Clerk's Office.
Town Engineer William Rowell presented copies of Agreement
for Engineering Services as Town Engineer, for 1973, the
Fee as follows: $3400, payable if four quarterly payments
of $850.00 each after rendering a suitable statement.
RESOLUTION: On motion of Ray Miller seconded by Donald
Eaton with unanimous approval of the Board that the Supervisor
be empowered to sign this agreement, attest, by the Town
Clerk, Lelan M. Brookins.
Ron Fish has had an inquiry regarding funds available for
the Lamont Circle playground. He was informed that $300.00
has been allocated in the Budget for this purpose.

Mr. Fish investigated Street lighting on N. Homer Ave.
After some discussion regarding this need a resolution
was passed as follows

Motion was made by D. Eaton, seconded by R. Miller that
one light be installed on Fisher Ave, 1 light at area
• across from Floorcraft and 1 light at Mr.r'.�---

Attorney Folmar asked the Town Boards attention in regard
to PUD, (Planned Unit Development) a project that Robert
Stiles would like to proceed with subject to the approval
of the Town Board.,Planning Board and County Health Department.
The forming of a"Sewer Works Corporation" was explained
by Attorney Oot and Mr. Malley and the first stage of
the operation would be individual homes.
The Town Board requests that Mr. Malley show detailed plans
on a Map acceptable to the Town of each phase as pro-
posed with water and sewer facilities on a preliminary
sketch approved by Town Engineer.
Attorney John Folmar explained how there would be escrew
accounts set up as each home was built and sold which
would go into an account for the Sewer Works Corporation.
More detailed explanation, of this type plan will follow,
