The second regular meeting of the month of the Town Board
was held at the Town Hall, 15 Terrace Rd. with Supervisor Robert
P, Blatchley presiding. Other Board members present were: Justices
Donald Eaton and Ronald Fish; and Councilmen, Ray Miller, and Sherman
Griswold. Others present were: Town Attorney, John Gardner; Town
Engineer, William Rowell; Bookkeeper to the Supervisor, Rudy Krauklis;
Town Clerk, Christine Canestaro; Town Highway Supt., Louis Wagner;
Town Water & Sewer Dept.Supt., Fred Walker; Legislators, Shirley
Fish, Delmar Palm,&Henry Wadsworth; newspaper reporter Skip Chapman.
The meeting was called to order by Supervisor, Robert Blatchley
and the pledge of allegiance was given by all in attendance.
The Town Clerk read the minutes of the last meeting. There
is were no corrections or additions. Motion was made by Coucilman
Miller, seconded by Coucilman Griswold that the minutes be approved
as read. Motion carried.
The Town Clerk reported she had received the audit report
from the Dept. of Audit and Control on the audit they made this
year for the period 1/l/71-12/31/73 and that it was on file in her
office and available for inspection by any interested persons.
The Town Clerk reported she had an application from Lawrence
Henry for a house trailer permit and that she had investigated the
site and found it was in compliance with the Town Trailer Ordinance.
RESOLUTION #138: AUTHORIZATION TO ISSUE HOUSE TRAILER PERMIT
Upon motion of Justice Eaton, seconded by Justice Fish, all
Noting aye, the following resolution•was adopted:
Resolved that the Town Clerk be, and she hereby is,•authorized
to issue a house trailer permit to Lawrence Henry upon payment of
$2.00 fee for a six month period. The trailer being located on
rte. 11, Marathon Rd.
Mr. Rowell reported he had reviewed the revised plans for the
Pizza Hut which is to be constructed on the corner of Tompkins St.
& Glenwood Ave. and\had met with his approval.
He advised that something should be done soon on the sewer study
for P.T.M. and for the proposed sewer on Homer Ave., south of the
Village of Homer,
Mr. Rowell reported he had written to the Mayor of Cortland
regarding the need for consideration of an inter -municipal sewer,
especially as it relates to the Groton Ave. shopping plaza. He is
in receipt of a copy of the agreement between the city and Porter
Real Estate and will review it and report back to the board .
In regards to the Gorman tract, next to Bell Dr., Mr. Rowell
stated he and Mr. Blatchley had met with the Mayor of the Village
of Homer. The Mayor indicated to them, the Village has some
working arrangements with the developer to provide water for the
part of the development which lies within the Village. They are
also looking toward some working arrangement for sewers to serve the
same area. The Mayor told them the Village Board was not prepared
® to make any commitments for supplying water to the part of the
development which lies within the Town of Cortlandville. Mr. Rowell
stated he was particularly concerned with the drainage in the proposed
development as drainage from the part of the development that is
in the Village of Homer would be draining onto the lands that lie
within the Town of Cortlandville and that he would keep a close
watch to protect the Town's interest with regards to the construction
of the drainage facilities.
Rudy Krauklis reported the Town had received a check in the
amount of $17,489.00 from mortgage tax revenues,
Justice Fish reported he had met with John Crossley, State
Traffic Control Engineer and discussed with him the possibility of
installing an emergency push button control on the traffic signals
at Tompkins St. Ext. & McLean Rd. and McLean Rd.& Rte.281, as
requested by the Fire Dept, Mr. Crossley suggested that a letter be
written to his department stating this request.

RESOLUTION #139: DIRECTING SUPERVISOR TO WRITE LETTER TO STATE
TRAFFIC CONTROL ENGINEER
Upon motion of Justice Fish, seconded by Justice Eaton, all
voting aye, the following resolution was adopted:
RESOLVED that the Supervisor be, and he hereby is, directed
to writea letter to Mr, John Crossley, State Traffic Control
Engineer, requesting that a study be made into the possibility
of installing emergency push button controls on the traffic
signals at the corners of Tompkins St. Ext, & Mclean Rd,, and
Rte. 281 & McLean Rd.
Mr, Rowell reported he had reviewed the plans for the proposed
improvements on New York State rte 281 where it intersects with is
Blue Creek and Fisher Ave. McLean Rd., and Rte.13. These plans
were submitted by Joseph Powers, Regional Director of Transportation,
to see if there were any underground utilities that they'should be
made aware of. In going over the plans with Lou Wagner and Fred
Walker, Mr. Rowell said they had determined that there were no
sewer or drainage problems.on any of the intersections. However,
water lines would be uncovered on all four corners at McLean Rd.
and water lines were not correctly shown on the Rte. 13 intersection.
He suggested that the supervisor write a letter requesting an
Engineer be sent here to'.make a field study of the proposed
construction areas and to review the water line locations with
Fred Walker.
Attorney Gardner reported he had gone to Albany and talked
with the senior attorney in the Dept. of Audit & Control regarding
the formation of Water Dist. #4.
Mr. Blatchley reported he had met with several people in his
effort to set priorities for the Town. He met with the firemen
and Delmar Palm regarding the fire dept. and possible plans for
its future. He met with the County Planner, Mr. Ted Zollenbeck,
to discuss future action in planning for the town. He went on
several zoning enforcement problems with the town zoning officer
and was working on possible solutions for some of the junk problems.
Justice Fish read a letter he had received from Mr. W. Stepen
Harrington, Highway Committee Chairman, Cortland County Legislature
dated Dec. 5,1974 stating that the County would not pay for the
street lights on the viaduct on U.S. Rte.11 between Homer and the
City of Cortland after Dec. 31, 1974. Mr. Fish said that if the
Town was to take over payment of these lights, he would suggest
that the twenty-one existing lights be removed and eleven' -hi h
pressure vapor lights be installed at a cost to the Tovvn of &.42
per month or $1133.00 per year. No decision was reached on this
matter. Motion was made by Justice Eaton, seconded by Coucilman
Miller that the letter be received and filed. Motion carried.
Mr. Blatchley stated any complaints received by him would be
investigated and a letter sent to the complaintant stating the
results of the investigation.
Mr. Blatchley requested that an invitation be extended to
Mr. Donald Dickson, Engineer with the State Building Code Commission
to speak to the Town Board on December 18, 1974 regarding the
adoption of a building code for the Town.
The need for a zoning enforcement officer and building
inspector was discussed again, Delmar Palm asked if the Town had
considered the possibility of joining the county in hiring a county
wide enforcement officer and building inspector. It was determined
that the need for the Town was immediate and that since it would
be some time before a county zoning officer would be available, the
Town would proceed on its own.
Mr. Blatchley said he would like to have a census taken in
1975 as he feels that the return in aid would more than justify the
expense. Befom any decision is made, it was recommended that he
obtain more information and instructions on how to apply for the
census,

Mr. Blatchley said he would like to send out a circular
letter from time to time to town residents asking their viewpoints
on the operation of the town government and on issues facing the
Town Board. This, he feels, would give,town officials better
contact with the town residents. It was felt,generally, that this
would be too expensive. Mrs. Shirley Fish suggested that a
suggestion box be put in the Town Clerk's office and that a
news release be made stating this and asking the.town residents
to deposit suggestions in the box. Everyone agreed this would
be a good idea and that it should be done as soon as possible,
RESOLUTION #140s AUTHORIZATION TO ATTEND ASSOCIATION OF TOWNS
MEETING
Upon motion of Justice Eaton, seconded by Coucilman Miller,
all voting aye, the following resolution was.adopteds
RESOLVED,That the Town officers and the Town Justice Court
Clerk be, and they hereby are, authorized to attend the
Association of Towns annual meeting in New York City on
February 10, 11, and 12, 1975,and be it further
RESOLVED, That they be reimbursed for all necessary expenses
in connection with same, subject to audit by the Town Board.
There being no further business, motion was made by Councilman
Miller, seconded by Justice Eaton that.the meeting be adjourned.
Meeting was adjourned at 8s44 p.m..
