The first regular meeting of the month of the Town Board was
held at the Town Hall, 15 Terrace Rd., with Supervisor, Robert
P. Blatchley presiding. Other Board members present were:
Justices, Donald Eaton and Ronald Fish:'& Councilmen, Sherman
Griswold and Ray Miller. Also present were: Town Attorney,
John Gardner; Town Engineer, William Rowell; Town Clerk,
Christine Canestaro; Highway Supertintendent, Louis Wagner;
Water & Sewer Dept. Supt., Fred Walker; Town Assessor, Robert
Wells; Bookkeeper to the Supervisor, Rudy Krauklis; and Legislator,
Shirley Fish.
The meeting was called to order by Supervisor, Robert Blatchley
and the pledge of allegiance was given by all in attendance.
The matter of Cortland Free Library's request for $15,500 for
year 1975 was,taken up as the first order of business. Represent-
atives -from Cortland Free Library present were: Warren Eddy,
Library director and Trustees, Harry Taw and Lawrence Wright.
Mr. Eddy presented substantiating data for the request. Justice
Eaton raised the question "What would the charge be if cards
were issued to each user?" Mr. Eddy replied it would be approx-
imately $14.00 per card based on 7400 registered users. Justice
Eaton then pointed out that the Town of Cortlandville had been
asked to pay approximately $16.00 per user based on 949 registered
users from the Town of Cortlandville. Per figures supplied, the
city of Cortland, in comparison, was paying approximately $13.05 ea.
based on 5917 registered users and a $77,200 request from the city
of Cortland. Justice Eaton suggested that the Town of Cortlandville
should base their budget on a figure of approximately $14.50 per
registered user or a rounded off figure of $14,000.00. It was
decided to discuss this later when the tentative budget would be
presented by the Budget Officer.
The minutes of the last meeting were read byy the Town Clerk.
Rudy Krauklis pointed out that resolutions M6, 107, 108 & 109
should be corrected. The word "tentative" in each resolution
should be changed to "preliminary" and the words "Budget Officer"
should be changed to read "Town Clerk". There were no further
corrections or additions. Upon motion of Justice Eaton, seconded
by Councilman Miller, all voting aye, the minutes were approved
as corrected.
Supervisor Blatchley reported he had conferred with Attorney
Gardner and Town Engineer, William Rowell regarding some major
problems of the town --the extension -of water and sewer districts
and hoped that some time soon, these problems could be resolved,
and result "in a long time growth and benefit to the town."
The Town Clerk reported she had issued eight building permits
during the month of September with a valuation of $715,500.00;
making a total valuation of building permits issued this year to
date of $2,143,200.00. She reported that the Zoning Board of
Appeals had approved.a special use permit for S.C.M. to build
an addition to their plant in South Cortland. Minutes of the
Planning Board Meeting for Sept. were given to each member of
the Town Board serving as a report of the Planning Board's
activities for the month.
Justice Eaton reported the Local Criminal Court had com leted
308 cases during the month of September and a total of $6,143.00
in fines and forfeitures was turned over to the State Comptroller.
Justice Fish read a letter he had received from John S. MacNeill,
Jr., 74 North West St., Homer, N.Y. regarding Flood Hazard maps
for the Town of Cortlandville. Motion was made by Justice Eaton,
seconded by Coucilman Miller to receive and -file the letter and
maps. Motion carried.
Town Assessor, Robert Wells reported he had been working with the
tax maping people. He also had been consulting with and assisting
two evaluation engineers who are making a commercial and industrial
survey of the town for the purpose of establishing the 1973
equalization rate which will be effective for the 1975 tax rolls.

Mr. Wells again stressed the need for a county wide re-evaluation.
As an example, he pointed out, the Town of Virgil had a complete
re-val last yr. and this year, the school tax rate dropped
$14.00, per thousand. He stated that the new proposed re-
evaluation program would be computerized and tax data would
be kept current, thus keeping equalization rates at a normal
level rather than fluntuating between high and low levels.
Highway Supt., Louis Wagner reported his dept. had completed
the paving of Glenwood Ave.
Water & Sewer Dept. Supt., Fred Walker reported he had
completed the installation of water lines on the street crossings
in the Bowling Green tract.
RESOLUTION #115 AUTHORIZATION TO REFUND EXCESS TAXES PD. BY
JAMES G. BROWN & VESTA CORSET CO..
WHEREAS, upon motion by Justice Donald Eaton and seconded
by Councilman Sherman Griswold the following Resolution was
unanimously adopted:
WHEREAS A final order entered August 6, 1974, in the Supreme
Court of Cortland County in the proceeding brought by James G.
Brown and Vesta Corset Co., Inc. to review the assessment of
real property located at 25 South Street in the Village of
McGraw, reduced said assessment for the year 1973 from $154,000.00
to $85,000.00, and directed the Town to refund the amount paid
in excess of what the taxes would have been if said assessment
had been made as determined by said order; be it
RESOLVED, That said refund shall be paid to James G. Brown
and Vesta Corset Co, Inc., in the sum of $251.68,with interest
of $5.20, amounting in all to $256.88, pursuant to said court
order.
Attorney John Gardner reviewed the proposed 15 month contract
between Rowell and Associates and the Town of Cortlandville.
RESOLUTION #116 AUTHORIZATION FOR SUPERVISOR TO ENTER INTO A
CONTRACT WITH ROWELL & ASSOCIATES & THE TOWN OF CORTLANDVILLE
Upon motion of Councilman Miller, seconded by Justice
Eaton the following resolution was adopted, all voting aye:
WHEREAS,The firm of Stearns & Wheler has discontinued
their contract for engineering services with the Torn of
Cortlandville as of October 1, 1974, be it
RESOLVED, That the Supervisor of the Torn be and he
hereby is authorized to enter into a contract with the firm
of Rowell & Associates, 111 West Rd., Cortland, N.Y. for
engineering services for a period of 15 months commencing
October 1, 1974 and ending December 31, 1975; at a cost of
$900.00 for the remaining 3 months of -the year 1974 and
$3,960.00-for the calendar year 1975.
Justice Fish asked Bookkeeper Rudy Krauklis what amount had
been paid to the Torn Engineers last year, over and above
the contracted amount. Mr. Krauklis reported he did not have
the exact figure but thought it was approximately $2,700.00.
Jack Harvey, Captain of Homer Fire Dept. Hose Co. #4, and a
group of his men were in attendance to request materials to
improve the fire station's sleeping quarters. A request was
also made for black top in front of the garage door.
RESOLUTION #117 AUTHORIZATION TO PURCHASE MATERIALS FOR
IMPROVING HOSE CO.#4 SLEEPING QUARTERS
Upon motion of Justice Eaton, seconded by Councilman
Miller, all voting aye, the following resolution was adopted.

BE IT RESOLVED, That Hose Co. #4, Homer Fire Dept be and they
hereby are,authorized to purchase materials to partition off
and improve the sleeping quarters of the company, located on
13 Terrace Rd., Cortlandville. Purchases are limited to.
$500.00.
Captain Harvey announced that the company has officially changed
its name to "Frank Taylor Hose Co. #4". The company now consists
of 25 men.
Robert Wells reported he had been selected by the New York State
Board of Equalization & Assessments as a potential instructor in
the new statewide training program now being organized. He
requested permission to attend the training course for instructors.
Upon completion of the course he would qualify as a Certified
Instructor. All expenses for this course will be paid by the
State Board of Equalization & Assessments.
RESOLUTION #118 AUTHORIZATION TO ATTEND TRAINING SCHOOL
Upon motion of Coucilman Miller, seconded by Justice
Fish, all voting aye, the following resolution was
adopted:
RESOLVED, That Town Assessor, Robert Wells be and he
hereby is, granted permission to attend the training
course for instructors for the Assessors Training
Program now being organized by the New York State
Board of Equalization and Assessments; being held at
the New York State Police Academy, Albany, New York,
October 21 through the 25th.
Supervisor Blatchley announced that Mr. O'Mara, Chairman of
the Cortland County Legislature would be holding a Town night
meeting here at the Town Hall on Thursday, Oct. 10, 1974 at
7:30 p.m.. He urged everyone to attend.
Mr. Blatchley stated he would like to set up a meeting later
this month, open to the public,for the purpose of discussing
the Flood Insurance program.
Mrs. William Clemens, E. River Rd. asked the Board to give
special consideration to the Public Library's request. She
stated she felt it was a very fine library, used extensively
by Cortland City people and Cortlandville people and that she
would like to see the support continued. "This request; she
said,"was made in the name of the many teachers who use the
library in their classrooms."
Mr. David Seidenberg of Cosmos Hill stated he was here to
make the same request.
Justice Fish reported on his investigation and recommendations
for street lighting in various areas of the Town as requested
by the Town Board at a previous meeting. He recommended that
a total of 27 new lights be installed at an approximate cost of
$1,390.50 per yr.
RESOLUTION #119 AUTHORIZATION TO INSTALL STREET LIGHTS
Upon motion of Justice Eaton, seconded by Councilman
Griswold, all voting aye, the following resolution was
adopted:
RESOLVED, That street lights be installed as follows:
7 175 Watt Mercury lights on Saunders Rd.
between So. Pendleton St. Ext. & Page Green Rd.
13 175 Watt Mercury lights on Starr Rd.
Remove 1 2500 lumen light on Starr Rd.
1 175 Watt Mercury light on Bowling Green -Pole #5
5 175 Watt Mercury lights (underground installation)
in new section of Bowling Green

Mr. Walter Goodale asked if the Town would pay any portion of
the Lawyers fees incurred by the Village of McGraw in the
Vesta Corset Company suit against the Town of Cortlandville and
the Village of McGraw. This was tabled until further investigation
could be made into what action had been taken by former Supervisor
Frank Taylor.
The tentative budget for the Town of Cortlandville for the year
1975, as presented by the Budget Officer, was reviewed by the
Town Board. One change was made. The amount budgeted for the
Cortland Free Library was increased from $13,500.00 to $14,000.00.
The tentative budget as corrected, was approved by the Town Board
as the Preliminary Budget for 1975•
RESOLUTION #120 APPROVAL OF PRELIMINARY BUDGET FOR 1975
Upon motion of Justice Eaton, seconded by -Councilman
Miller, all voting aye, the following resolution was
adopted:
RESOLVED, That the Tentative Budget as presented by the
Budget Officer be, and it hereby is, approved as the
Preliminary Budget for the fiscal year 1975.
RESOLUTION #121 FIXING DATE FOR PUBLIC HEARING ON PRELIMINARY
BUDGET
Upon motion of Justice Eaton, seconded by Councilman
Miller, all voting aye, the following resolution was
adopted:
WHEREAS, The Budget Officer of the Town of Cortlandville
prepared and filed with the Town Clerk a tentative budget
for the year commencing January 1, 1975 and ending
December 31, 1975 on the 2nd day of October 1974, and
WHEREAS, The tentative budget, as submitted by the
Budget Officer, was reviewed by the Town Board, and
approved as the preliminary budget for year 1975,-and
WHEREAS, Said pro 11i inarpudget, with corrections made,
remain on file with the Town Clerk of the Town, now*
therefore be it
RESOLVED, That a public hearing upon the preliminary
budget, as approved by the Town Board, be held on
October 16, 1974 at 7:30 p.m, in the -Town Hall, 15
Terrace Road, Cortland, N.Y., and be it further
RESOLVED, That a notice of such public hearing shall
be published in accordance with the requirements of the
laws of the State of New York.
RESOLUTION#122 AUTHORIZATION TO PAY AUDITED BILLS
Upon motion of Coucilman Miller, seconded by Justice
Eaton, all voting aye, the audited bills were approved
