Pg. 1 The second regular meeting of the month of the Town Board was held at the Town H111, 15 Terrace Rd. with Deputy Supervisor, Sherman Griswold presiding due to the death of Supervisor Frank K. Taylor. Other Board members present were: Councilman, Ray Millers Justices Donald Eaton and Ronald Fish. Also present were: Town Attorney, John Gardner; Town Highway Superintendent, Louis Wagner; Superintendent Water & Sewer Dept., Fred Walker; Bookkeeper to the Supervisor, Rudy Krauklis; Town Clerk, Christine Canestaro; Legislators, Shirley Fish, Delmar Palm & Henry Wadsworth and newspaper reporter, Skip Chapman. The Town Clerk read the minutes of the last meeting. There • were no corrections. The minutes were approved as read. RESOLUTION 81 AUTHORIZATION TO ISSUE TRAILER PERMIT Upon motion of Justice Eaton, seconded by Coucilman Miller all voting aye, the following resolution was adopted: RESOLVED: That the Town Clerk be authorized and she hereby is authorized to issue a house trailer permit to Richard and Frances Morgan, Blodgett Mills, N.Y. upon payment of proper fee. The trailer being located on the east side of Rt. 11, 1/10 mile north from river bridge and to be occupied by Roger & Janice Guy. The Town Clerk read a copy of a letter sent to Mr. David P. Reichard, Real Estate Dept, Firestone Tire & Rubber Co. by James Feuss, Director of Environmental Health, Cortland Co. Health Dept. realative to the Firestone Store hook-up to the city sewer system. The letter was summarized as follows: "A variance is needed from the Commissioner of Environmental Conservation or his designated representative to allow the extension of the private sewer at the Groton Avenue Shopping Plaza. If water is to be sold to Firestone, the Public Service Commission regulations may apply. The water supply is or will be a public supply and must comply with the disinfection & sampling requirements of the New York State Sanitary code." Motion was made by Councilman Miller, seconded by Justice Eaton that the letter be received and filed. Motion carried. Highway Superintendent, Louis Wagner reported that he and Town Engineer, William LaRose had inspected Northway Drive (Stiles Farm Inc. tract) and that it is not ready for.. acceptance by the Town as yet. Acceptance of bids for the sale of the following Highway Dept. used equipment was closed at 8:00 P.M. one 1952 Austin Western Crusher, 10 X 24 one 1954 Bucyrus Erie Shovel, Model 22B one 1958 TD 20 International Harvester Dozer The Town Clerk read the notice which appeared in the Cortland Standard on July 12 and 15, 1974. All voted aye. Motion carried. RESOLUTION #82 AUTHORIZING SALE OF HIGHWAY DEPT. USED EQUIP. WHEREAS pursuant to resolution #76 for the year 1974, sealed bids were solicitied for the sale of one used 1952 Austin Western Crusher 1OX24- one used 1954 Bucyrus Erie Shovel Model 22B one used 1958 TD20 International Harvester Dozer and WHEREAS bids were received on July 17, 1974, and WHEREAS the highest bid received was from Crawler Equip. Supply Co., E. Main St., Marcellus, N.Y. for the three pieces of equipment, NOW THEREFOR BE IT RESOLVED that the Town Board does hereby accept the bid submitted by Crawler Equip. Supply Co. in the amount of $9,951.00 for the three pieces of equipment, apd be it further RESOLVED VTat the Superintendent of Highways be and he hereby is authorized to sign a bill of sale to the successful bidder. Motion made by Justice Eaton, seconded by Councilman Miller and adopted, all voting aye. RESOLUTION #83 AUTHORIZATION TO TRADE HIGHWAY DEPT. EQUIPMENT Upon motion of Justice Eaton, seconded by Coucilman Miller all voting aye, the following resolution was adopted: RESOLVED that the Highway Superintendent be and he hereby is authorized to make an even trade with Crawler Equip. Supply Co., our 25 ton Rogers Trailer for their International Roadside mower. The Town Clerk read a letter addressed to Mr. Taylor from the Automatic Voting Machine Co. confirming the Town's purchase of one automatic voting machine, contract #6357. Motion was made by Councilman Miller, seconded by Justice Fish that the letter be received and filed. All voted aye. Motion carried. Mr. Anderson of Anderson Rentals inquired as to the status of his application for a sewer hook-up for his new building on the McLean Rd. Justice Eaton said he had talked with Town Engineer, William LaRose this afternoon who said he had just received the plans from Mr. Rowell today. Mr. LaRose will review the plans and send a letter with his comments and recommendations to Mr. Feuss of the Cortland County Health Dept. After some discussion, it was determined that if the plans met the approval of the Town Engineer and the Cortland County Health Dept., the Town Board would accept the approved plans and the sewer hookup permit could be issued. 1 • 1 P9. 3 July 17, 1974 Justice Eaton gave.the following report from Mr. LaRoses 1. Inspected, today, Ponderosa sewer hookup, Gave his approval of a distance of 320 ft. between manholes in front of the restaurant. Installation seemed to be in order. 2. Working on a revamp of the Town Zoning map and also working on a composite of the sewer map. 3. Furnished a letter of intent (see res.#77, P9.53) 4. Meadowbrook Development presenting problem relative • to position of sewer line. Working on this. JI1} 5. Working on application form forewarn —Orr �ry for industrial and commercial applications. 6. Firestone Store- sent a letter to Mr. Hayward stating requirements to be met before construction could begin. 7. Anderson Rentals -Plans received. Will give a status report to Town Board every month el,�„�� on Town matters which are being handled by him. �917�1 Justice Fish reported he had a request for two street lights on Valley View Dr. and two on the Freetown Rd. Motion was made by Justice Eaton, seconded by Coucilman Miller that Justice Fish investigate the need and report back to the Board. Motion carried. Deputy Supervisor, Sherman Griswold called for a moment of silence in honor of Supervisor, Frank K. Taylor who passed away Sunday, July 14, 1974. Justice Eaton read the following letter from Dr. Edward Steinfeldt: July 17, 1974 Cortlandville Town Board Gentlemen: I am sure you will agree that Frank Taylor's death will be a great loss to the Town of Cortlandville and the County of Cortland.. Frank has been a dedicated leader and public servant. He has always had the interests of our township and county uppermost in his mind. He gave freely of his time and talents. He supplied top leadership for many years. I would propose that a suitable plaque and picture be placed in the town hall in his honour. I would be glad to head a campaign to collect funds for this program to honor Frank. Please let me know your thoughts. RESOLUTION 184 AUTHORIZATION TO ORGANIZE CAMPAIGN TO COLLECT FUNDS FOR FRANK K. TAYLOR MEMORIAL Upon motion of Councilman Miller, seconded by Justice Eaton, all voting aye, the following resolution was adopted. BE IT RESOLVED that Dr. Edward Steinfeldt be and he hereby is authorized to organize and head a campaign to collect funds for a suitable plaque and picture of Supervisor Frank K. Taylor to be placed in the Town Hall in his honor. July 17, 1974 Pg. 4- Fred Walker reported that Fred Walker, Jr. had completed his training course at Syracuse University and passed the exam. He also passed the Health Dept. exam and is waiting for his certification from Albany. A discussion was held on the status of the unpaid final bill of Architect, Karl Wendt. Town Attorney Gardner said that Supervisor Taylor had told him he did not feel that the architect's fee should be based on the $201,000lowest rejected bid but should be based on the $130,000 estimated cost of building made by Mr. Wendt. Motion was made by Coucilman Miller, seconded by Justice Fish that Deputy Supervisor, Sherman Griswold, Justice Eaton and Attorney Gardner meet with Mr. Wendt for • negotiation of the bill, and report back to the Town Board on August 7, 1974•. All voted aye, Motion carried. There being no further business, motion was made by Coucilman Miller, seconded by Justice Eaton that the meeting be adjourned. All voted aye. Motion carried.
