Other Board members present were Just -ices, Donald Eaton, and Ronald Fish; Councilmen, Shemin Griswold and Ray Miller - Also, Town Attorney, John Gardner; Town Engineer, William Rowell; Supervisor's Bookkeeper, Rudy Krauklis; Assessor, Robert Wells; Town Clerk, Christine Canpstaro; & Deputy Town Clerk, Mildred Brookins. Others attending this meeting were Legislators, Shirley Fish, Delmar P'�ljlm. and Henry Wadsworth; County Highway S42perintendent,,,Wal ter ®Tenna.n.t; Tcim Smith, rird members of the Wileerness Riders Snowmobile Club. Town Clerk .read the minutes of the last meeting and the -!re wa-s one, correction made regarding the term of Mrs. Canestaro's appointment. The appointment term is Jan. 1, 1974 thru Dec. 31, 1974. #1 RESOLUTION:/Motion was made by Donald Eaton, seconded by Ronald Fish that the Trailer Park Permit of Mrs. Wm. McKinney for the year 1974 be issued by the Town Clerk. A check in the amount of $2.5.00 had been received. Motion carried. RESOLUTION #2: Motion was made by Ronald Fish, seconded by Sherman Griswold that the House trailer renewdl permit for six months of Gary Bradshaw be issued upon payment of $10.00. Motion carried.. The $3.0.00 was paid and permit issued. RESOLUTTGNO: Motion was made by Mr. Fish, seconded by Mr. Griswold that John Gardner -be re -appointed Town Attorney. for a two year term, commencing January 1, 1-974 and ending December 31, 19755. Motion carried. RESOLUTION #4: Motion was made by Mr. Eaton, seconded by Mr. Fish that Thomas Smith be re -appointed for a five year term to the Zoning Board of Appeals, commencing January 1. 1974 and ending December 31, 1979. Motion carried. RESOLUTION #5: Motion was made by Mr. Griswold, seconded by Mr. Eaton that Victor Metcalf be re -appointed for a five year term to the Planning Board, commencing. January 1, 1.974 and r_� ending December 31, 1978. Motion carried. RESOLUTION #6: Motion was made by Mr. Eaton, seconded by Mr. Fish That Chri,,,-,tine Canestaro be appointed Registrar of Vital Statistics for District #1151 for a one year term, commencing January 1, 1974 and. ending Dec, 31, 1974. Motion carried. RESOLUTION #7: Motion was made by Mr. Eaton, seconded by Mr. Miller that the salary schedule for year 1974 be approved for General Fund, Water District #1, Water District �u n-2, Water District #3, Sewer Distri-t #1 and the Highway Department. 'Schedule shown on page# Motion carried. RESOLUTION #8: Motion was made by Mr. Eaton, seconded by Mr. Fish that the First National- Bank be designated as depository for the following accounts: General, Fund, Highway Fund, Sewer Dist.#I, Trust and Agency Fends, and Town Clerk's Tax Accounts. Motion carried. Motion was made by Mr. Eaton, seconded by Mr. Griswold that the Homer National Bank be designated as depository of the Town Clerk's General Fund. Motion carried. Motion was made by Mr. Eaton, seconded by Mr. Miller that the Marine -Midland Bank be designated as de ository for Water Districts 1, 2, and 3 and aYso -for the Mllister Cemetery Fund. Motion carried. RESOLUTION #9: Motion was made by Mr. Eaton, seconded by Mr. Miller that the Cortland Standard be designated as the Town's official newspaper. Motion carried. 9- RESOLUTION #10: Motion was made by Mr. Fish, seconded by Mr, Eaton that Sherman Griswold be appointed as Deputy Supervisor for the Town. Motion carried. RESOLUTION #11: Motion was made by Mr. Griswold, seconded by Mr. Miller that Annabelle Alexander be reappointed Town Historian. Motion carried. The Board recessed at 8:00 P.M. for a public hearing in regards to the. proposed snowmobile ordinance. The Board meeting resumed at 8:35 P.M.' Mr. Taylor asked that the Wilderness Riders Club submit a Letter of intent re the purchase, installation and maintenance of signs and markers to be erected on the Town Highways. All these expenses are to be borne by the club per this written agreement, which is attached and made a part of these minutes. See page 4. Use of the Town highways by snowmobiles, will not be permitted until the signs are erected and the ordinance published. Mr. Eaton asked that an exception be made re the hours of operation of the snowmobiles on weekends. He suggested they not be operated between the hours of midnite mid 6:AM. RESOLUTION #12: Motion was made by Mr. Miller, seconded by Mr. Griswold that the Ordinance be adopted as proposed. Motion c r ed, CQpy of this ordinance attached to and made a part o' hese minutes. See page 5. Mrs. Ca.nestaro requested a salary increase of $500.00 (annual) for Deputy Town Clerk, Mrs. Brookins. RESOLUTION #13: Motion was made by Mr, Griswold, seconded by Mr. Miller that a $500.00 annual increase be granted to Deputy Town Clerk, Mrs. Brookins. Motion carried. Frank Taylor called the Boards attention to the bulletin board upon which was drav4i the preliminary floor plan for the proposed munioll.pa,l building ( copy attached) which will be financed with Federal Revenue Sharing monies received and which must be used before July lst., 1974, He stated that the energy crisis may hinder the erection plans. Town Engineer, Wm. Rowell is -to compute number of BTU's needed to heat the proposed building and submit the requirements to the Gas and Electric Companies. He will also explore any other types of heating available. 1 • 1 Fred Walker presented quotations for 52" and 41" hydrants from -the Martisco Corp., Syracuse, N.Y. and the Jones Water Supply, Binghamton, N.Y, Jones dater Supply quoted a price of $302.90 ea. on -the 5g" hydrant with no guarantee of delivery. No terms stated, The Martisco Corp. quotation for the 54" hydrant was $323.00 ea. net and for the 42" hydrant $282,62 ea. net. Terms: net 30 days, prices in stock firm for 15 days after quotation. Possible 2% to 17% increase time of future factory shipment. F.O.B. jobsite. Delivery approx. May 15 but not guaranteeed. • RESOLUTION #14: Motion was made by Mr. Eaton, seconded by Mr. Miller that Mr, Walker order from the Martisco Co, four (4) 5F #A24.015 National Standard Hydrants at $323.00 ea. F.O.B. Cortlandville Water Dept, Motion carried. There being no further business, motion was made by Mr. Griswold, seconded by Mr. Miller that the meeting be adjourned. Motion carried. Section 2 - Designation of Highways. Highways and portions thereof within the Town of Cortlandvill upon which the operation of snowmobiles is permitted are hereby designated as follows: (a) County Highways Nos. 121 and 121-B, 'mown as KeIIOFLE :L.foz its inte section with the south and of Loope Road, ;ainc !southeasterly to its intersection with Kinney Hill Road. 1 (b) County Highway No. 121-A, known as Blodgett Mills Road, i from its intersection with the bridge over Tioughnioga River, and inning westerly to the west end thereof. i (c) Town Highway, known as Gailor Road, from its intersectior i ctii t°ri Kinney Hill Road, and running south to the south line of the I 'ToWn of Cortlandville.
