The second regular meeting of the month of the Town Board was held
at the Town Hall, 15 Terrace Rd. with Supervisor, Robert P. Blatchley
presiding. Other Board members present were: Justice, Donald Eaton and
Councilman,Sherman Griswold. Councilman,Ray Miller was late (9:00 P.M.)
and Justice, Ronald Fish was absent. Others present were: Town Clerk,
Christine Canestaro; Town Attorney, John Gardner; Town Engineer,
William Rowell; Zoning Enforcement Officer, Don Fowler; Highway Supt.,
Carl Eaton; Water & Sewer Dept. Supt., Fred Walker; Bookkeeper to the
Supervisor, Renee Biladeau; Legislator, Shirley Fish; News reporter,
Skip Chapman; and one resident, Mel Pierce.
The meeting was called to order by the supervisor and the pledge of
allegience was given by all in attendance.
The Town Clerk read the minutes of the last meeting. There were
no corrections or additions. Upon motion of Justice Eaton, seconded by
Councilman, Griswold, all voting aye, the minutes were approved as read.

The Town Clerk read a letter she had received from-ffie Town of Virgil
advising of a public hearing which would be held on Dec. 17, 1975 at 7:30p.m.
at the Virgil Fire Station on the matter of a request from Sammons Communication
Inc. to erect a building and communications tower on the Tower Rd. Upon
motion of Justice Eaton, seconded by Councilman, Griswold, all voting aye,
the letter was ordered received and filed.
The Town Clerk read a letter she had received from A.V.M. Election
Systems Division requesting the town to check out possible requirements
for voting machines and placing orders early if machines were needed.
The Town Clerk read a copy of a letter from Ceravolo & Comis, Inc. to
Rowell & Assoc. stating that they would not be held responsible for any
damages caused by Rowell & Assoc. or Edlund Mfg. Co. in the process of
relocating the water line on rte. 281. Upon motion of Justice Eaton,
seconded by Councilman Griswold, all voting aye,the letter was ordered
received and filed.
The Town Clerk reported she had an application for a house trailer
renewal permit from Henry DeYoung for his house trailer located on rte. 11
RD#l, McGraw. She said the zoA ng enforcement officer had investigated the
site and it meets with conditions set forth in the trailer ordinance.
RESOLUTION #179: AUTHORIZATION TO ISSUE HOUSE TRAILER RENEWAL PERMIT
Upon motion of Justice Eaton, seconded by Councilman, Griswold, all
voting aye, and adopted;
BE IT RESOLVED, That the Town Clerk be, and she hereby is authorized
to issue a house trailer renewal permit, upon payment of proper fee,
to Henry DeYoung for his trailer located on rte. 11. Said renewal
permit to expire April 15, 1976.
Assessor Robert Wells gave a report on County Tax rates and Town of
Cortlandville Corsolidated tax rates. A copy of this report is attached to
and made a part of these minutes.
Justice Eaton gave the following report on his Justices activities
for the month of November:
419 completed cases
$6,502.00 in fines and forfeitures turned over to the state comptroller
$1,855.00 being held in pending cases
Supervisor Blatchley reported:
1). He had received a letter from Mr. Sanford of the Association of
Towns alerting the towns to the fact that the state legislature
is contemplating reducing state revenue sharing and urged the towns
to write to their assemblymen and senators. Mr. Blatchley said he
had done so today.
2. He had met with Harry Taw to discuss the improvement of financial
arrangements for the town. As a result, he has been able to obtain
5 3/4% interest on certificates of deposit rather than 52%.
Mr. Blatchley said he would like to have the tax monies collected
put into a day to day savings account rather than the non -interest
bearing checking account as has been the policy in the past.
Attorney Gardner said he would find out if this could be done.

3. He had attended an Office of the Aging meeting. They talked
of establishing a nutrition program in the Town of Cortlandville.
4._ He had attended a meeting of the Environmental Commission. One of
their projects, he said, is to design an official seal for the
Town of Cortlandville. He also had recommended Mr. Mel Pierce to
fill an opening on the commission.
5. He signed and submitted the H.U.D. application.
Regarding Cortland Cooperative Ins.'s request for rezoning in Blodgett
Mills, Don Fowler reported he had spoken with the County Planning Dept. and
was advised that the proper referral form (#4) had not been sent to them as
yet. He has not heard from Attorney Folmer, who was to supply the proper
data to accompany the referral form. Attorney Gardner said he would contact
Mr. Folmer and advise him that the transcript of the hearing has been filed
with the town clerk and that the referral can be sent to the County Planning
Board as soon as Mr. Folmer supplies the proper data. Don Fowler said he
would follow up on this matter also.
RESOLUTION #180: AUTHORIZATION FOR SUPERVISOR TO SIGN CONTRACT WITH VILLAGE
OF HOMER & A CONTRACT WITH T & M DINER INC. FOR SEWER SERVICE
Upon motion of Councilman Griswold, seconded by Justice Eaton, all
voting aye and adopted.
BE IT RESOLVED, That the Supervisor be, and he hereby is, authorized
to sign a contract with the Village of Homer,setting up a schedule
of quarterly sewer service charges to be used by the Village of Homer
in basing charges to the Town of Cortlandville for the connection to
and the use by the T & M Diner for the sanitary sewer,owned by the
Village of Homer, that runs to the rear of the diner; and
BE IT FURTHER RESOLVED, That the Supervisor be, and he hereby is,
authorized to sign a contract with the T & M Diner, Inc., setting up
a schedule of quarterly sewer service charges to be used by the Town
of Cortlandville, in basing charges to the T & M Diner for the
connection to and the use by the T & M Diner for sanitary sewer that
runs to the rear of the diner and owned by the Village of Homer.
RESOLUTION #181: AUTHORIZATION TO ATTEND ASSOCIATION OF TOWNS MEETING
Upon motion of Justice Eaton, seconded by Councilman Griswold, all
voting aye and adopted.
BE IT RESOLVED, That all town officers be and they hereby are authorized
to attend the 1976 annual meeting of the Association of Towns being held
in New York City on February 16, 17, & 18, 1976; and
BE IT FURTHER RESOLVED, that any employee of the town who has been
authorized by his superior be, and they hereby are, authorized to
attend the 1976 annual meeting of the Association of Towns; and
BE IT FURTHER RESOLVED, That all necessary expenses incurred regarding
same, be reimbursed, subject to audit by the town board.
Motion was made by Justice Eaton, seconded by Councilman Griswold, all voting
aye, that the final meeting of the year 1975 be held on 12/30/75 at 8:00 p.m..
Motion carried.
RESOLUTION #182: APPOINTMENT OF RUSSELL PARSONS TO THE ZONING BOARD OF APPEALS
Upon motion of Justice Eaton, seconded by Councilman Griswold, all voting
aye and adopted.
BE IT RESOLVED,That Russell Parsons be, and he hereby is re -appointed to
serve a five year term on the Zoning Board of Appeals, commencing 1A/76
and expiring 12/31/80.
RESOLUTION #183: APPOINTMENT OF WILLIAM CLEMENS TO THE TOWN PLANNING BOARD
Upon motion of Councilman Griswold, seconded by Justice Eaton, all voting
aye and adopted.
BE IT RESOLVED, That William Clemens be, and he hereby is, re -appointed to
serve a five year term on the Town Planning Board, commencing l/l/76 and
expiring 12/31/80.

RESOLUTION #184: APPOINTMENT OF LINDA BLANCHARD TO C.A.P.C.O. BOARD OF DIRECTORS
Upon motion of Justice Eaton, seconded by Councilman Griswold, all
voting aye and adopted.
BE IT RESOLVED, That Linda Blanchard be, and she hereby is appointed
to serve a two year term on the C.A.P.C.1O. Board of Directors,
commencing 1A/76 and expiring 12/31/77.
RESOLUTION ##185. APPOINTMENT OF GAIL BURDICK TO THE CORTLAND COUNTY
ENVIRONMENTAL MANAGEMENT COMMISSION
Upon motion of Councilman Griswold, seconded by Justice Eaton, all
voting aye and adopted.
BE IT RESOLVED, That Gail Burdick be, and she hereby is, appointed .
to serve a two year term on the Cortland County Environmental
Management Commission, commencing 1/1/76 and expiring 12/31/77.
RESOLUTION #186: AUTHORIZATION TO SOLICIT BIDS FOR NEW BROCKWAY TWO AXLE
DUMP TRUCK FOR USE OF THE HIGHWAY DEPT.
Upon motion of Justice Eaton, seconded by Councilman Griswold, all
voting aye and adopted.
RESOLVED, That the Highway Supt, be, and he hereby is, authorized
and directed to advertise publicly for sealed bids for the furnishing
and delivery of one (1) new heavy duty Brockway two axle dump truck -
snow plow combination, per specifications set forth in the information
to bidders. Delivery to be made to the Town of Cortlandville highway
garage on County Rte.117 at Polkville, N.Y.; and
BE IT FURTHER RESOLVED, That sealed bids received: will be opened
at 8:00 P.M. at the Town Hall, 15 Terrace Rd., Cortlandville, N.Y.
on January 7, 1976.
RESOLUTION #187: AUTHORIZATION TO SOLICIT BIDS FOR NEW 1976 TRACTOR
LOADER BACKHOE FOR USE OF THE WATER & SEWER DEPT.
Upon motion of Councilman Griswold, seconded by Justice Eaton, all
voting aye and adopted.
RESOLVED, That the Town Clerk be, and she hereby is, authorized and
directed to advertise publicly for sealed bids for the furnishing
and delivery of one (1) new and unused, current model production,
1976 tractor -loader backhoe, per specifications set forth in _the
information to bidders. Deliveirto be made to the Town of Cortlandville
Water & Sewer Dept. Garage, 17 Terrace Rd., Cortlandville, N.Y.; and
BE IT FURTHER RESOLVED, That sealed bids received will be opened at
8:00 p.m. at the Town Hall, 15 Terrace Rd., Cortlandville, N.Y. on
January 7, 1976.
Legislator, Shirley Fish presented a petition requesting a reduced speed
limit on Fisher Ave. to 35 MPH. The petition was signed by 18 residents of
Fisher Ave. Upon motion of Justice Eaton, seconded by Councilman Griswold,
all voting aye, the petition was ordered received and filed.
RESOLUTION #188: PETITION TO CORTLAND COUNTY HIGHWAY SUPT. FOR LOWER
SPEED LIMIT ON FISHER AVE.
Upon motion of Justice Eaton, seconded by Councilman Griswold, all
voting aye and adopted.
WHEREAS, The town Board of the Town of Cortlandville has received a
petition from the residents of Fisher Ave. requesting a lower speed
limit on Fisher Ave.; and
WHEREAS, The Town Board does recognize the need for a lower speed limit
on said road to provide for better safety of the residents;
NOW THEREFORE BE IT RESOLVED, That the Town Board of The Town of
Cortlandville does hereby petition the Cortland County Supt. of Highways
to make application to the State of New York for a lower speed limit on
Fisher Ave. from N.Y. State rte. 281 to N.Y. State rte. 11.

Fred Walker was officially advised by the Town Board not to do
any work on private property unless authorized to do so by the Town Board.
Mr. Rowell reported that he would be meeting on Friday with Mr. Porter,
principle owner of the property in the proposed sewer District #2, to review
time schedules and proceedures for the establishment of, construction, and
formation of the district.
Regarding South Cortland Water, permission to connect to Pyramid Properties
water line has not, as yet, been received.
Mr. Rowell said he would try to resolve the problem of sewer service to
the motel on rte. 11 in the town of Cortlan dville, unless otherwise directed
by the town board.
Justice Eaton said he thought the water ordinance should be amended to
reflect the increase in cost of city supplied water. Mr. Rowell suggested
that the town board wait on this until the Meadowbrook water service has
been resolved, which he indicated would be resolved in approximately one month.
There being no further business, upon motion of Councilman Griswold,
seconded by Justice Eaton, all voting aye, the meeting was adjourned at
9:05 p.m..
