Pg. 1 The first regular meeting of the month9f the Town Board was held at the Town Hall, 15 Terrace Rd., with Supervisor Blatchley presiding. Other Board members present were: Town Justices Donald Eaton and Ronald Fish; Coung�lmen Sherman Griswold and Ray Miller; Town Engineer: William Rowell; Deputy Town Clerk Theresa Fortin; Zoning Officer Don Fouler; Bookkeeper Ren°ee BilDdeau; Highway Supt. Carl Eaton; Legislators Shirley Fish, Delmar Palm,and Henry Wadsworth;-"Leglislative Interns James Hanchett and Olivia Palm; Reporter Skip Chapman and Dave Olp representing Crown City Co. Supervisor Blatchley called the meeting to order and. the Pledge of Allegience was given by all in attendence. Justice Eaton read the Minutes of the previous meeting. Upon motion of Councilman Miller; seconded by Councilman Griswold, all voting aye, the minutes were approved as read. Justice Eaton then read the minutes of a special meeting held July 30th. authorizing Rowell and Associates to make a feasability`, study for a Sewer District in the Groton Ave area. Upon motion of Justice Eaton, seconded by Councilman Miller, they were approved as read. Correspondence was then read. RFWLUTION # 119: Authorization to issue a House Trai Upon motion of Councilman Miller, seconded by Justice Fish, All voting Aye and adopted; BE IT RESOLVED, That the Town Clerk be, and she hereby is, authorized to issue a House Trailer renewal permit to Garr Sweeney, said trailer to be located on Sweeney Road and to be occupied by Gary Sweeney and his wife, upon payment of the $10.fee persuant to Section 13 (c) of the Town of Cortlandville House Trailer Ordinance. Under correspondence the following letters were read. A note of thanks from Alice Blatchley. A letter from Niagara Mohawk regarding,4]Rublic Service Commissions approval of Niagara Mohawks new plan to apply gross/net billing to large electric customers effective July 31,1975. Upon motion of Councilman Griswold, seconded by Justice Fish, all voting aye it was received and filed. A notice of a Public Hearing on proposal to amend the Zoning Ordinance of the Town of Dryden on Mobil Home Parks. Upon motion of Justice Fish, seconded by Justice Eaton, all voting aye, it was received and filed. A letter From the Cortland County Planning Planning Board regard- ing an extension of time on the Meadowbrook Final Plat was read. Upon motion of Councilman Ray Miller, seconded by Justice Eaton, all voting aye it was received and filed. A "letter from the Cortland County Planning Board regarding the Bulk Variance for Charles and Patrica Sherman was read. Council- man miller moved it be rec&lved and filed. No further action was taken. A letter from the Local Government Program, Cornell University, regarding updating and revision of Town Legislative Guides was read. Upon motion of Councilman Miller, seconded by Justice Eaton all voting aye, it was ordered received and filed. a letter from the Election Machine Service Co. Inc. regarding Votl g�-, Machines, Election Supplies and Inspection Service was Read. Legislator. Delmar Palm introduced his Legislative Intern, Olivia Palm. Highway Supt. Carl Eaton requested a raise for Roger Couch to bring him up to grade pay scale. He also reported the cement,'ie,ork on the McGraw bridge is almost completed and he expects the steel work to begin next week. RESOLUTION #121: AUTHORIZING PAY RAISE FOR ROGER COUCH Upon motion of Councilman Griswold, seconded by Councilman Miller, all voting aye and adopted. WHEREAS,Roger Couch has served the Highway Dept, for more than a year and has proven his ability as operator and mechanic, therefor be it RESOLVED, that Roger Couch's salary be increased from the present rate of $3.16 per hour to $3.36 per hour starting with the pay period August 10, 1975. Justice Fish raised the question of whether or not Fred Walker should be paying sales tax on gasoline purchases. After some discussion Justice Eaton stated he would look into the matter further. Revenue Sharing fund Water Dist. #1 Water Dist #2 Water Dist. #3 Sewer Dist. #1 Highway Fund Comprised of: Repairs & Improv. $ 81,322•95 Bridges $ 9,887.37 Machinery $ 35,154.03 Snow & Misc. $ 35,929.98 ,294.33 SupVl,:Blatohley read a letter from Harry Calale regarding the fire contract with the Villakge•..of Homer in which he stated, the projected cost of the new tanker included in the contract would have to be revised from $30,000. to $35,000, No action was taken at this time. A letter from Sammons Inc, was read requesting a meeting with the Town Attorney, Town Supervisor,and one of their representaatives;on Wednesday, August 6, 1975 Pg 3 August 20, 1.975, in order for them to submit,, material in advance of the Town Board meeting in application for an amended franchise. Supervisor Blatchley then read a petition from the Legislative Committee of the So. Cortland Grange asking the Town. Board to urge the State Dept. of Transportation to errect a fire alarm activated yellow flashing light and roadside signs warning of a Fire Truck Exit immediately to save lives, injuries, and proper- ty damage caused from fire apparatus answering a fire call. Upon motion of Justice Eaton, seconded by Councilman Miller, it was rec&ived and filed. Supervisor Blatchley announced he had written to Mr Novack of the N.Y. State Dept, Of Transportation on July 18, 1975 re- questing such a device be installed. Town Engineer; William Rowell was called on to give a report on the feasability study of a Sewer Dist. on Rt 11 and also the. Groton Ave. sewer. He reported they are assembling the maps for the records that are available for Rt 281 to the river and from the Village of Homer to the -city of Cortland, Also the sewer plans as they relate to U.S. 11. On the Groton Ave. Sewer Project they have maps of most of the properties from the corporation limits to Rt 281 also they have obtained the water consumption figures as related to the necessity of meeting state require-,,, ments and have assembled a rundown on the assessment figures. He noted they had also inspected the sewer serving.the Groton Ave. Plaza and if the Town accepts the responsibility of it some restoration will have to be done. Supervisor Blatchley stated he thought the Town Board should meet with the Planning Board to discuss the Meadowbrook tract sewer. It was derided to hold the meeting on August 13, or 27th, de- pending on the Planning Boards schedule. Supervisor Blatchley suggested we have the dedication of the.new Municipal Bldg. in conjunction with the firemens barbacue and picnic. Matter was tabled until later. Justice Eaton reported on the sign for the new Municipal Bldg.. Marsh Sign Co. gave an estimate of the -cost for a 41x 81.as $275. It was suggested we get''other estimates also. It was decided to table the matter for future action. Supervisor Blatchley then brought up the matter of fire contracts, he stated he had held informal,ta=lks with the board members and after some discussion it was de.6ided the Homer Fire Dept. be held at $30,000, for the tanker as they will get use out of it also. Councilman Miller moved to table the Matter. Justice Fish stated he thought Supervisor Blatchley should notify Homer Fire Dept, we are against any.change in the contract. Relocation of water mains at 281 & McLean Rd. were discussed and Supervisor Blatchley read a letter from the Dept. of Transportation requesting him to sign and return necessary forms. RESOLUTION #1&: AUTHORIZATION OF SUPERVISOR TO SIGN PREL_INENARY WORK AGREEMENT ON RELOCATION_OF_WATEN _MAINS Upon motion of Councilman Miller, seconded by Justice Eaton, all voting aye and adopted. RESOLVED that the Supervisor be, and he hereby is, authorized to sign a prelimenary work agreement for relocation of water mains at Rt 281 and McLean Rd. at a cost to the Town not to exceed $6,69o. Town Engineer William Rowell spoke on sewers for Terrace Rd.,'1. Pleasantview, and Munson Ave. He stated they hadn't heard from H.U.D. on the allocation of funds for the project a,s_-,of today. 1 • 1 0 1 213 Wednesday, August 6, 1975 Pg 4 It was suggested the Supervisor call Mr. Novack of the Dept. of Transportation concerning the fire alarm traffic safety system and also have the Homer Fire Dept. issue a follow -.up letter re:= questing immediate action. Mr. David Olp presented a letter to Supervisor Blatchley regarding a study to be made of the sewer system at Chelsea and Village Terrace Apts. In it he stated they understood that prior to Town' acceptance of the facilities, the Town would require an inspection and certification by the Town Engineer at thelir expense". He there- for was submitting a check for $250, to pay for the initial work. The Town is to notify them prior to expending funds in excess of this amount for further work and they would like to be notified as to when the inspection would take place so they may be present. Upon motion of Justice Eaton, seconded by Councilman Miller, all voting aye, the letter was ordered received and filed. RESOLUTION #123•a Authorizing and Directing Town Engineer to Un4 dertake Study of Proposed Woodridge Estates Development Sewer System Upon motion of Justice Eaton, seconded by Councilman Miller, all voting aye, The Town Engineer is authorized and directed to make a study of the proposed Woodridge Estates development sewer system which is owned by Crown City Co. ;..F Justice Fish Stated he had heard from Sambos and they are intending to use the utilities right of way for a portion of their parking lot. After some discussion it was determined'.it should be written into the contract they would be responsible for any expense at a later date if the blacktop has to be taken up and replaced again. Justice Eaton called attention to the fact the rear of the Town Hall had been pointed and caulked, then painted to preserve it. Bruce Moss stated the Fire Dept. had discussed preliminary plans for an open house and chicken barbacue to be held sometime in September in conjunction with dedication of the New Municiple Building. RESOLUTION # 124: AUTHORIZATION TO PAY AUDITED_BILLS upom:.;motion of Councilman Miller,. seconded by Justice Eaton, all voting aye Audited bills were ordered paid as follows.
