Will use as a .lima_ supplement. It is a pure form of nutrition. They have been composting yard waste that the Tillage of Groton has been dwliv Lai- ing which cvirisists of leaves and grass. This is being used for fertilizer for their own use. They have a composting perwitm Waverly processor said to get a haulo-rs Permit which they have. Atty. Fitzgerald looked at Town's Lncal Law #1 of 1998 and said that this waste would appear to be garbage as defined by the ordinance and there is a procedure that would have to be followed where they would have to make appli.cati -on and have a public- hearing. Garbage includes vaggtable waste. Mr. MunSOn had reviewed Town's law and accor6ina to the State they are not a solid waste managLzment avc i i i t and wou be exempt fr orn the Town Law. Mr° . Munson doesn't feel we are dealing with garbage. Mr. Munson knows that he can't do this under the constraints of this law because the set back is 2000 feet and the hearing is very expensive due to expert testimony as whether this is garbage or whatever. ti Consensus of Board is that Mr. Munson provide us with a chemical analysis from the preparer before we discuss matter any further. When he ran for Justice he had checked into salaries of other Justices and after he won - election the paper said that the position paid $4574.00 per year for the four year terra. No one ever mentioned that it Would be any less than that . DEWEY DAWSON spoke orl the rumors that were going around that the Seard was considering offering considerably less than the $4500. He is concerned Lhat if the Board, which has the right to lower- salaries after elections, if Groton wErg to (jet the repl.tt3tion of lowering salaries of elected officials alfLer the election, what kind of people would be running for 19 public office. People run for office for a couple reasons, dedication and wishing to help, however, if they understand the job pays $4500 but they may be cut, we aiay not get the right people to run for public office. Supervisor indicated matter would be discussed in executive session. Mr. Dawson asked why decision would be made in executive session and not open to the public since it is salary and not a personal matter. Consenus of Board was to discuss salary in an open meeting. Supervisor explained that she had to put the highest amount that would be paid in the budget. In fairness to all those that have been here for some time, it is not unreasonable to consider- lowering a newcomers salary. DOUG VANSENSCHOTEN said that in fairness to the candidate why isn't he entitled to that salary also. Mr. Alexander did come in and look at budget. MARGE VANBENSCHOTEN said this is a pittance for anyone being a Town Justice no matter who it is. The raises that a Town Justice has received are only a cost of living raise. The $4500 or so is just a pittance for a Town Justice. Board discussed how and when salaries are set. RESOLUTION NO. 51 - SET NEW TOWN JUSTICE SALARY FOR 1992 Moved by Mr. Sovocool, Van8enschoten, seconded by Mr. Haynes Ayes Abstain - Sovocool, - Robinson MEO MEO Van8enschoten, $10.33 $ Cummings, Haynes RESOLVED, that the Town Board does hereby agree to leave the new Town Justice salary as budgeted for 1992 in the amount of $4695.33 LELAND CORNELIUS - Needs resolution authorizing pay increases for highway employees effective January 1, 1992. RESOLUTION NO. 52 - BOARD APPROVAL OF HIGHWAY PAY INCREASES Moved by Mr. Cummings, seconded by Mr. Van8enschoten Ayes - Sovocool, Van8enschoten, Cummings, Haynes, Robinson RESOLVED, that the Town Board does hereby authorize the Highway Superintendent to give the following pay increases effective January 1, 1992: Present +.40 5 yr. Other Towns pay by the day at a rate of from $65 to X80.00 per 16 hour day. Supervisor Robinson requested board approve $5.00 per hour since that amount has already been sent in for payroll today. Some discussion was held on the percent increase and Mr. Haynes advised the Supervisor that in the future, canvass the Board before making a decision like this. These transaction will have no effect on the ongoing local management of the cable system serving Croton, however ACC'S franthise agreement may require Town's approval to certain aspects of the TWE transaction.
