A special meeting of the town board was held at the Town Hall,
15 Terrace Rd. for the purpose of adopting the preliminary
budgets for 1977
Present: Supervisor, Robert P. Blatchley
Justices, Donald Eaton and Ronald Fish
Councilmen, Sherman Griswold and Ray Miller
Town Clerk, Christine Canestaro; Highway Supt.,
Carl Eaton; Water & Sewer Supt., Fred Walker;
Bookkeeper, Wayne Ezick; several persons
interested in budget appropriations.
Miss Lois -Osborne, President of the Advisory Council of the
® Cortland Senior Citizens Recreation Program requested the board to
give serious consideration to the senior citizens recreation program
budget request. Mrs. Terry Benedict, Director of the program stated
that matching funds would be obtained from the State if the request
was granted.

Mr. Blatchley read a letter from Mayor Forcucci of the City of
Cortland regarding an anticipated increase in the cost of the ambulance
contract due to the updating of communications equipment in the
ambulances. The cost to the town will be an additional $1269.00.
Supervisor Blatchley is to investigate the added cost and report back
to the board.
Mr. Blatchley apprised the board that he had been contacted by
Mr. Taw regarding the library contract.rfiaw suggested a two yr. contract
with $17,000 being budgeted for 1977 and $18,000 for 1978.
The budgets were reviewed in detail by the board. After some
discussion on changes made in the budget since the work meeting, motion
was made by Justice Eaton, seconded by Councilman Griswold that the
budgets be approved as -they had been finalized at the work meeting of
the town board held on 9/22/76. Votes: Justice Eaton, aye; Justice Fish,
aye; Councilman Griswold, aye; Councilman Miller aye; Supervisor Blatchley,
no... Motion carried.
RESOLUTION #106: APPROVAL OF CHANGES TO TENTATIVE BUDGETS
Motion by Councilman Miller, seconded by Justice Fish.
Votes; Justice Eaton, aye; Justice Fish, aye; Councilman
Griswold, aye; Councilman Miller, aye; .Supervisor Blatchley
aye. Adopted.
RE IT RESOL VED,That the following changes made in the tentative
budgets by the budget officer be approved as changed.
Pg. #4 A1620.2 from $ 500 changed to $ 1,000
A1910.4 from $ 9,000 changed to $ 8,000
Pg.#10 A7510.1 from $ 100 changed to $ 600
A7510.2 from $ 500 changed to $ 267
A7510.4 from $ 500 changed to $ 233
Pg.#22 DR5110.4 from $70,000 changed to $65,000
Pg.#28 E6 5142.4 from $16,000 changed to $18,000
® Pg.#31 DR2812 from $55,000 changed to $70,000

BE IT FURTHER RESOLVED, That the change made in the tentative
budget for Water District #1, item SW8340.1 be denied and the figure
changed back to $11,050 as decided by the town board on 9/22/76.
RESOLUTION #107: APPROVAL OF THE PRELIMINARY BUDGET FOR 1977
Upon motion by Councilman Miller, seconded by Justice Fish.
Votes: Justice Fish, aye; Justice Eaton, aye; Councilman
Griswold, aye; Councilman Miller, aye; Supervisor
Blatchley, aye;. Adopted.
BE IT RESOLVED, That the tentative budget for the Town of
Cortlandville, as revised by the Town Board be, and it hereby
is approved as the preliminary budget for the fiscal year 1977;
and

BE IT FURTHER RESOLVED, That the tentative budget for
Water District #1, as revised by the Town Board be, and
it hereby is, approved as the preliminary budget for
Water District #1 for the fiscal year 1977; and
BE IT FURTHER RESOLVED, That the tentative budget for
Water District #2, as presented by the budget officer
be, and it hereby is, approved as the preliminary budget
for Water District #2 for the fiscal year 1977; and
BE IT FURTHER RESOLVED, That the tentative budget for
Water District #3, as revised by the Town Board be, and
it hereby is, approved as the preliminary budget for
Water District #3, for the fiscal year 1977; and
BE IT FURTHER RESOLVED, That the tentative budget for •
Sewer District #1, as presented by the budget officer
be, and it hereby is, approved as the preliminary budget
for Sewer District #1 for the fiscal year 1977i
RESOLUTION #108: SETTING DATE FOR PUBLIC HEARING ON THE PRELIMINARY
BUDGETS
Motion by Councilman Miller, seconded by Justice Eaton.
Votes: Justice Eaton ,aye; Justice Fish, aye; Councilman
Griswold, aye; Councilman Miller, aye; Supervisor
Blatchley, aye. Adopted.
BE IT RESOLVED, That a public hearing be held in the matter of
the preliminary budgets the Town of Cortlandville, Town of
Cortlandville Water District #1, Town of Cortlandville Water
District #2, Town of Cortlandville Water District #3, and
Town of Cortlandville Sewer District #1, on October 20, 1976
at 7:30 p.m.; and
BE IT FURTHER RESOLVED, That a notice of said public hearing
shall be published in accordance with the requirements of the
laws of the State of New York.
There being no further business, upon motion of Justice Eaton,
seconded by Councilman Miller, all voting aye, the meeting was adjourned
at 9:40 p.m..
