HomeMy WebLinkAbout09-01-1976Wednesday, September 1, 1976 7.30 p.m. Pg.l The first regular town board meeting of the month was held at the town hall, 15 Terrace Rd., with Supervisor, Robert P. Blatchley presiding. Other Board members present were: Justices, Donald Eaton and Ronald Fish; and Councilmen, Sherman Griswold and Ray Miller. Others present were: Town Clerk, Christine Canestaro; Town Attorney, John Gardner; Town Assessor, Robert Wells; Town Highway Supt., Carl Eaton; Zoning Enforcement Officer, Don Fowler; Legislators, Delmar Palm and Henry Wadsworth, and several residents of the town. The reading of the minutes of the previous meeting was dispensed with as all board members had read the minutes prior to the meeting. Upon motion of Justice Eaton, seconded by Councilman Griswold, the minutes were approved as presented. Votes: • Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Motion carried. The minutes of the special meeting- held on August 25 were not read as the Town Clerk is awaiting two resolutions from the town attorney, which she has not received as yet. Notice of The town clerk read an amendment to the notice of abandonment Abandonment dated 8/2/76 receiied from Lehigh Valley Railroad Co. A copy of this certain RR lines notice is attached to and made a part of these minutes. Upon motion of Councilman Miller, seconded by Justice Eaton, the notice was ordered received and filed. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Motion carried. County Budget Legislator, Delmar Palm reported that the Legislature would be hearings holding meeting on the county budget in the major towns and city of the county so that the people can have some input. Battery operated Highway Supt., Carl Eaton reported he was trying out a new Paver battery operated paver which he feels could prove to be a money saver to the town if purchased. He said it could save a considerable amount of blacktop. Rental on the paver is $750.00 per month with the option to buy. Zoning Officer Zoning Enforcement Officer, Don Fowler, gave a report on the report building permits issued by him during the month of August. A copy of this report is attached to and made a part of these minutes. Don Fowler requested permission to attend the annual school for New York State Building Officials being held at Ellenville, New York. RESOLUTION-,#94: AUTHORIZATION FOR DON FOWLER TO ATTEND THE NEW YORK STATE BUILDING OFFICIALS ANNUAL SCHOOL Motion by Councilman Miller, seconded by Justice Fish. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; Supervisor Blatchley, aye. Adopted. BE IT RESOLVED,That Don Fowler be, and he hereby is, authorized to attend the annual school for New York State Building Officials being held at Ellenville, New York on Sept. 15, 16, and 17, and BE IT FURTHER RESOLVED, That all necessary expenses incurred for • same be reimbursed, subject to audit by the town board. SUPERVISOR BLATCHLEY REPORTED: Terrace Rd. 1• A public hearing will be held regarding sewering for the Sewers Terrace Rd. area, on Sept. 15, 1976 at the town hall at 7:30 p.m. 2. He met with the Citizens Advisory Committee and the Town 701 Master Plan Planning Board regarding the 701 Master Plan. No decisions he said, would be made for rezoning until further study is made. Considerable time will be devoted to this phase of the project, he said. 3• There is still a large piece of concrete on the rte. 281- Water main McLean Rd. water main relocation site which was supposed relocation not complete to have been removed by the contractor--Edlund Mfg. Co. Wednesday, September 1, 1976 Pg. 2 Attorney Gardner was instructed to write a letter to Edlund Mfg. Co. instructing them to remove the concrete per the terms of the contract agreement. SUPERVISOR BLATCHLEY'S REPORT- continued 4. The Supervisor's contractual account is depleted and permission Supervisor is requested to transfer the remaining funds from the "personnel" contractual account to the Supervisor's"contractual"aecount. a/c Supervisor Blatchley was advised that he should wait until the end of the year, at which time all accounts will be balanced off and necessary transfers made. 5. At a special meeting of the Town Board held on 8/30/76, Local ® Law #1 was approved to provide for the protection, preservation, and conservation of the freshwater wetlands within the boundaries of the town. 6. The financial status of the town at 8/31/76 is as follows: financial General Fund Balance $83,668.88 report Federal Revenue Sharing Fund Balance 45,301.17 Water District #1 Balance 97,892.92 Water District #2 Balance 1,249.11 Water District #3 Balance 5,648.84 Sewer District #1 Balance 40,957.85 Highway Fund Balance 103,887.16 Comprised of: Repairs & improvements $47,4?5.09 Bridges 10, 615.58 Machinery 26,368.20 Snow Removal & Misc. 19,428.29 Justice Fish -reported that Mrs. W-lght, who lives on the corner of r6e. 281 and Fisher Ave., had called his wife, Legislator, Shirley Fish Complaint re lighting to complain about the poor lighting on that corner since the state moved corner the light pole from its original position. She complained that there Fisher Ave & rte 281 were no guard rails at this intersection and since the moving of the light pole, conditions are extremely dangerous. She requested another light for this intersection. Justice Fish was instructed to make a survey of the intersection of „ Fisher Ave. and rte. 281, Groton Ave. and rte. 281, McLean Rd. and rte.281, and report the lighting needs for these areas to the town board. Attorney Gardner advised that Mrs. Palm had aerial photos of flood conditions of the town which the board members might be interested in seeing. Mrs. Palm said she would bring these photos to the town hall where they could be viewed by the town board members. asked Personal Supervisor Blatchley/if any town official was interested in the Liability liability insurance offered by Associated Risk Managers of New York State. Ins. After a brief discussion, the consensus of the board was that if any insurance of this type was needed, we should check with our present insurance ® carrier first. Supervisor Blatchley suggested that water rates be increased to compensate for the depletion of funds in the Water Dist. 1#1 account. The Water Rates depletion of funds in this account is due to the purchase and installation of a new well and pump. Also the increase should be considered as the City of Cortland is charging the town S30 per thousand gallons of water and the town is charging customers using this water only 500 per thousand gallons. The city supplies water to the Town of Cortlandville Water District #2 and to the residents of Vernon Dr. Attorney Gardner advised that in order to accomplish this, the ordinance must be amended and a public hearing held. Supervisor Blatchley appointed Justice Eaton and Engineer,William Rowell to work with him in making a study of this proposal. 92 Wednesday, September 1, 1976 Pg• 3 Supervisor Blatchley reported that Town Historian, Barbara Ingraham asked permission to attend the Regional Historian6-meeting in Binghamton on Sept. 18, 1976. He said the historian's fund had been completely depleted but felt that she should be granted this reggest as she has been doing such a tremendous job as town historian. RESOLUTION #95: AUTHORIZATION FOR BARBARA INGRAHAM TO ATTEND THE REGIONAL HISTORIANS MEETING Motion by Justice Fish, seconded by Councilman Griswold. BE IT RESOLVED, That Town Historian, Barbara Ingraham be, and she hereby is, authorized to attend the Regional Historians meeting at Binghamton, New York on 9/18/76,and BE IT FURTHER RESOLVED, That she be reimbursed for mileage and the registration fee.
