Blatchley Presiding. Other Board members present were: Justices, Donald 'Eaton & Ronald. Fish, and Councilman, Ray Miller. Council- man, Sherman Griswold was absent due to illness. Others present were: Town Clerk, Christine Canestaro; Deputy Town Clerk, Theresa Fortin; Town Attorney, John Gardner; Town Engineer, William Rowell; Town Highway Supt., Carl Eaton; Water & Sewer Dept. Supt., Fred Walker; Zoning Enforcement Officer, Don Fowler; Legislators, Shirley Fish, Delmar Palm and Henry Wadsworth; Warren Barth, and several residents of the town. The Town Clerk read the minutes of the last meeting. There was one correction rioted by Carl Eaton. The last paragraph, line 6, pg. 2 of the minutes (pg.62 Min.Book) should be corrected to read "cost Corre Lion 9�2/1� es of is based on $18,000 per mile and. limited to two (2) miles per year, or a total of 436,000 per year." Motion was made by Councilman Miller, seconded by Justice Fish, that the minutes be approved as corrected. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Motion carried. Legislator Delmar Palm said several of his constituents had asked him why the intersection of 281 & McLean Rd. is being constructed with a raised island. He said there was some concern that fire trucks would not be able to get through, in case of fire. Supervisor Blatchley said he had spoken to Mr. Cady of the D.O.T. who had advised him that the island would be constructed flush and that it was being constructed according to state specifications. Justice Eaton reported on the activities of his office for the month of May as follows: Construction of island rte.281 374 completed cases $7,,,096 was turned over to the State Comptroller in fines & forfeitures $1,330 being held in pending cases Carl Eaton reported regarding the request made by the Fair Assoc. & the Holstein Assoc. to repair the Fairground Rd. south of Planck Fairground motors, that a lawsuit is now pending regarding the ownership of Rd. repair the property. He said he feels that since this is private property, reg;uest he should not make any repairs there as the town is not allowed, to do so according to the town lair. Attorney Gardner advised him that he was correct in his decision_. Supervisor Blatchley made the following announcements: 1. Charles McLyman of the Imergency Preparedness Office has invited him to discuss town needs for emergency money. 2. The Town. Environmental Commission will. be selling Bicentennial Medallions and are planning to use the money for a beautification project at the intersection of 281 & Rte. 13. The project is pending approval of the D.O.T. office in Syracuse. 3. Festival '76 at Little York Park will be taking place on Sunday 6/27/76 and he encouraged the participation of all town residents. 4. It has been suggested that the Town Board meet with the Town Planning Board on 6/23/76 to discuss the Master Plan prepared by the Citizen's Advisory Committee & The Town Planning Board. 5. LaB erge Engineers of Albany, N.Y. requested permission to make a presentation to the Board regarding some community development projects, especially recreation and Park areas. Regarding the Donavon Plan, Justice Paton reported that Carl Eaton, Councilman Miller, and. himself had discussed it and come up with the Donavon following figures: The -town had constructed a one half mile road last Plan year at a cost of approx. $6,800. Thus it would cost the town approx not $13,600 per mile to construct a road. The DonavonPlan, he said, would. recommended cost more and more stringent requirements would have to be met. They felt, since there were not many dirt roads left in the town, their recommendation would be not to adopt the Donavon Plan at the present time. Wednesday, June 16,1976 Pg. 2 Re: Petitions Attorney Gardner reported that Mr. Gorman had delivered two filed by F. petitions to him at 6:45 this evening at his home. One is for Gorman for the creation of a Water District and one is for the creation of the creation a Sewer District for his Northwood Subdivision. Attorney of a Sewer & Fitzgeral, he said had called him later,and requested a date be Water Dist. set for a public hearing on these petitions. Attorney Gardner Northwood advised the Town Board that he and Wm. Rowell had not had a Subdivision chance to study the petitions and recommended that they be given time to do so before a date is set for the public hearing. Motion to Motion was made by Justice Eaton, seconded by Councilman Rec.& File Miller that the petitions be ordered received and filed and a petitions copy be turned over to the Town Attorney and the Town Engineer to examine for legalities and sufficiencies and to make their recommendations to the Town Board after doing so. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Motion carried. ,Mrs. Weeks of Isabel Dr. apprised the Town Board that her Re: C.Homer neighbor, Clarence Homer, had hired a lawyer for the purpose property of having his property annexed to the city of Cortland. Zoning Enforcement Officer, Don Fowler confirmed that Mr. Homer told him he had made application to the City of Cortland for the annexation of his land and that of Mr. Olney on Delaware Ave. and that all principal parties would be notified of this action. Mrs. Weeks was advised that when and if this application was received, a public hearing would be hel& by both the City of Cortland and the Town of Cortlandville and that written notices would be sent to adjoining property owners. cLo Zoning Officer Mr. Fowler reported he had inspected the building and found report re no violations at that time, and that there was no indication that Homer Property Mr. Homer was making a multiple dwelling of the building. Jim Hanchett of 6 Isabel Dr. requested that the town subsidize Request for the summer basketball teams from the Town of Cortlandville who subsidies were participating in the City of Cortland leagues, as the entry summer basket- fee had been doubled from $50.00 to $100.00 for teams outside the ball teams city. He said most of the Cortlandville participants had been dropped from the teams as the Sponsors could not afford this extra fee. Justice Fish offered to talk with Mr. Francis Tokar, City Recreation Director, regarding this matter. .Warren Barth, Denniston Ins. Agency, Inc. agent apprised the Report on Board that National. Grange Insurance Co. had advised him that as Ins.liability of 7/1/76 they could no longer provide $1,000,000 limits on fleet coverage insurance (bodilyinsurance 00 000 ea. person, $5 p $1,000,000 each limit for accident). He is presently seeking quotes from another carrier but fleet ins. had not, as yet, received them. Since the present policy expires 6/30/76, he asked what the Town Board wanted him to do. The Town Board advised him to renew the present policy with National Grange until the next Board meeting, at which time a definite decision will be made, upon the presentation of the new rate quotes. Bicentennial Mr. Barth advised that the liability coverage for the Ins.Coverage Bicentennial activities at Little York Park on 6/27/76 would cost report $0.00 for the day. He also requested that the man operating the pony rides submit a certificate of insurance showing his liability coverage. Bicentennial Motion was made by Justice Eaton, seconded by Councilman Miller Ins. Coverage that the Supervisor advise the Bicentennial Committee of the need for the liability coverage and that the committee would be responsible for the payment of the $50.00 fee, and that the Town Board had ordered the coverage in their behalf. Votes: Justice Eaton, aye; Justice Fish aye; Councilman Miller, aye; Supervisor Blatchley, aye. Falter has acknowledged receipt of documents and has has accepted the notice to proceed; and is in the process of putting the equipment orders together and will notify Mr. Rowell when they are completed. He will submit shop drawings as they come in. The contractor does not intend to start actual field construction until he knows the schedule for equipment arrival. Engineer Report RE: SEWER DIST. #- 2: - Three contractors have promised to submit prices by Friday for repairs to the existing sewer at the Groton Ave. Mall, which is to be paid by Porter Real Estate. Re.AID FOR LATERAL SEWER CONST.:- At the last meeting of the County Sewer agency, he was advised there was not enough time to submit applications for request for aid for this project. He said if the town wishes to make request for aid for lateral sewer construction, they should make contact directly with the funding agency rather than through the County Sewer Agency. He recommended the Board give this their immediate consideration. Supervisor Blatchley advised that he hoped something could. be accomplished through the Emergency Preparedness Office for this project. Mrs. Canestaro asked the Board if they wished to purchase -the City Directory put out by H.A. Manning Co. She said the directory was hardly ever used as it did not contain the rural listings nor were the Town of Cortlandville residents listed in the street directory section of the book. The cost, she said is $69.00 plus postage. The consensus of the Board was that it should not be purchased until a more complete listing for the Town of Cortlanville is included. Re. purchase of City Directory Mrs. Cane3taro -reported she had received the Republican Chairman's recommendation for -the appointment of republican election inspectors for the year. 1976/77. She said there were five names listed as regulars and four listed as substitutes in District 5, whereas there should only be two of each. The Town Board recommended that the same people who had held these positions last year in this district, be listed in the following resolution. RESOLUTION i,74: APPOINTMENT OF REPUBLICAN ELECTION INSPECTORS FOR THE YEAR 1976-lm Motion by Justice Eaton, seconded by Councilman Miller. RESOLUTION r75: SETTING PAY RATE FOR ELECTION INSPECTORS FOR 1976.75 Motion by Councilman Miller, seconded by Justice Eaton. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Adopted. BE IT RESOLVED , That the pay rate for election inspectors for the Town of Cortlandville for the year 1976/1977 be $2.25 per hour, and BE IT FURTHER RESOLVED, That the Election Inspector Chairman be paid $5.00 per day extra. Supervisor Blatchley read a suggested resolution written by 701 Program the County Planning Dept. regarding the 701 program. Since the program has been defunded, the adoption of this proposed resolution would commit the Town to an expenditure of $3,000to $4,000 or $6,000 to $8,000 if the County did not participate in this project for a similar amount of $3,000 to $4,000. Justice Fish said he felt that the Zoning Ordinance needed updating and tl #s, he would favor spending the $3,000 for this part of the program. Justice Eaton stated that he had understood that the initial money allocated by the town for this program was supposed to have been.used to update the zoning ordinance, but to date this has not been done and he feels that the town should study the matter further before allocating more funds for the program. Councilman Miller and Attorney • Gardner agreed that the town should study the matter further_. Justice Fish reported that he had advised the County Planning Board that the Town Board should be informed of the 701 Program progress to date before the public hearing is held. An informal �i meeting was set up for this purpose for Wednesday, 6/23/76 at 7:30 p.m. at the Town Hall. Attorney Gardner said he had advised Mr. Zollendeck that the maps for the Master Plan had to be filed in the Town Clerk's office before a public hearing could be held. The Town Clerk advised that none had been filed with her to date.
