Blatchley presiding. Other Board members present were: Justices Donald Eaton and Ronald Fish and Councilman, Ray Miller. Councilman, Sherman Griswold was absent due to illness. Others present were: Town Clerk, Christine Canestaro; Town Engineer, William Rowell; Town Highway Supt., Carl Eaton; Town Zoning Enforcement Officer, Don Fowler; Town Assessor, Robert Wells; Water & Sewer Dept. Supt., Fred Walker; Legislators, Shirley Fish, Delmar Palm & Henry Wadsworth; Mrs. Theresa Benedict, Mrs, Joyce Camp & Mr. & Mr. Bernie wlomowicz from the Office of the Aging; Jim Darling & Dana Abbey of the Frank K. Taylor Hose Co. #4; Skip Chapman, News reporter and several residents of the town. The Town Clerk read the minutes of the last meeting. There were no ® corrections or additions. Upon motion of Councilman Miller, seconded by Justice Fish, the minutes were approved as read. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Miller,aye; Supervisor Blatchley, aye. Motion carried. PAY Cable The Town Clerk read a notification of pay cable rates received from Rate Sammons Comm., Inc.. Upon motion of Justice Eaton, seconded by Justice Notification Fish, the letter was ordered received and filed. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Motion carried. George Ryan,Jr. Mrs. Canestaro read an announcement from Rowell & Associates Assoc. announcing the association of George D. Ryan, Jr., L.S. as partner in Rowell & Assoc. the firm. Upon motion of Councilman Miller, seconded by Justice Eaton, the announcement was ordered received and filed. Mrs. Canestaro read a letter from Rowell & Associates regarding the well #3 bids received for the furnishing and installing pumping and related facilities at well ##3• A copy of this letter is attached to and made a part of these minutes. Motion carried. Mrs. Canestaro requested permission to attend the Association of Towns seminar for town clerks and tax collecting officers being held at Cornell University on June 7 & 8. RESOLUTION #55: AUTHORIZATION FOR CHRISTINE CANESTARO TO ATTEND THE SEMINAR FOR TOWN CLERKS AND TAX COLLECTING OFFICERS Motion by Councilman Miller, seconded by Justice Eaton. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Adopted. RESOLVED, That Christine Canestaro is hereby authorized to attend the seminar for town clerks and tax collecting officers being held at Cornell University on June 7 & 8, 1976, and BE IT FURTHER RESOLVED, That all necessary expenses incurred be ® reimbursed, subject to audit by the Town Board. New phone Justice Fish reported that he had looked into the possibility of a new phone system for the town hall and had not received any response to system his inquiries. The consensus of the Board was that the cost for a new phone system, as discussed previously, would probably be prohibitive. They felt with the few phones in the Town Hall, the change was not warranted at this time. Request for Highway Supt., Carl Eaton reported they were in need of four -gglaterenipnt replacement heaters at the highway garage. He was told to check on the warranty of the present heaters and cost of replacements. Votes; Justice Eaton, aye; Justice Fish, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Adopted. RESOLVED, That Highway Supt., Carl Eaton, is hereby authorized to attend the training school for highway superintendents being held at Cornell University on June 7, 8, & 9, 1976, and BE IT FURTHER RESOLVED, That all necessary expenses incurred be r reimbursed, subject to audit by the Town Board. Shrub & Tree Supervisor Blatchley apprised the Board that he and the Walkers plantings had planted shrubs and trees on the water department property. The shrubs and trees were provided by the Frank K. Taylor memorial fund • with the permission of Mrs. Frank K. Taylor. Bldg.permit Zoning Enforcement Officer, Don Fowler, gave his report on building report permits issued by him during the month of April. The report is attached to and made a part of these minutes. Mr. Fowler reported that the two people on whom he had laid an information had appeared in the Town of Cortlandville Justice Court and entered pleas of guilty. The cases were adjourned by Justice Eaton, for sentencing next week. 701 program Supervisor Blatchley urged everyone to attend a hearing on the 701 program to be held on May 26, 1976 at 7:30 p.m. at the town hall. Supervisor Blatchley reported he had attended a re -organizational meeting of the County Supervisors held at the town hall last Wednesday night. Mr. Wells, Assessor for the Town of Cortlandville was the main speaker. Mr. Blatchley said he gave an excellent report on assessments, equalization rates and the reading of tax maps; capturing the interest and attention of all in attendance. Bicentennial Mr. Blatchley reminded everyone that the Town of Cortlandville was program sponsoring a bicentennial program at Dwyer Memorial Park on June 27, 1976 and urged everyone to give their support to the program. So.Cort.Water Mr. Blatchley reported he had filed the final papers with F.H.A. regarding the application for funds for South Cortland Water. Supervisor Blatchley reported the financial status of the town as Financial of April 30, 1976 as follows; Report General Fund Balance $145,345.28 Federal Revenue Sharing Fund 34,963.17 Water District #1 Balance 73,049.54 Water District #2 Balance 1,257.03 Water District #3 BaLlance 5,076.72 Sewer District #1 Balance 39,133.66 Highway Fund Balance 166,245.60 comprised of: Repairs & Improvements $84,757.06 Bridges 12,4.15.53 Machinery 36,977.73 Snow Removal & Misc. 32,101.28 • Pump station Supervisor Blatchley called for action on the bids received for the furnishing and installing of the pump station at well #3. Justice for well #3 Eaton stated he was concerned on the legality of accepting the low bid since the cost was greater than had been appropriated for this project in the budget. Attorney Gardner, who was attending a Planning Board Meeting, was contacted by phone and he advised that the bid should not be accepted at this time. Mr. Rowell advised that the low bid was good for a period of 4.5 days and must be accepted or rejected within this period. Action was tabled until further legal advise could be obtained from Attorney John Gardner. Wednesday, May 5, 1976 Pg. 3 Sr.Citizens request for Supervisor Blatchley read a letter he had received from Mrs. Terry funds Benedict regarding her request for funds for the Office,of the Aging recreation program. She also requested that the town board consider a $2,000 allocation for this program in the town's 1977 budget. After some discussion, the consensus of the Board was that since this item had not been budgeted for this year, and since the town was hard pressed for monies due to other priority projects being undertaken, the request would have to be denied for the present time. RESOLUTION #57: AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE PAVING OF THE TOWN HALL DRIVEWAY AND PARKING LOT Motion by Justice Eaton, seconded by Justice Fish. ® Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Adopted. BE IT RESOLVED, That the Town Clerk be, and she hereby is, authorized and directed to advertise publicly for sealed bids for the paving of the town hall driveway and parking -area per specifications set forth in the "Information to Bidders"; and BE IT FURTHER RESOLVED, That the sealed bids received will be opened at 8:00 p.m, at the Town Hall, 15.Terrace Rd., Cortlandville, N.Y. on May 19, 1976. Ball'. field Jim Darling of the Frank K. Taylor Hose Co. #4 was in attendance, at Munic. he said, to "Clear up any misunderstandings" regarding the proposed Bldg. ball field at the fire station on Rte.281. Mr. Darling stated that it had been the firemen's intention to build a ball field there for the use of the children, at no cost to the town. Firemen, he said, would serve as coaches for the teams. He said they had heard rumors that Mr. Testa had been authorized to take over the construction and operation of the ball field. Justice Eaton explained that Mr. Testa had been mis-informed regarding the ball field and that he had not known that the firemen had been given permission to develop the field and when he discovered this had been done, he withdrew his services. Justice Eaton advised Mr. Darling that the Town Board had made a commitment to the firemen by resolution adopted on Oct. 15, 1975 and would stand by that commitment and that the ball field would be built by and under the direction of the firemen of Frank K. Taylor Hose Co. #4. Heaters' 'at Mr. Darling complained that the heaters installed in the meeting room Munic.Bldg. at the fire station are inadequate. Justice Eaton explained that the heaters had been engineered and certified as sufficient for the area by Niagara Mohawk. He suggested that they be turned on 2-3 hours before the room is intended to be used. Sherman Supervisor Blatchley reported that Councilman, Sherman Griswold was Griswold ill and a patient at the Tompkins County Memorial Hospital. The Town Board expressed their deep concern and wished him to know that their thoughts and prayers are with him. Supervisor Blatchley reported he.had an applicant to fill the position of part time bookkeeper. ® RESOLUTION #58: AUTHORIZATION TO HIRE WAYNE EZICK AS SUPERVISOR'S BOOKKEEPER ON A PART TIME BASIS Motion by Councilman Miller, seconded by Justice Fish. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Adopted. BE IT RESOLVED, That the Supervisor is hereby empowered to hire Wayne Ezick as his bookkeeper on a part time basis at a salary of $150.00 per month. Democratic Councilman Miller read a letter received by Supervisor Blatchley from Election County Democratic Chairman, Charlotte Angell, listing people she recommended Inspectors to serve as Democratic Election Inspectors for the coming year. The list was ordered received and filed and the.names.approve:d as recommended. Motion made by Justice Eaton, seconded by Justice Fish. Mr. Porter said he would get back to Mr. Rowell in a week or 10 days. The attorney for D.E.C. had called him this morning regarding Mr. Porter. Mr. Rowell advised him that Mr. Porter had just returned from vaction. The attorney advised him that he was satisfied to leave things as they were for the present time. Re: WATER RE -LOCATION Rte.281 - Work has not been finalized as yet. Mr. Rowell made an inspection at 7:30 this evening and was not, as yet, satisfied that the clean up had been done in the proper manner. He talked with the state -today regarding the first payment request. Papers, he was told, had been transferred to Albany for audit and payment should be forthcoming within one month. Re; GORMAN TRACT - He and Mr. Blatchley had met with the Village of Homer regarding the formation and details of water and sewer districts for the tract. Terms are still being negotiated. Re; SOUTH CORTLAND WATER: He and Mr. Blatchley had conferred with representatives of S.C.M. regarding the formation of a water district for that area and they did not show any desire to be included in the district when and if it was formed. 1 • 1 • 1 Wednesday, May 5, 1975 Pg• 5 Airport Justice Fish reported he had read in the newspaper that the airport report was out and that a hearing was slated for May 18, 1976 and he felt that the County Airport Committee should meet with the Town Board to let them know what is going on before"it hits the public and we are blasted for something we know nothing about". Mrs. Fish advised that she had been a member of that committee but,no 16nger serves as a member. However, before she left, she did request that the committee meet with the Town Board of Cortlandville to keep them abreast of what was going on. Mr. Blatchley advised he had a copy of the complete airport study report and asked if this could be passed among the members for them to review. All members indicated they would like to read the report before meeting with the committee. Mr. Blatchley said he would contact the County Airport Committee and ® set up a meeting with them for some day next week. It was decided that a special meeting of the town board would be called for the purpose of meeting with the County Airport Committee and for settling the matter of accepting the low bid on the pump station for well #3. The date and time will be set as soon as Mr. Blatchley contacts the County Airport Committee. RESOLUTION #60: AUTHORIZATION TO PAY AUDITED BILLS Motion by Councilman Miller, seconded by Justice Fish. It was decided to hire Mrs. Dorothy Jones of Village Terrace Aprts., Cortlandville, N.Y., who had excellent work experience and references. RESOLUTION #61: AUTHORIZATION TO HIRE DOROTHY JONES AS GENERAL CLERK FOR THE TOWN OF CORTLANDVILLE Motion by Justice Eaton, seconded by Councilman Miller. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Adopted. BE IT RESOLVED, That Dorothy Jones, of Village Terrace Apts., Cortlandville, N.Y., is hereby employed by the Town of Cortlandville for the position of full time General Clerk at an annual salary of $5200.00. Supervisor and Town Board Town of Cortlandville 15 Terrace Road Cortland, New York 13045 Re: Water District No. 1 Town of Cortlandville Gentlemen: On April 21, 1976, five contractors submitted bids for fur- nishing and installing pumping and related facilities at Well No. 3. We have reviewed all of the five bids submitted and find that the proposal of C. 0. Falter Construction Corporation, of North Syracuse, is low in the amount of $55,901. The contract documents were complete and correct. We have not done work with this firm but investigation indicates that they are experienced and qualified to under- take the project being considered. A Canvass of Bids show- ing the bid proposal prices of.each of the.bidders is attached hereto for your review and information. We have estimated this project would cost between $50,000 and $60,000.
