Ayes - Sovocool, VanBenschoten, Robinson (Absent - Halyn Cummings) claim Nos. 195 to 213 of the highway rand in the amount of $24,216.66 and Slain Nos. 295 to 326 of the General Fund in the amount of $8t465-83 Triare presented for audit. Moved by Mr. VanBenschoten, seconded by Mr. Haynes, the the bills be approved for payment. Ayes - -Sovocool, VarBenschoten, Cummings, Haynes, Robinson. Monthly reports from Town Cleric and Town Justice Heffron were xeviewed. Liz Brennen Bookkeeper - Passed out Treasurer's Report to Town Board Members. Consisted of a detail of revenues and expenditures and also a balance sheet. If ;i.t" s too much detail, she }1i11 provide �boa.rd with a. summary or whatever they want. Liz also presented a. list of transfers of positiaiis that were contractural in t'he past and t�ese people axe on the payroll and should be mover)! to a por.nt one. There were also a few accounts that were over -- attorney, insurance and health insurance , hav�.ng some come out of LB rather than all of it caming out of DA. Presented proposals for software computer payroll package. Williamson Law Book - 7X and Information Management Associates - $2100, Leaning toward IMA since reports were clearer to read and it seemed to work a.lot smoother. It xuns payroll, prints cheeks and reports to the government. Updates and maintenance is included in package fox first year, Village of Groton has IMA and Town of Lansing has ljillia.rnson. Would lute to start up with new oa.landar year. ADP has. not been very efficient.. Would be better to have some kind of a system in house. Also, suggested that vouchers be put. into computer before board meeting so that Colleen can have an abstract that is certified by her and pr'.esErded to Board for theiar approval for payment. This would eliminate abstract from being typed twice. Voucher will be available for more detail. Would need a. cut o'ff data in order 'Co input irnfe. Consensus of Board. was to go with Liz- inputting vouchers and providing Colleen with a. copy of abstract for her cext1 icati,on,arid presentation at Monthly Board Keetings. Aftex discussing what the Board would like to see for a report, it was decided that for the time being a summary of each find and a summary baJance sheet would be sufficient. First letter gives them 30 days to do something. If nothing is done a second letter is sent giving them 14 days to comply. If nothing is done then we have an option of either taking them before the ZBA or take them to court. On Sept. 23rd we took eight people before the Zoning Board of Appeals. Four were dismissed, three were given a specific amount of time to comply and one was returned 'back to George. This one is McKane who rents property from Chris Conley whom we have been unable to locate. There is a major problem on Peru Road. The people who rent property have six big boats on property and four unlicensed vehicles. There is nothing in our regulations that says you can't have boats. Boats do create a nuisance, and I'll have to talk with Jack about this one. The gentleman that ownes most of these is doing time for not requistioning parts for his boats and stands and things. Attorney .Fitzgerald reported that Anderson's Attorney has agreed that he will not contest the warrant of the Mortgage and Judgement. His Secretary has contacted the Judge to find out when his next motion term is_. Nobody has said to go get an Abstract on this property yet to see if Anderson owns it or if there are any leins on it, nor do we know the value of it. Has the Board agreed to turn this over to the County? We were talking at one time of giving this to the County in lieu of them seeking a contribution for the last cleanup. Phone calls from.neighbors have indicated more rubbish, garbage and rats. Attorney suggested that Town representative find out where it stands and Counties position before we proceed with Abstract or turning property over to County: Pam Stonebreaker & Stephanie Shop - SPCA Handed out statistics for Groton Dog Control Services for Board to review. Explained services provided to Town and also fees that were collected and returned to the Town during 1.990 and 1991. For 1992 the SPCA's proposed contract amount is $8,340. This request represents a 5% increase over last years contract of $7,923.00 tolhelp'offset costs of rising operating expenses. Lee Shurtliff - Groton Fire Department Presented 1992 Groton Fire Department Budget to Board for their review. A zero percent increase has been budgeted for 1992. Mr. Shurtliff walked through proposed budget item by item explaining increases and decreases. Chuck Rankin Liz told me that she gave you proposals for payroll software. I don't know if you are going to make a decision on that tonight but the only thing I would emphasize is that you can't wait right to the 25th of December or something and be ready to go January 1. I'd saythat absolutely by the November meeting you've got to have a decision which ever one you choose. She made a suggest on the one she liked. Probably who ever programs will come down and look over and make sure it's pretty custom to the Towns needs. Discussed participating in Youth Recreation and Youth Service Projects jointly with the Village of Groton for the year 1992. In 1991, $5000 was approved for Youth Recreation and $3200 for Youth Services. Some of the monies are reimbursed by the State. This money stays in Groton. How much is this up from last year? Chuck Rankin explained that the main reason for passing this resolution is that the State Aid Application has a spot saying that the Board has certified the Application for State Aid. Mr. Rankin completes application since'Village employs workers for park. County monies are dealt with at another time. RESOLUTION NO. 42 - 1992 YOUTH RECREATION AND YOUTH SERVICE PROJECTS Moved by Mr. Cummings, seconded by Mr. Sovocool Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town of Groton will participate jointly with the Village of Groton in the Youth Recreation and Youth Services'Projects for 1992 No Planning Board Members were present to discuss proposed zoning changes. Only problem we had was with Flag Lots, Attorney Fitzgerald was unable to find anything that would define this thing in such a way the we would be assured that there would be only one lot that was used as a flag lot. No one from the Planning Board gave Attorney any additional language J to incorporate into the statute which would limit the use of one access to one lot. General feeling was that they didn't dike the principle of a flag 10t nor creati=ng a law for a 1certain situation. That, is what variances are for. We don't use any are dirt roads acid we use a 10y mix on othex roads. Budget, Work Session "as scheduled fox` Tues, , Oct. 22rad at 4:00PM 11 Mr. Cummings asked Supervisor if she had attended meeting on Fire and Ambulance Assessments for Agricultural Land. She was unable to attend meeting but others weren't to encouraged. Legislature has passed a new law that, at local option, allows for the taxing of farmland, which is in an agricultural district, at its agricultural value for the purposes of fire and ambulance protection. A Local Law must be adopted by the town, There being no further business, Mr. Sovocool moved to adjourn meeting, seconded by Mr, Cummings, at 10:001'19. Unanimous Colleen D. Pierson Town Cl erk BUDGET WORK SESSION - 'TUESDAY, OCTOBER 22, 1991 @ 4:00 P.M. Those present: Teresa Ellard Donald Carl E. Gordon Also Present: Leland M. Robinson, Supervisor L. Sovocool, Councilman E. Cummings, Councilman Haynes, Councilman C. VanBenschoten, Councilman Cornelius Purpose of meeting was to work on tentative budget. Proposed rates for 1992 are as follows. Whole Town - $3.35 Outside - 2.22 5 McLean Fire - 1.71 Groton Fire .93 McLean Lights .67 Peru Lights - .82 Highway Superintendent's salary was adjusted to reflect 4% increase that all employees would be receiving. Moved by Mr. Haynes, seconded by Mr. VanBenschoten, to accept tentative budget as preliminary budget. Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson.
