The second regular meeting of the month of the Town Board was held
at the town hall, 15 Terrace Rd. with Supervisor, Robert P. Blatchley
presiding. Other Board members present were Justices,Donald Eaton and
Ronald Fish; and Councilmen Sherman Griswold and Ray Miller. Others
present were: Christine Canestaro, Town Clerk; John Gardner, Town Atty.;
William Rowell, Town Engineer; Deputy Town Clerk, Theresa Fortin; Town
Highway Supt., Carl Eaton; Town Assessor, Robert Wells; Water & Sewer
Dept. Supt., Fred Walker; Zoning Enforcement Officer, Don Fowler; Bookkeeper
to the Supervisor, Rene'e B ilodeau; Legislator, Henry Wadsworth; news
reporter, Skip Chapman and several residents of the town.
The meeting was called to order by the Supervisor and the pledge of
allegience was given by all in attendance.
® The Town Clerk read the minutes of the last meeting. There were no
corrections or additions. Upon motion of Justice Fish, seconded by
councilman Miller, the minutes were approved as read. Votes: Justice
Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; Councilman
Miller, aye; Supervisor Blatchley, aye. Motion carried.
Town of The Town Clerk reported she had received the minutes of a public
Dryden hearing held by the Town Board of the Town of Dryden on 2/24/76 regarding
Sub -Div. changes made in their "Land Subdivision Regulations". Motion was made by
regulations Councilman Miller, seconded by Justice Eaton that the minutes be received
and filed. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman
Griswold, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Motion
carried,
Notice of The Town Clerk reported she had received two notices of order from
order re New York State Dept. of Transportation regarding speed limits as follows:
speed limit "The Dept. of Transportation filed an order with the Secretary of
State whereby Section 1011.6 Subdivision (h), (i), & (j) of the
departments regulations has added:
(h) 45 MPH on Rte 13, SH 215, between Station 36+ (100+ feet
Rte.13 southwest of Pleasantview Dr.) and Station 97+ (700+ feet
north of Bennie Rd.), a distance of 1.1+ miles.
(i) 35 MPH on Rte 281, SH 8522, between station 115+ (southerly
Rte.281 Cortland city line) and statin 72+ (500+ feet southwest of
Luker Rd.), a distance of 0.8+ miles,
(j) 45 MPH on Rte 281, SH 8522, between Station 72+ (500+ feet
Rte.281 southwest of Luker Rd.) and Station 0+ (Route 33, a distance
of 1.4+ miles, "
The notices were ordered received and filed on motion of Justice
Eaton, seconded by Councilman Miller. Votes: Justice Eaton, aye; Justice
Fish, aye; Councilman Griswold, aye; Councilman Miller, aye; Supervisor
Blatchley, aye. Motion carried.
Mrs. Canestaro reported she had an application for a house trailer
permit submitted by Patricia Batsfor(l, to place a trailer on property
owned by Mrs. Batsford on the Ridge Rd. She. said that Zoning Enforcement
Officer, Don Fowler, had inspected the site and reported that the
placement of the trailer on this site would meet all the rules and
® regulations of the town zoning ordinance and the trailer ordinance.
RESOLUTION #4.8: AUTHORIZATION TO ISSUE HOUSE TRAILER PERMIT TO PATRICIA
BATSFORD
Motion by Councilman Miller, seconded by Justice Eaton.
Votes: Justice Eaton, aye, Justice Fish, aye; Councilman Griswold, aye;
Councilman Miller, aye; Supervisor Blatchley, aye. Adopted.
RESOLVED, That the Town Clerk is hereby authorized and directed to
issue a house trailer permit to Patricia M. Batsford, to locate a
house trailer on the Ridge Rd.
Mrs. Canestaro requested direction from the Town Board regarding three
Town Bd. water and sewer accounts as follows:
opinion re: Chelsea Apts. 1, Mr. George Allen, Manager of Chelsea Apts. had deducted a discount
Sewer Discount on his sewer bill in the amount of $12,61. The bill was due and
payable on the 10th of January, 1976. The post mark date on the
envelope containing the payment was January 12 and the payment was
April 21, 1976

received in the Town Clerk's office on 1/13/76. The Town Board
advised that the post mark date should be the governing factor on
payments received on water and sewer billing and that in this
instance, the discount should not be allowed.
Town Bd.
Opinion re: 2. Locko Glazers deducted a discount on their sewer bill in the
Locko Glazers amount of $25.17 and received in this office after the discount
discount taken period. This bill was also due on 1/10/76. The metered post
on sewer bill mark date on the envelope was 1/9/76 but was not received in this
office until 1/16/76. The Town Board advised that in this
instance, since the post mark date was within the discount
period, the discount should be allowed.
Town Bd.
Opinion re: 3• Mr. Jack Share of 736 Bowling Green had complained of an
Jack Share excessive water service bill.and told Mrs. Canestaro that
736 Bowling Gr. when the water was turned on after being shut off for re -location
Water Service of the water lines on Rte. 281, his meter had started leaking.
Bill There were no other leaks in the house. This was confirmed
by Fred Walker. Mr. Walker advised that he had replace the
register on the meter. Mrs. Canestaro said that in looking over
Mr. Share's account, she found that the most water consumed in
prior periods was 12,000 gallons and that most of the time
it fluctuated between 9,000 and 10,000 gallons. The current billing
shows a consumption of 44,000 gallons. The Town Board advised that
since the records show the water consumption in the past did not
exceed 12,000 gallons, it must be assumed that something happened
to the meter register when the water was turned on and therefore
authorized Mrs. Canestaro to credit Mr. Share's account in the
amount of $16.00.
Tax maps Assessor, Robert Wells reported that the tax maps for the Town of
Cortlandville had been completed and were on file in his office where
they could be reviewed by anyone wishing to do so. He also reported
that the re-evaluation program had started in the Town. He advised that
the assessment roll is now on the "ALARM" system (Assessment Roll Levy
Module. This is the bookkeeping part of the NEW YORK State information
system. The other part, he explained, is the evaluation.
Mr. Wells requested permission to attend an assessors' conference
at Hyannis, Mass.
RESOLUTION #49: AUTHORIZATION FOR ROBERT WELLS TO ATTEND NORTH
EASTERN REGIONAL ASSESSORS" CONFERENCE 5/17-19/76
Motion by Councilman Griswold, seconded by Justice Eaton.
Votes: Justice Fish, aye; Justice Eaton, aye; Councilman Griswold,
aye, Councilman Miller, aye; Supervisor Blatchley, aye. Adopted.
RESOLVED, That Assessor, Robert Wells is hereby authorized to
attend the North Eastern Regional Assessors' Conference at
Hyannis,Mass. on May 17, 18 and 19; and
BE IT FURTHER RESOLVED, That all necessary expenses incurred regarding
same be reimbursed, subject to audit by the Town Board.
Mtg. re. Supervisor Blatchley announced there will be a meeting at B.O.C.E.S.
Ag. legisla. at 8:00 p.m. on 4/22/76 concerning legislative policies that affect
policies agriculture on a county, state and national level. The meeting will be
conducted by the County Legislature & headed by Esther Twentyman.
Justice Eaton gave the following report on cases handled by his
Justice Report -Mar. office during the month of March, 1976:
43 completed cases
$7,856 turned over to the state comptroller in fines & forfeitures
$1645 being held in pending cases
Speed Limit Highway Supt., Carl Eaton reported he had inquired as to the status
Fisher Av. of the speed limit request for Fisher Ave. and was informed that the
request had been received and filed. He was unable to get a definite
date of action on the request.

Zoning Zoning Enforcement Officer, Don Fowler reported he had sent out
violations letters to two land owners who were in violation of the town zoning
ordinance.
Town Supervisor Blatchley reported that the Town Beautification
Beautification Committee would like to have some flower planters placed around
the highway signs. He reported aleo, that the Environmental
Committee had requested that the Month of May be designated as
"clean-up" month for the town.
RESOLUTION #50: DESIGNATION OF THE MONTH OF MAY AS CLEAN-UP MONTH
FOR THE TOWN OF CORTLANDVIGLE
Motion by Justice Fish, seconded by Justice Eaton.
® Votes: Justice Eaton, aye, Justice Fish, aye; Councilman Griswold,
aye; Councilman Miller, aye; Supervisor Blatchley, aye. Adopted
WHEREAS, the year 1976 is the Bi-Centennial Year of our Nation and
is,attracting world-wide attention; and
WHEREAS, The Environmental Commission of the Town has selected
beautification of the town as its major project for the bi-
centennial year; and
WHEREAS, Concerted effort is being made by the Zoning Officer of
the Town to remove the unnecessary junk and debris from the Town; and
WHEREAS, The Highway Department is doing a superb job of cleaning
up the highways of the Town; and
WHEREAS, All property owners of the Town should show pride of
ownership through a clean-up, paint -up and spruce -up of their
properties:
NOW,THEREFORE, be it
RESOLVED, That the Town Board does hereby declare the month of May
as CLEAN-UP MONTH in the Town and urges every citizen to do his part
in home and community beautification in commemoration of this
bi-centennial year.
Supervisor Blatchley read the following letter of resignation from

is hereby accepted with regrets.
Supervisor Blatchley advised that he had placed an ad for this position
in the paper and would keep the Board apprised as to the results of the
ad.

At 8:00 p.m. the bids for the new pumping station were opened.
The results are as follows:

Motion was made by Justice Eaton, seconded by Councilman
Miller, that the bids be received and turned over to the Town
Attorney and Town Engineer to examine for legalities and
sufficiencies. Votes: Justice Eaton, aye; Justice Fish, aye;
Councilman Griswold, aye; Councilman Miller, aye; Supervisor
Blatchley, aye, Motion carried.
No�action was taken on the bids at this meeting.
Recommendation Supervisor Blatchley stated that since "Ted Testa had shown a
Ted Testa consistant interest in the Town's recreation program and had some
be appointed ideas for development of various recreation areas, especially working
Summer Rec. with the firemen at the new municipal building, he would like to
Co-Ordinator appoint him Summer Recreation Co-Ordinator for the town for 1976."
Justice Eaton stated that before any action was taken'by the
Board on this, he wanted to be sure the firemen had been made aware
of it; as they had been told they hael n d they could develop
the ball field to suit themselves. The Board concurred that action
should be delayed until it was acertained that the firemen are
aware of the proposed development of the ball field.

Change names
Supervisor Blatchley advised
the Board that

in order to eliminate confusion in
locating the
highways, had recommended
Gailor Rd.
the change of names for three of
the town's highways. Supervisor Blatchley

said he had checked with all the
people on these
roads, with the
exception of Thomas Lane, and all
had agreed to
the change.
RESOLUTION & 52: AUTHORIZATION TO CHANGE THE NAMES OF THREE TOWN
(TARANTO RD., GAILOR RD., THOMAS LANE)
Motion by Justice Ronald Fish, seconded by Councilman Sherman Griswold
Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye;
Councilman Miller, aye; Supervisor Blatchley, aye. Adopted.
RESOLVED, That the names of three (3) highways in the Town shall be
changes as follows:
(1) Taranto Rd. to Tower Rd.
(2) Gailor Rd, to Clute Rd; and
(3) Thomas Lane to Levydale;
and be it further
RESOLVED, That the Town Clerk shall within ten (10) days notify
the Town Assessor, the Town Planning Board, the Cortland County •
Clerk, the Cortland County Highway Superintendent, and the
Postmaster of Cortland, New York of these changes.
Rec. to Swap Mr. Blatchley advised that at that same meeting with Mr. Tennant,
Conable Ave. they had "discussed the swapping of highways for the convenience of
3c County Hgwy the Town and the County, making the transportation and maintenance
117 for patterns more economical for both sides. Highways to be swapped,
Starr Rd. if approved by the Town Board are:
Conable Avenue and County Road 117 (by the Town highway garage)
Give the County Highway Dept. responsibility,for all of Starr Rd.
from Tompkins St, to Pendleton St. Ext.
Supervisor Blatchley advised that Attorney Gardner had outlined the
procedures to be followed to make the exchange. It must be approved by
by the County Legislative Highway Committee and by the Commissioner of
Transportation.

RESOLUTION # 53 AUTHORIZATION TO EXCHANGE HIGHWAYS WITH THE
COUNTY OF CORTLAND
Motion by Justice Eaton, seconded by Councilman Miller
Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye;
Councilman Miller, aye; Supervisor Blatchley, aye. Adopted.
BE IT RESOLVED, That, subject to the approval of the County Legislative
Highway Committee and the Commissioner of Transportation, the following
highways will be exchanged as follows:
We will accept Conable Avenue and County Road 117 (by the Town
Highway Garage) and give the County Highway Department
® responsibility for all of Starr Road from Tompkins Street to
Pendleton Street Ext. (this being all County highway now except
the section between N.Y. State Route 90 and the Page Green Road).
Paving Supervisor Blatchley reported that the paving of the Town Hall parking
Town Hall lot and drive area was discussed at an executive meeting of the Town Board.
area Justice Eaton had been asked to see about getting the paving done.
Justice Eaton reported there was 15,200 sq. ft. of area to be paved.
Included in this figure is paving in front of the water department doors
which would be paid for by Water Dist. #1. Approximate cost, he said,
would be $6,000 but $2,000 could be saved if the highway department did
the excavation and grading. Supervisor Blatchley-said he would like to
delay the project as surplus monies would have to be used. Councilman
Miller inquired if Federal Revenue Sharing Money could be used. Supervisor
Blatchley said most of the Federal Revenue Sharing money had been committed
for the new municipal building. The consensus of the board was that if
the job could be done at a reasonable cost, it should be done this year
as prices are escalating and to put it off, would mean an increased cost
in the future.
RESOLUTION #54 RECOMMENDATION THAT PAVING AREA AROUND TOWN HALL BE PUT
OUT TO BID.
Motion by Justice Eaton, seconded by Justice Fish
Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye;
Councilman Miller, aye; Supervisor Blatchley, abstain. Adopted.
RESOLVED, That paving of the parking lot and area around the town
hall be put out to bid.
701 program Supervisor Blatchley advised that the second year of the 701 program
should be approved. Justice Eaton asked if the program was going to be
funded. Attorney Gardner said that, as of this morning, it was not
known if the program would be funded. Justice Eaton said he felt the
town should not be committed to this expenditure unless the program is to
be funded. No action was taken at this time.
Engineer Town Engineer, William Rowell Reported:

Re: South Cortland Water - he and Mr. Blatchley met with representatives
of F.H.A. regarding the application for funding. The representatives
indicated that monies will not be allocated until a district is
created. They made suggestions which would be confirmed in writing.
® Mr. Rowell is at present, compiling information requested by F.H.A.
and after review by F.H.A., hopefully, a'.letter.of intent would be
forthcoming or possibly an understanding and explanation of their
recommended procedure. Mr. Rowell said this information should be
back within a month and recommended that action on the creation of
a district be withheld until that time.
RE: SEWER DISST, #2: - Mr. Porter is on vacation and will return about
the first of May. As soon as he returns, Mr. Rowell will get Mr.
Porter's schedule for constrfact.io,n.& his intent to form the sewer district.
RE: SEWERS IN TOWN HALL AREA:- This is one of the sections that has been
considered for a request in aid by the County Sewer Agency. The agency
has requested their engineer to make a study of the matter. Mr. Rowell
has supplied them with his latest data available. Mr. Rowell advised
there would be a meeting of the County Sewer Agency, which he planned
to attend and that further information on the status of this study,
might be obtained at this meeting.

ENGINEER ROWELL REPORT - continued
Re: PROJECT 281 WATER RE -LOCATION:- several items yet to be done
per Fred Walker. Mr. Rowell will check these out with the
contractor.
Responsibility HIghway Supt., Carl Eaton asked whose responsibility it was to keep
for cut on the cut on McLean Rd. in condition. This was cut for the
McLean Rd. re -location of the water mains on 281 and he had been maintaining IT
all winter. Mr. Rowell said it was the contractors responsibility
to maintain any cuts for a period of one year. He would check
it out with the contractor. He said, since the plans were
approved by the State with the understanding that the state
would be paving in that area, the normal type of pavement
replacement, by contract, had been waived. Mr. Rowell said •
he would check this out on Friday to see what could be done.
Hilsinger Supervisor Blatchley reported he had contacted Mrs. Hilsinger
regarding her complaint reported in the minutes of the last meeting.
He had also written to Pyramid Properties regarding -the installation
Pyramid of a telephone circuit to the sprinkler system at the former Grant Store.

by Councilman Griswold, all voting aye, the meeting was adjourned at
8:51 p.m.
