Sherman Griswold. presiding. Other Board members present were -

Meeting: was called. to order_ by Deputy Supervisor. Sherman
Cr. i swold and the pledge of a.11eg;ience was g-ivPn by all in
attendance.
Deputy Town. Clerk read. the minutes of the previous meeting
and upon motion of Councilman Miller, seconded by Justice
Eaton, they were approved as read.
Justice Eaton read the following correspondence:

Motion made by Councilman Miller and seconded by Justice
Eaton to receive and file the letter. All voting aye,

Attorney John Folmer then asked that the Town. Board override
the County Planning Boards decision and allow the change,
Further discussion was tabled until- later in the eveninF_.
2. 'letter from Legislator Russell_ Teeter lie: A newly
gassed law which changes the requirements local government
1J must meet to qualify for State Aid for summer recreation
and other yqu.th.pragrams. There will be an informational_
meeting at the court horse auditorium March 11th, and it

Acting Supervisor, Sherman Gris�xold reported to the Town
Board he had a complaint from Lime Hollow residents in regards
to ar. unsightly wood pile at Stupkes,

Glazier Co. on February 25, 1976 Re; complaints of pia-ptha

escaping in waste _from the plant, He stated Locko-Glaziers
had. hired a consulting firm to make a study of the situation
and recommend a solution. The report indicated it would be
exceptionaly expensive to provide any suitable treatment for
Naptha. Final analysis was that the County Health Dept,
would. supply Locko-Glazier with a detailed .record. of the
times that the problem had been observed -at the treatment
plant and bacl. track to see �,!hat was done at the plant at
those timer and try and correlate these nr_oblems. He indicated
they are being very cooperative and expects them to resolve
the matter.

Audit & Control consisting of authorization to proceed with
the formation of Water Dist,#47 and nurch�.se of ^ome of th-e

Mr. , then informed the Board of meetings he had attended on

formation details of Sewer Dist. #-2. He stated they were C...

checking on ownership of lands where sewer is located
presently as it seems to belong to other than Mr. Porter. He
also said. he had requested the city to supply him with a copy
of a draft for an agreement. The city has expressed they wish
to have a -contract with the Town similar to the one recently
drawn up with the Villa.?7e of Homer, He Has written_,to the
Tviayor requesting that these things be done and expects the city
Attorney wi_1.1 be reviewing the details with our Attorney John
rardner
Mr. Rowell next spoke on So. Cortland water supply. He informed
the Board he had sent Walt Spencer additional informa.tior_ such as
>,=addi ti_onal mapping, cost estimate, etc, which he needed to
proceed vvi th the application and he expects the application
has been submitted by now. He also stated the applications
-been
for payment of _relocation. of 281. & McLean Rd. had sent
in and nothing has been heard from them as yet.

State Environmental Quality Review Act, recently formed which
Governor Carey may sign into effect and iivhich will deter localgov't.

mental statement and. circulating it among federal_ state
a.gencysand the interested public. in ad.di_tion a public hearing
must be held �,nd_ a final environmental impact report must be
prepared_ and filed with the agency, making an explicit',
finding that SF'QRA requirements have been met before the
n-ronosed action can be taken. SEQRA will also require. r •
municipalities to hire skilled personal at additional costs
to the taypayer. It is felt that much of their requirements
will only be a du-plication of efforts and. costs.

RESOLUTION NO. 76-56
GENERAL MUNICIPAL LAW RESOLUTION
WHEREAS, pursuant to General Municipal Law, Section 239 1 and m, a
request from Mrs. Christine Canestaro, Town Clerk, Town of Cortlandv-il1c
on January 26, 1976 for an Arnendrne nt to the Zoning Ordinance and TeX L
from Cortland Co-operative Insurance Company located in Blodgett Mill ,
and'
WHEREAS, the Cortland'County Planning Department has r,evinwod this;
request and submitted a written report dat:ed-February. 13, 1976 which i
part of this record, and
WHEREAS, the Cortland County Planning Board on February 19, 1976
held a regular meeting with a quorum and did consider -this request, and
WHEREAS, the Cortland County Planning Board did tYrorouyhly consider
the material submitted by the Petitioner, staff convients and all other
relevant reports on file,
NOVI THEREFORE BE IT RESOLVED, that this Amendment to the Zoning
Ordinance and Text.by the Petitioner be:
Denied for the reasons specified below:
'1. Because it constitutes spot zoning and is not comprehensive
in nature.
2. The Town Board of Cortlandville has recently executed acon-
tract with US Housing and Urban Development and NYS Department
of State to prepare a revised Comprehensive Plan for the Town.
This program being conducted by the local planning board, has
as one of its major purposes the determination of a reasonable
and rational land use pattern for the entire Town. During this
program it is always difficult to evaluate the appropriateness
of filed petitions, especially when they involve new land use
policies such as the subject Petit•io'n. -The principal has always
io been, and should continue, is that when any zoning petition dials
with a single parcel of land and is not comprehensive in nature,
it should be disapproved. Accordingly, we believe that the
Petition should be denied at the present time to permit the Plan -
Wing Board to complete its work and publish its report which ar,-
cording to the contract, must be completed this summer. At that
time, the question of the hamlet center in the Blodgett Mills com-
munity will be considered and a rational land use policy and a zon-
ing pattern will be established within a comprehensive process for
development of the entire Town.
AND BE IT FURTHER RESOLVED, that the Planning Director is hereby author-
ized to convey this action the Town of Cortlandville.

Law. for the permission of the State Comptroller to establish

has been duly given to the Clerk of the County Legislature of
Cortland County. New York, by the State Comptroller in the manner
