Blatchley presiding, Other Board members present were: Justices Donald Eaton and Ronald Fish and Councilmen, Sherman Griswold and Ray Miller. Others present were: Town Clerk, Christine Canestaro; Town Attorney, John Gardner; Town Engineer, William Rowell; Highway Supt., Carl Eaton; Bookkeeper to the Supervisor, Rene'e Bilodeau; Legislator, Delmar Palm; news reporter, Skip Chapman and several residents of the town. The meeting was called to order by Supervisor Blatchley and the pledge of allegience was given by all in attendance. ® Reading of the�.minutes of the previous meeting was dispensed with as they had been mailed. to board members and read by them before the meeting. Motion was made by Justice Fish, seconded by Councilman Miller that the minutes be approved as presented. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; Councilman Miller, aye; Supervisor Blatchley aye. Motion carried. The Town Clerk read the following correspondence: 1, A Letter from National Grange Mutual Ins. Co. advising that the claim of Cornelia Eletto for property damage resulting from an accident which occurred on 12/20/75, in the amount of $538.05 had been paid. Motion made by Councilman Miller, seconded by Justice Fish, to receive and file the letter. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Miller, aye; Councilman Griswold, aye; Supervisor Blatchley aye. Motion carried. 2. A supplemental notice from Lehigh Valley Railroad Co. advising that termination of rail service at locations listed in a previous notice would take place April 1, 1976 rather than February 27, 1976. Motion made by Councilman Miller, seconded by Justice Eaton to receive and file the notice. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Miller, aye; Councilman Griswold,aye; Supervisor Blatchley, aye. Motion carried. 3. A notice of hearing to be held 3/3/76 at 7:30p.m. at Homer Town Hall regarding the petition for annexation to the Village of Homer of certain lands owned by Stewart A. VerNooy, Jr, and Robert Renner. Said lands being situate in the town of Homer on the westerly side of N.Y.State highway 281. Motion made by Justice Fish, seconded by Justice Eaton to receive and file the letter and to send a copy of same to the Town of Cortlandville Planning Board. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Motion Carried.. 4. A notice from the Town of Dryden regarding a public hearing to be held February 24, 1976 at 7:30 p.m. at the Dryden Town Hall regarding a proposed zoning ordinance regulating land subdivision. Motion made by Justice Eaton, seconded by Councilman Miller, to receive and file the letter and to send a copy of same to the Town of Cortlandville Planning Board.. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Motion carried. ® 5. A letter from Cortland County Planning Board regarding Cortland County Planning Federation by-laws and resolution for municipal membership in federation. Motion made by Councilman Miller, seconded by Justice Eaton to receive and file the letter. Votess Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; Councilman Miller, aye; Supervisor Blatchley aye. Motion carried. Supervisor Blatchley said he favored the formation of this County federation and has encouraged the Town Planning Board to join the federation. Justice Fish reported that he had contacted three companies regarding the revamping of the Town Hall phone system and will give a complete report when cost estimates are available. Justice Eaton gave the following report for the month of January, 1976: 297 completed cases $4.812.00 turned over -to State comptroller $1830.00 being held in pending cases $27,250.51 returned by Audit and Control to municipality for yr.1975 Thursday, February 19, 1976 Pg.2 Highway Supt., Carl Eaton reported that the new truck had been delivered. He also reported he had temporarily closed the Freetown Rd. out of Hoxie Gorge due to extreme muddy conditions. He asked permission to move '.,a:: building from the Town of Cortlandville land fill site to the town barn to use as a paint shop. Mr. Eaton was told to determine where he would place the building and the approximate cost of revamping the building for the intended use. Supervisor Blatchley reported: $991.37 interest accrued to 2/4/76 on day to day swings account. As delegate to Association of Towns meetingrtLad voted as follows on following resolutions: Environmental mandates - yes (passed unanimously by delegation) Land use controls - yes it it to " State Revenue Sharing - yes to to " of Federal Revenue Sharing - yes so of" Real property taxes (institute new sources of local revenue - yes � voted down ) Revahation State aid - yes (passed unanimously by delegation) Distribution of Powers to towns - yes if" Pension costs contributions by employees -yes " Pure water program - yes to" Increased fees for issuing of conservation licenses - yes " Donavan Plan - yes " Taylor law - yes " /Supervisor Blatchley reported that Mr. Barth had raised the question to him of whether the Board wanted to consider an increase in property damage coverage from 100 thousand to 500 thousand at an annual cost of' $230.00 per year. After some discussion,the consensus of the Board was that the Town had ample insurance coverage at the present time and did not wish to increase it. Supervisor Blatchley reported that the Supervisor's annual report had been completed prior to February first, 1976 and all books, records, receipts, abstracts and cancelled checks are open to the Town Board for audit pursuant to sec. 123 of the Town Law. Justice Fish requested at_::executive session of the Town Board together with the Town Attorney. The Board recessed for an executive session. Meeting reconvened at 8:30 p.m. Mr. Blatchley reported that, as to the office help situation, present help would continue until 5/l/76. Engineer, William Rowell reported: 1. Re: County Sewer Program: A meeting was held with County Sewer technical advisors to discuss new funding that is being made available for sewer construction. 75% aid. is now available for some lateral sewers. Applications will be made at the county level, some of which will have a direct bearing on the needs of the Town of Cortlandville. 1 • High priorities for this program, Mr. Blatchley said, would be Trunk line for Village of McGraw to treatment plant in Cortland • Trunk sewer for P.T.M. and Lamont Circle Trunk sewer for Groton Ave. Ext. Trunk sewer for U.S.11 area between Cortland & Homer 2. Re: Application to State D.O.T.for partial cost of relocation of water mains : applications ready for signatures re request for partial payment in amount of $34-,700, After this application has been approved for payment, another application will be filed for final payment. 3. Re: Sewer Dist. #II: Negotiations are still underway regarding transmittal of sewage through' --the city system and treatment thereof. The program proposed by the city engineer for consideration is a method of sharing the cost for all of the sewers and treatment plant that will be used by the town. Mr. Rowell is to review the proposal in detail and make a further report. There are three items to be considered, he said: 1. Sharing of cost for Groton Ave. Sewer, 2. Sharing of Cost for Pt. Watson St. Sewer, 3. operation and maintenance of treatment plant. � Thursday, February 19, 1976 Pg.3 c) r7/ Justice Fish asked if Mr. Rowell had looked over the water situation on Meadowbrook tract. Mr. Rowell said he had looked over the site and felt that the overall drainage and the storm sewer that will run along the back line of the lots facing on Bell dr. will make a considerable difference when the project is completed. The item of most concern, he said, was between Meadowbrook tract and Fisher Ave. He is working on some corrective measures for this problem. There was a great deal of discussion on the internal office help situation which was brought about by statements made by Mr. Carl Burnham and Mr. Arnold Bilodeau.
