Blatchley presiding. Other Board members present were: Justices Donald Eaton and Ronald Fish and Councilmen, Sherman Griswold and Ray Miller. Others present were: Town Clerk, Christine Canestaro; Deputy Town Clerk, Theresa Fortin; Town Attorney, John Gardner; Town Engineer, William Rowell; Town Assessor, Robert Wells; Zoning Enforcement Officer, Don Fowler; Highway Supt., Carl Eaton; Supt. Water & Sewer Dept., Fred Walker and Fred Walker Jr.; Legislators, Shirley Fish, Delmar Palm, and Henry Wadsworth; Newspaper reporter, Skip Chapman; Ted Testa and John Matson. The Town Clerk read the minutes of the last meeting. There were no additions or corrections. Upon motion of Councilman Miller, seconded by Justice Fish and votes recorded as follows: Justice Eaton, aye; Justice Fish ® aye; Councilman Miller, aye; Councilman Griswold aye; Supervisor Blatchley, did not vote; the minutes were approved as read. The Town Clerk read a letter she had received from the Association of Towns regarding the annual association meeting being held in New York City on February 16,17,18. The letter requested a deligate and an alternate be named to represent the Town at the meeting. Attached to the letter was a '1976 Legislative Policy Position Statement". The letter was ordered received L ✓ J and filed upon motion of Justice Eaton and seconded by Justice Fish. Justice Eaton, aye; Justice Fish, aye; Councilman Miller, aye; Councilman Griswold, aye; Supervisor Blatchley did not vote. Motion carried. The Town Clerk reported she had a renewal application from Douglas Thompson for the operation of his trailer park on Tompkins St. Don Fowler reported he had investigated the park and conditions met the requirements of the Trailer Ordinance. The renewal application was accompanied by a Health Dept. permit. RESOLUTION #1: AUTHORIZATION TO ISSUE A TRAILER PARK RENEWAL PERMIT TO DOUGLAS A. AND ELIZABEITH W. THOMPSON Motion made by Justice Eaton, seconded by Councilman Griswold. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye Councilman, Miller, aye; Supervisor Blatchley did not vote. Resolution adopted. BE IT RESOLVED That the Town Clerk be, and she hereby is authorized to issue a renewal permit to Douglas A. and Elizabeth W. Thompson, upon payment of the proper fee, for the operation of their trailer park located at 380 Tompkins St. Ext. The Town Clerk reported she had received a report on monies paid over to the Supervisor by the County Treasurer during the year 1975 as follows: 1/24/75 Sales tax $85,776.58 1/27/75 Dog tax 1,697.31 5/21/75 Mortgage tax 9,735.91 6/4/75 Equipment rental 9,365.80 11/21/75 Mortgage tax 9,637.46 $116,213.06 This figure,she said, is $15,797.16 more than the amount received in 1974. Carl Eaton reported that the signs for Maplewood Lane, Forest Dr. and ® Gunzen Dr. had arrived and would be installed as soon as possible. Supervisor Blatchley reported he had received notification that the flood damage claim had been approved. IJ Robert Wells requested permission to attend the annual Conference and School for New York State Assessors being held Jan. 12 & 13 & 14 in Syracuse,N.Y. RESOLUTION #2: AUTHORIZATION FOR ROBERT WELLS TO ATTEND CONFERENCE & SCHOOL Motion made by Justice Fish, seconded by Justice Eaton Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; . Councilman Miller, aye; Supervisor Blatchley did not vote. Resolution adopted. BE IT RESOLVED, That Assessor, Robert Wells be, and he hereby is, authorized to attend the Annual Conference on Assessment Administration January 12, 13, & 14 being held at the Hotel Syracuse, Syracuse, New York, and BE IT FURTHER RESOLVED, That all necessary expenses incurred regarding same, be reimbursed, subject to audit by the Town Board. Supervisor Blatchley read a letter he had received from G. Edward Grant requesting that the Town of Cortlandville pay $1, 547.10 as its "fair share" of the Village of Homer recreation budget for Town of Cortlandville residents who participate in the Village of Homer recreation programs. RESOLUTION #9: APPOINTMENT OF ROWELL AND ASSOCIATES TO SUPPLY PROFESSIONAL SERVICES FOR 1976. Motion by Justice Eaton, seconded by Councilman Griswold. BE IT RESOLVED, That the firm of Rowell & Associates be, and it hereby is, engaged to supply professional engineering services to the Town of Cortlandville for the year 1976, commencing 1/l/76 and expiring 12/31/76. The regular meeting was recessed at 8:00 P.M. and acceptance of bids on the furnishing and delivery of one new dump truck -snow plow combination for the Highway Dept. and one new 1976 tractor loader backhoe for the Water Dept. was declared closed. The reading of the legal notice was dispenced with. RESOLUTION #10: DESIGNATION OF THE CORTLAND STANDARD AS THE OFFICIAL NEWSPAPER FOR THE TOWN OF CORTLANDVILLE Motion by Councilman Miller, seconded by Justice Fish. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye, Councilman Miller, aye; Supervisor Blatchley did not vote. Adopted. BE IT RESOLVED, That the Cortland Standard Newspaper be, and it hereby is, designated as the official newspaper of the Town of Cortlandville for the year 1976. RESOLUTION #11: DESIGNATION OF DEPOSITORIES Motion by Councilman Miller, seconded by Justice Eaton. YPI Supervisor Blatchley reminded the Board that the County Planner, Ted Zollendeck had requested a'joint meeting with the Town Board and the Town Planning Board. The meeting is scheduled for 1/26/76 at 7:30 p.m. at Don Fowler's office in the Municipal Bldg. on rte.281. The purpose of the meeting is to dicuss the updating of the master plan for the Town. Motion was made by Councilman Miller, seconded by Justice Fish that the Town Board attend this meeting. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; Councilman Miller, aye; Supervisor Blatchley did not vote. Motion carried. Justice Eaton stipulated that he would not be able to attend due to a pre -scheduled Court night. Supervisor Blatchley said he had a complaint from a resident of Bell Dr. regarding dogs running at large and wondered if the town could do anything about it. Justice Eaton noted that a dog licensed in New York State could run at large unless prohibited by local laws. If the dog is not licensed, he said, the person could call the S.P.C.A. who is empowered to pick up stray dogs. 1 • Supervisor Blatchley requested that resolution #96 for the year 1975 be amended to read "Commission" instead of"Committee" as all other environmental groups are called "commissions". RESOLUTION ##14: AUTHORIZATION TO AMEND RESOULUTION #96 OF THE MINUTES OF JUNE 18, 1975 Motion by Councilman Miller, seconded by Justice Eaton. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; Councilman Miller, aye; Supervisor Blatchley did not vote. Adopted. BE IT RESOLVED, That resolution #96 in the minutes of June 18, 1975 be amended to read "Environmental Commission" instead of"Environmental Committee" wherever it appears in the resolution. John Matson of McLean road again requested a weight limitation be placed on that road. There was a discussion and the concensus of the Board was that McLean Rd. is a county road and comes under the jurisdiction of the County Highway Dept. Justice Eaton reminded them that the County was making tests of the pavement and would probably do something about the situation when the tests were completed. Mr. Rowell reported the following: Re: South Cortland Water - he has consulted with the owners of Pyramid Mall and their attorney. A letter has been received from them permitting the town to use the pipe lines for serving water to areas southerly of the property involved and the letter had been passed on to Mr. Blatchley and Walter Spencer, who is preparing the request for financial aid. Mr. Blatchley said that a financial statement of incomes of residents in the area had to be obtained and either he or Mel Pierce would get it. RE: William Porter Realties and formation of Sewer Dist. #2 They had met with Mr. Porter, Jr. regarding this matter today. There are miscellaneous details which Mr. Porter will have to review and get • back to the Town Board. RE; Water Line Relocation: -Water line has been basically completed, clorinated and tested. The job, he said, should be completed very soon, weather permitting. RE; Pump for third well:- he had been contacted by the Health Dept. in Albany regarding the review of plans and hopes to have approval of those plans soon. Supervisor Blatchley asked to be authorized to reply to letter of G.Edward Grant. Motion by Justice Fish, seconded by Justice Eaton. Motion was made that Supervisor Blatchley be empowered to reply to the Budget Request) letter of G. Edward Grant, Chairman, Recreation Commission, Village.of Homer and advise him that the Town of Cortlandville rejected the Village of Homer's request for funds for their recreation budget. Acceptance of the bid on the Brockway truck was tabled. ® RESOLUTION #16: AWARDING OF BID FOR ONE NEW 1976 TRACTOR LOADER BACKHOE Motion by Justice Eaton, seconded by Councilman Miller Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; Councilman Miller, aye; Supervisor Blatchley did not vote. WHEREAS, pursuant to resolution #187 for the year 1975, sealed bids were solicited for the furnishing and delivery of one new and unused 1976 tractor laaa.der backhoe in accordance with the specifications set forth in the information to bidders, and WHEREAS, five sealed bids were received and opened, and read aloud by the Town Clerk, and WHEREAS, S.C. Hansen, Inc., 180 Ithaca Rd., Horseheads, N.Y. submitted the lowest bid, NOW THEREFORE BE IT RESOLVED, That the Town Board of the Town of Cortlandville does hereby award the bid to S.C.Hansen, Inc. for the furnishing and delivery of one Case 1976, new model 580 B diesel tractor backhoe and front end loader combination for a net amount of $8,395.00 with trade in. There being no further business, motion was made by Justice Fish, seconded by Councilman Miller that the meeting be adjourned.
