The second Town Board meeting of the month was held
at the Town Hall, 15 Terrace Road with Supervisor Robert
P. Blatchley presiding. Other board members present were:
Justice Donald Eaton, Justice Ronald Fish, Councilman
Ray Miller. Others present were: Deputy Town Clerk, Patricia
Barber, Town Attorney, John Gardner, Town Engineer, William
Rowell, Torte. Assessor, Robert Wells, Zoning Enforcement
Officer, Don Fowler, Water and Seger Superintendent, Fred J.
Walker, Sr., Legislators, Delmar Palm and Shirley Fish,
Newsreporter Skip Chapman and several town residents.
The meeting was called to order by Supervisor Blatchley
®
and the pledge of allegience was given by all in attendance.
Deputy Town Clerk, Patricia Barber read the minutes
of the previous meeting. Motion was made by Justice Fish apprc-re:dl
and seconded by Councilman Miller that the minutes be approved
as read. Votes: Justice Eaton, aye; Justice Fish, aye;
Councilman Miller, aye; Supervisor Blatchley, aye.
Motion carried._
Deputy Town Clerk, Patricia Barber read a plumber's
application for -approval of qualifications submitted by
Melvin Pierce, Cortlandville, New York. Upon motion by
Justice Eaton, seconded by Justice Fish, the application
was received and filed. Votes: Justice Eaton, aye;
Justice Fish, aye; Councilman Miller, aye; Supervir§or-.

RESOLUTION #184 APPROVAL OF QUALIFICATIONS OF MELVIN
PIERCE TO MAKE WATER INSTALLATIONS
IN THE TOWN OF CORTLANDVILLE.
Motion by Justice Eaton, seconded by Councilman
Miller,
Votes: Justice Eaton, aye; Justice Fish, aye;
Councilman Miller, aye; Supervisor Blatchley,
aye.
Adopted.
BE IT RESOLVED, That approval is hereby.given
to accept the qualifications of Melvin Pierce,
Cortlandville, New York, to make i.dter installations
in the Town of Cortlandville.
Town Assessor, Robert Wells requested that the
Town Board authorize payment of $390.00 for postage -,c, p,^clu g;c
required in sending out the 1978 tax notices to the
residents of the Town of Cortlandville. Mr. Wells apprised
the board that the County would take care of sealing the
envelopes, stamping them and mailing them.

BE IT RESOLVED, THAT authorization is hereby given
to pay the voucher submitted by Cortland County in
the amount of $390.00 to pay for postage to be used
on the 1978 tax notices.
Justice Fish apprised the board that he has been C�l��vx pc -is

Mr. Fish recommended that the town submit two bids for

chippers. One chipper in Potsdam and one in Watertown.
The purchase of the machine has been suggested by Highway
Superintendent, Carl Eaton for that department.

Water and Sewer Superintendent, Fred Walker Sr., reported
that the South Cortland water line, (Water District #5) has
Water Disbeen tested and chlorinated, samples have been sent to the
#5 Cortland County Health Department and all(23) twenty-three services

Super's Supervisor Blatchley gave the following financial

Supervisor Blatchley apprised the board that he has
Mt. Vista written a letter, as requested, to the Mt. Vista Enterprises
Enterprises advising them of the proper procedures to follow,to acquire
Town Board approval of their qualifications to hook -up -
sewer lines in the Town of Cortlandville.
Supervisor Blatchley also apprised the board that he
D.O.T. has written a letter to the New York Department of Trans-
R.R. portation, advising them of the Town of Cortlandville's
rights intention to exercise the preferential rights to abandoned
railway property in the Town of Cortlandville.
Supervisor Blatchley read a letter that was received
from The New York State Administrative Judge. This letter,
commendatio%ated December 16, 1977 commended Justice Donald Eaton for the fine -
Justice job in teaching the new system o-f-.reporting criminal dis-
Eaton positions. .,'.'Justice Don Eaton of Cortlandville Town Court
is providing an invaluable service to both the community
and the state..." Motion was made by Justice Fish to
receive and file the letter, seconded by Councilman Miller.

Miller, aye; Supervisor Blatchley, aye., Motion carried. This letter
is attached to and been made a part of these minutes.
Supervisor Blatchley apprised the board that he has
S. Grisvvold.earned that Sherman Griswold has been hospitalized in
Florida and members might want to send him cards.
Municipal Mr. Doug Staley of the Cortlandville Fire Department
p inquired about the heating system work being done at the
Building Municipal Building. Justice Eaton apprised Mr. Staley
that the contractor for this job has been waiting for parts. •
He now has these necessary parts and will finish the job as
soon as possible.
Mr. Staley made a request that the new Water Department
snow remov
truck be fitted with a plow for use in plowing the Municipal
Blg. Parking lot. Mr. Staley was apprised that this is the job
of the Highway Department and that equipment from the Highway -
only -can be used for plowing.
Mr. Staley also made a request that the Town Board
consider the adoption of a fire code in the Town of Cortland -
Fire ville. Mr. Staley was advised that there are many legal
code aspects present in this matter and they would have to be
taken into consideration.

re -appoint Gordon Hathaway to the Town Planning Board.

Supervisor Blatchley,;apprised the board that there
has been a vacancy on the Town Board since November 30, 1977
and he recommended that action be taken on this matter.

WHEREAS, a vacancy has been created by the resignation
of Sherman 0. Griswold as Councilman for the Town Board
of the Town of Cortlandville as of November 30, 19?71 and
WHEREAS, the term of Sherman O..Griswold expires on
December 31, 1979.
NOW THEREFORE
BE IT RESOLVED, THAT Mr, Raymond Thorpe of 8 Abdallah
Avenue in the Town of Cortlandville be, and he hereby
is, appointed Councilman to the Town Board of the
Town of Cortlandville to servetiie unexpired term of
Sherman 0, Griswold. This term to begin becember 2:1,
1977 and expire December 31, 1978.
Supervisor Blatchley apprised the board that he has
• received a copy of the new -two year ambulance contract with
Hayes Ambulance Service. This contract is for the amount Ambulance
of $29,757.64 for two years. The annual cost being contract
$14,878.82. Supervisor Blatchley recommended that the board
authorize him to sign the contract. Attorney John Gardner
advised the board that he had not had a chance to review the
contract for sufficiencies and, legalities. It was decidir4i ,.t-
table this matter and take action at the next Town Board
meeting, scheduled for December 28, 1977.
Mr. Dave Olp, of the Crown City Development Corp.
requested that the Town Board consider the acceptance of
the dedication of the private sewer system that services
Chelsea Townhouse -and Village Terrace Apartments making
it possible for sewage connection for the view Woodridge
Sub -Division Development. Mr. Olp gave, as background,
a brief account of the happenings in connection with this
project. Town Engineer, William Rowell recommended that
the Town Board accept this proposal as presented by Mr.
Olp.

Mr. Rowell has reviewed the situation and.has approved it.
His written approval is forthcoming. Mr. Olp requested that
acceptance be granted - with the stipulation that the Town
Attorney, John Gardner first review all the legal papers involved.
Attorney Gardner recommended that the legal papers be reviewed
and the engineers written report be received prior to passing
a resolution on this request. The matter was tabled until a
later time.
Town Eng, Town Engineer, William Rowell presented a list of
recommendations regarding the South Cortland Water line -
report Water District #5•
1. Recommendation that the residents of South Cortland
be forgiven the cost .of labor and materials for hook-up •
to the line. This cost has been included in the bond for
this district and these residents will be paying this
cost through the contract. This matter was tabled until
a later time.
2. Recommendation that the board pass a resolution
authorizing the Supervisor to sign the application
for approval of completed works and send it to the
New York State Department of Envirommental Conservation
for approval. The South Cortland water system is
completed and approval from the Cortland County Health
Department is ;forthcoming. No action was taken at
this time.
Town Engineer William Rowell also apprised the board that
approval has been obtained From the Farmer's Home Administration
regarding the first payment for Water District #5. Approval
of this payment was made at the last .Town Board Meeting.
Mr. Rowell presented,for the board's approval the final
payment for the work done on Water District#5 and recommended
that the Town board approve this with the stipulation that
approval be obtained firstfhm the Farmer's Home Administration.
RESOLUTION #188 AUTHORIZATION FOR FINAL PAYMENT FOR WATER
Water :Dist.' DISTRICT #5 SUBJECT TO APPROVAL FROM THE
#5 FARMER'S HOME ADMINISTRATION.
Motion by Justice'Eaton, seconded by Councilman Miller.

Adopted.
WHEREAS, The work has been completed on the South Cortland
water line, Water District #5 in the Town of Cortlandville
and a voucher has been submitted for the final payment
of $44, 650.00.
NOW THEREFORE
BE IT RESOLVED, that upon approval by the Farmer's •
Home Administration, authorization is hereby given for
payment of said voucher.
Town Engineer, William Rowell - Water District #1 -
Water reported that final tests were scheduled for 12/21/77 for
Dist. #1 the pump in Well #3. However, minor -problems arose and that
testing will be done 12/22/77.
Sewer District`#1 - Terrace Road, McLean Road, Pleasantview
Drive and Munson Ave. - The final paper work has been
Sewer Dist. #� submitted but has not been authorized. An additional
cost of $627.50 was submitted for necessary repair work
done to the shoulders of the roads. Mr. Rowell recommended
that the board approve the change order of $6z7.50 and
authorize the Supervisor to sign same.

RESOLUTION #189 APPROVAL OF CHANGE ORDER IN THE AMOUNT Sewer

BE IT RESOLVED, THAT approval is hereby given to accept
the change order in the amount of $627.50 to be paid
to the Stan Payne Construction Company for necessary
repair work done to the shoulders of the road during
the Sewer Job at Terrace Road, McLean Road, Pleasant -
view Drive and Munson Ave.
BE IT FURTHER RESOLVED, that the Supervisor be, and
he hereby is, authorized to sign the above mentioned
change order for payment.
Mr. Rowell -also apprised the board that authorization Final
is nbeded for payment of the final voucher submitted regardingpayment
Sewer District #1.

BE IT RESOLVED, THAT authorization is hereby given
for payment of final charge for work done on Sewer
District #1 in the amount of $18,833.74,
BE IT FURTHER RESOLVED, THAT a retainer in the amount
of $1,500,00 for pavement and lawn restoration be
held&a retainer of $1,300,00 for a period of (1) one
year.
Supervisor Blatchley apprised the board that Attorney,
Gardner has obtained and approved an easement from the True value
True Value Hardware Store regarding the fire hydrant at Easement
the corner of Crestwood Court and 281 in the Town of Cortland-
ville.
Attorney John Gardner presented the contents of this
easement to the Town Board., and recommended that the
easement be approved and accepted: -._by the Town Board.

Justice Eaton stated his reason for abstaining: Justice

It was the consensus of the board that the Highway Superintendent

Chippers located in Potsdam, New York and a bid not to exceed
$600.00 for the Chipper located,in Watertown.
Justice Eaton reported that he had the floor of the
Mun. Bldg. Municipal Building looked at and had been advised that the
floor floor has been sealed previously and that an oil base
paint would be sufficient to cover the floor at this time,
This matter was tabled at this time.
Supervisor Blatchley apprised the board that at this
last meetingtime he would like to reserve the last meeting of the year,
Dec. 28, 19-(,!�cheduled for December 28, 1977 for finances and any other
matters that should be taken care of.
There being no further business, upon motion made by
Adjourned Justice Fish, seconded by Councilman Miller, all voting
aye, the meeting was adjourned at 9:32 P.M.

The judiciary has just completed installation of a
revised criminal disposition reporting system for the courts
of upstate New York. This new system, one segment of the
federally funded Offender Based Transaction Statistics/
Computerized Criminal Histories project, is designed to
provide accurate and meaningful information on the flow of
necessary data to the state's criminal history files maintained
by the Division of Criminal Justice Services in Albany. It
was implemented in each county under the auspices of a
volunteer "local court contact". These local court contacts
were the first courts in each county to be using the new
system and were responsible for setting up and conducting
county -wide training sessions for all other courts of criminal
jurisdiction in their county. They also provided us with
other local information pertinent to reporting criminal
dispositions.
The successful implementation of the new reporting
system reflects the importance of these contacts in assisting
in this essential effort to improving criminal justice in
this state. Justice Don Eaton of Cortlandville Town Court is
providing an invaluable service to both the community and
the state by filling this new and important role.
