The first regular Town Board meeting of the mg0t.1-1
was held at the Town Hall, 15 Terrace Road, Cortlandville,
New York , with Supervisor Robert P. Blatchley presiding.
Other board members present were: justice Donald Eaton,
justice Ronald Fish, Councilman Sherman Griswold and
Councilman Ray Mil!Qr, Others present were; Town Clerk,
Christine Canestaro; Town Attorney, John Gardner; Townn
Tygineer, William Rowell; Water and Sewer Department Super-
intendent, Fred WalZer, Sr.; Highway 5uperintendent, Carl
Eaton; Zoning enforcement officer, Don Fowler, Town Assessor,
Robert Wells. Legislators, Shirley Fish, Henry Wadswortl-i
and Delmar Palm, Newsreporter, Skip Chapman and 9everal
to,,4,in resident--.
The meeting was called to order by Supervisor
Blatchley and the pledge of allegiance was given by all
in attendance.

The regalar meeting was reconvened at 8:21 P.M.
Reading the minutes of the previous Mown Board

meeting was dispensed with as all members of the Town Approval of
Board had reviewed copies of these minutes prior to f.'_inutbs
tomight's meeting. Upon motion by Councilman Griswold,
seconded by justice Faton the minutes were approved as
written. Votest justice Eaton, aye; Justice Fish, aye;
Councilman Griswold, aye; Councilman Yiller, aye;
Supervisor Katchley, aye. Potion Carried.
Town Cler?9 Christine Canestaro read the following
correspondence
A letter from Susquehanna River. Basin Association �Otter frc'm
dated October 197?. This letter was an invitation to
attend the Fourth Annual Yeeting and Fall Conference to :-;-usq. Rivei
be held November 11 & 14th, 1977 at the Treadway Hotel, Basin Assoc,
Binghamton, Pew Yor'�_. Motion to receive and file the
letter by jantice Eaton, seconded by Justice Fish.

A letter from N. Ross Hall of Lamont Circle, dated
October 30, 1977. Nr. Hall commended Highway Superintendent'
Carl Eaton i for his ob concerring road repair in the Le t te i
Lamont Circle area. Mr. Hall also commended Robert Wells, N- Ross
Town. Asscssor, for the informative letter written to Hall
Mr. Hall. Totinn to receive and file the letter was
made by Councilman, Tiller and seconded by justice Eaton.

Highway Superintendent, Carl 7aton read a Lett-r
from the Cortland County Highway Supe4intendent, Walter
Tennant d"t"d October 19, 1971, "r, Tennant referred
to a letter from the New York State Department of Tran-
sportation d,ted September 28, 1977 regarding the Foderal
Funded ProSram; "S,9.S,"-(FederRI-Saf*er off Systems
Program). The brircipaT objective of the S.O.S. proEram
is to improve any toK free road or street not on any
Federal -aid system and whichoin under the jurisdiction
of and maintained by a public a"thority and is open to
public travel, Or. Tennant requested a list of possible
projects for the Town of Cortlandville for this above
mentioned program,

Mr. Faton also read a letter from Joseph Powers, of
the New York Stffte Department of Transportation regarding
Bridge
bridge inventories and inspections, "All Bridges" Program
Inventories
Community Assistance. A 1977 Supplemental Budget recently
D.O.T.
signed by the Governor contains both authorization and
partial funding for the completion of inventory and inspection
of all bridges greater than 20.ft in length in New York State.
This will allow County, Town, Village and City Officials
the option of having bridges on their highway systems
inventoried and inspected without cost to the owner, using
State and Federal Funds. IMlotion to receiveand file these

Water and Sewer Superintendent, Fred Walker, Sr.
Leak
reported that he has found a fear water leaks and repaired

them. He recommended the purchase of a. leak locator from
Heath Industries which he has tested and deemed.superior
to others he has used.

BF IT RESOLVED, That authorization is hereby
given for Fred Walker, Sr. to purchase a leak
locator from Heath Industries for Cortlandville
Water District ,,1 at a cost not to exceed $1500.00.
Zonin; Enforcement Officer, Don Fowler gave a report
of the activities of his office for -the month of October.
A copy of this report has been attached to and made.a part
of these minutes.
Supervisor Blatchley reported that a. letter has been

Seweres Ave. and Plea.santview Dr. area giving instructions for
hooking up to the new sewer system.
Supervi.so.r Blatchley apprised the.board that he has
Town- Audit written to the Department of Audit and Control requesting
a town audit. This dpeartment advised Mr. Blatchley that,
d_tze,-t6-.,staff limitations, they do not conduct audits upon
the termination of office of the Fiscal Officer. However,
they do offer assistance as necessary for the transition.
Supervisor Blatchley apprised the board of receipt

Recession Justice court funds.

Supervisor Blatchley reported that he has contacted
the New York State Department of Transportation concerning
Lite at the traffic lite at Pyramid Mall in Co_rtlandville. After
Pyr. P,11all some discussion, Supervisor Blatchley agreed to talk with
Mr. Bassett to learn long range plans for the lite in
question.
Supervisor Blatchley read a letter received from
Joseph M. Powers of Department of Transportation advising
that the traffic signal is owned and maintained by Pyramid
Mall and complaints should be addressed to them. Motion
-to receive and file the letter was made by Justice Eaton;
seconded by Councilman Miller. Votes: Justice Eaton, aye,

recommended the work be done and payment made so that the
pump can be restored to operation as soon as possible.
Action can be taken later to have the cost of these
repairs reimbursed.

BE IT RESOLVED, That C.O. Falter Corporation of
North Syracuse, New York, is hereby authorized
and directed to proceed with -the cleaning of
Well ##3, Water District #1, Town of Cortlandville,
removing and repairing of the pump and the re-
installation of the facilities in accordance with
the requirements of Contract #10, Town of Cortland-
ville Well #3 Pump Station signed May 24, 1976.
Said work to be done at an additional cost not to
exceed $5000.00, and every effort made to expedite
said repairs so that the well and pump will be
operable in the very near future.
Supervisor Blatchley apprised the board concerning
1978 Amb. the 1978 ambulance contract for the County of Cortland,
that the Town of Co_rtlandville share would be $14,878.82.
Contract At a recent meeting of the County Supervisors it was
tebomm6nded that the -bid be awarded to Hayes Ambulance
Service, an established firm, as opposed to a new company
Edmond and Tallot, as it was determined that adequate
service could not be made available from the new company
by January 1, 1978. The Town Board made no decision on
this matter at this time.
