The second regular meeting of the Town Board for the month was held
at the Town Hall, 15 Terrace Road with Supervisor Blatchley presiding.
Other board members present were: Justice Donald Eaton, Justice Ronald Fish,
Councilman Sherman Griswold, Councilman Ray Miller. Others present were:
Town Clerk, Christine Canestaro, Town Attorney, John Gardner, Town Engineer,
William Rowell, Town Assessor Robert Wells, Zoning Enforcement Officer,
Don Fowler, Water and Sewer Superintendent, Fred Walker, Sr., Highway
Superintendent, Carl Eaton, Legislators, Henry Wadsworth and Delmar Palm.
Newsreporter, Skip Chapman and several Town residents.
The meeting was called to order by Supervisor Blatchley and the pledge
of allegience was given by all in attendance.
Reading of the minutes of the previous meeting of the Town Board was
dispensed with as all board members had reviewed copies of the minutes prior
to tonight's meeting. Motion was made by Justice Eaton and seconded by Min.
Councilman Miller that the minutes be approved as written. Votes: Justice Approved
Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; Councilman Miller,
aye; Supervisor Blatchley, aye. Motion Carried.
Town Clerk, Christine Canestaro read a letter from the N.J. R. Construction
Co. Virgil, New York apprising the Town Board of services available.
Motion to receive and file the letter was made by Councilman Miller, General
seconded by Justice Eaton. Votes: Justice Eaton, aye; Justice Fish, aye; COrdencon
Councilman Griswold, aye; Councilman Miller, aye; Supervisor Blatchley, aye.
Motion Carried.
Town Assessor, Robert Wells reported that the Gri.4vance Review Board
had been called to a special session to review (31) thirty-one cases
involving errors and omissions. As a result of this session the taxable
basehas been increased by $506,000.

BE IT RESOLVED, THAT authorization is hereby given for Attorney,
John Gardner and Town Assessor Robert Wells to attend a review
session in New York City on November 3, 1977 in regard to the
Barker's Certiorari on August 1, 1977.
BE IT FURTHER RESOLVED, THAT all expenses incurred regarding same,
j be reimbursed subject to audit by the Town Board.

® BE IT RESOLVED, THAT the Town Clerk is hereby authorized to
purchase one copy of the New Directory offered by H. A. Manning
Co. at $60.00 without a one page ad.
Legislator Delmar Palm reported that he had received inquiries Blinking red
concerning the red light at Smith Corona Marchant at South Cortland. light at South
This light is, at this time, on blink at all times and this creates Cortland
a problem for driver's coming out at Lime Hollow intersection.
Supervisor Blatchley will look into this problem and report back to
the board at a later time.

Justice Eaton made the following report on the activities of his
Justice office during the month of September 1977-

$9,287.35 Turned over to the State Comptroller in fines and
forfeitures.
Water and Sewer Superintendent, Fred Walker, Sr., requested that
the board consider the purchase of a leak locator for the water department.

The regular Town Board meeting was adjourned at 7.48 for
Public Hearing regarding Aged Exemption.
A copy of the transcript of this hearing will be on file
in the Town Clerk's Office.

RESOLUTION #n_53 AUTHORIZATION TO INCREASE AGED EXEMPTION ON REAL
Inc. of PROPERTY TAX.

WHEREAS, a public hearing was held by the Town Board of the
Town of Cortlandville, at the Town Hall, 15 Terrace Road, in
the Town of Cortlandville, on October 19, 1977 at 7P45 O'clock
P.M. , in the matter of the adoption of a Resolution exempting
real property from taxation pursuant to the provisions of
Section 467 of the Real Property Tax Law.
RESOLVED, that the Assessor of the Town of Cortlandville,
shall exempt from taxation real property owned by persons
sixty-five (65) years of age or over, whose income or combined •
income for the income tax period immediately preceding the
date of application does not exceed Six Thousand Dollars ($6,000.00)
to the extent of fifty percentum (50%) of the assessed valuation
thereof, upon all future Assessment Rolls of the Town of Cortland-
ville pursuant to the provisions of Section 467 of the Real Property
Tax Law.
Supervisor Blatchley apprised the board that he has written a letter
Letter to to the True Value Hardware Store regarding the removal of a Fire Hydrant
on that property. ;;In this letter, Mr. Blatchley has requested that the
True Value Water & Sewer Superintendent, Fred Walker, Sr. be notified at the time
Hardware of removal so that in the interest of the town this work can be supervised
by Mr. Walker.

Supervisor Blatchley apprised the board that a meeting had been held Possible
on Friday, October loth, 1977 regarding the formulation of a Sewer Dist. new Sewer
in the Groton Avenue area. It was decided that Supervisor Blatchley would Dist.
write a letter to the property owners there in regard to this matter.
Supervisor Blatchley reported that he has a meeting scheduled on Ambulance
Thursday, October 20, 1977 with Mayor Sam Forcucci and the supervisors of contract
the other towns in the county concerning a County Ambulance contract. Two meeting
offers have been received and Supervisor Blatchley will report on these
at a later date.
® Town Engineer, William Rowell reported that the final test has been
made by Rowell & Associates on the McLean Road Sewer Project and met with
their approval. Verbal permission has been given by the Cortland County
Health Department on this project and written approval will be forth-
coming. Mr. Rowell will compose a letter to be sent to the homeowners
in the McLean Road area, stating proposed procedures for hook-up. This
letter will be sent to Supervisor Blatchley and he will forward copies
to the homeowners. Town Clerk Chris,tine Canestaro apprised the board
that application must be made and a $25.00 fee paid by the homeowners
before actual hook-up to the sewer system.

Sewer Project
Town Engineer, William Rowell reported that contact has been made
with the funding agency for the South Cortland Water Project. A job Water Dist. # 5
conference concerning this project has been scheduled for Friday,
October 21, 1977 with Mr. Cooley of Farmers Home Adminstration and
the contractor present.

YOUTH RECREATION PROGRAM.

WHEREAS, Monies have been allocated in the 1978 budget in the
Town of Cortlandville for recreation with the village of McGraw,
as well as monies for the purchase of materials for a youth
recreation program. in the nature of arts and crafts, to be used
in the Town outside of the Village of McGraw for a youth recreation
program,
THEREFORE BE IT
RESOLVED, THAT the Town Board authorize the Supervisor, Robert P.
Blatchley, to sign an application of this project and that the
Town Clerk, Christine Canestaro, be authorized to sign the
certification of the resolution.
Supervisor Blatchley read a letter from William Bean announcing his
resignation as a member of the Town Planning Board as of November 1, 1977• Resignation

Supervisor Blatchley presented the budget directors budget for the Budget Dir's
year 1978 and reported that a work meeting had been held with the board Budget
since the last regular Town Board Meeting.

Justice Eaton requested that the Justice salary be placed at
$16,000. as previously requested as opposed to the $1.5,000,00 allowed
in. the budget. Justice Eaton stated his reason was due to the cost
of living increase for the past two years that he has not received.

BE IT FURTHER RESOLVED, THAT the tentative budget for Water
District #1, as revised by the town board be,,and it hereby
is, approved as the preliminary budget for Water District #1
for the fiscal year 1978;
and
BE IT FURTHER RESOLVED, THAT the tentative budget for Water
District #2, as presented by the budget officer be, and it
hereby is, approved as the preliminary budget for the Water_
District #2 for the fiscal year 1978;
and
BE IT FURTHER RESOLVED,.THAT the tentative budget for Water
District #3, as presented by the budget officer be, and it
hereby is, approved as the preliminary budget for the Water
District #3 for the fiscal year 1978;

BE IT RESOLVED THAT a public hearing be held in the matter of

District #2, Town of Cortlandville Water District # 3, Town
of Cortlandville Water District #4, The Town of Cortlandville
Water District #5, The Town of Cortlandville Sewer District
#1, on November 2, 1977 at 7:30 P.M., and
BE IT FURTHER RESOLVED, THAT a notice of said public hearing
shall be published in accordance with the requirements of the
laws of the State of New York.
There being no further business, upon motion made by Meeting
Justice Eaton, seconded by Justice Fish, all voting aye, the Adjourned
meeting was adjourned at 8:39 P.M.
