HomeMy WebLinkAbout08-03-1977231 Wednesday, August 3, 1977 Page 1 The first .regular Town Board meeting of the month was held at the Town Hall, 15 Terrace Road; with Supervisor Members Robert P� Blatchley presiding. Board members present were: present Justice, Donald F: Eaton, Justice Ronald Fish, Councilman Ray Miller, Councilman Sherman Griswold. Others present were: Town Clerk Christine Canestaro, Deputy Town Clerk, Patricia L.• Barber, Highway Superintendent, Carl Eaton, Assessor Robert -Wells, Town. Engineer William Rowell, Water & Sewer Others Superintendent Fred J. Walker Sr, Newsreporter Skip Chapman and several town residents. The meeting was called to order by the Supervisor and the pledge of allegience was given by all in attendance. • Reading of the minutes of the previous meeting of the town board was dispensed with, as all board members had reviewed copies of the minutes prior to tonight's meeting. Motion was made by Councilman Griswold and seconded by Justice Eaton that -:the minutes be approved as written. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman. Griswold, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Motion Carried. Town Clerk, Christine Canestaro informed the town board that a. letter Was received July 28, 1977 from the State Department of Environmental Conservation giving notification of cancellation -of public hearings regarding Water Districts 4 and 5. Motion was made by Councilman Miller and seconded by Justice Fish that the letter be received and filed. Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, -aye; Councilman Miller, aye; Supervisor Blatchley, aye. Motion Carried. Pledge Approval of Mins. Cancellatio of public hearings Water Dist #4 & 5 Niagara Mohawk Supervisor Blatchley apprised the board that Niagara Mohawk has petitioned the Public Service Commission to stop Public all public hearings in regard to citizen complaints about hearings adverse effects from large power lines between LaFayette and Cancelled. Oakdale. Town Assessor Robert Wells reported that the final Final assess - assessment roll was filed August lst, 1977 in the Town ment roll on Clerk's Office. rile. Educational Center concerning Re: Water the water aquifer in Cortland County. Supervisor Blatchley expressed concern in protecting this aquifer, as 75 to 80% Aquifer. of it is in the town of Cortlandville. Mr. Blatchley feels thdt a County Sewer Agency.is of prime concern in this effort and he suggested the town board consider -the purchase of the two lots on McLean Rd. adjoining the water dist. property. Basic RESOLUTION #108: AUTHORIZATION TO SET BASIC RATE FOR LABOR SERVICES PERFORMED BY WATER DEPARTMENT AT Rate set for $7.50 Per Hour. Water Dept, Ser. Motion by Justice Eaton, seconded by Councilman Miller.` • Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; Councilman Miller, aye; Supervisor Blatchley, aye. Adopted. BE IT RESOLVED, THAT the rate for labor services performed by Cortlandville Water'Depattment is hereby set at $7.50 per hour - per person. Su ervisor Blatchleyread a letter received from William Inspe, of Rowell Essociates concerning inspection of Sewer project on Terrace Road, Pl.easantview Dr., Munson Ave. and McLean Rd, Sewer The letter advised the Town Board that if needed, a full time' Project. inspector would be'provided by Rowell and Associates at a cost of $500.00 per week. The consensus of the Town Board is that Water & Sewer Superintendent, Fred Walker Sr. should act as full time inspector of this project and if problems. arise, Mr. Walker should contact Rowell and Associates. RESOLUTION #109: AUTHORIZATION TO EMPOWER WATER & SEWER Fred blame SUPERINTENDENT, FRED WALKER SR. AS FULL full-time IProj, TIME INSPECTOR FOR SEWER PROJECT. for Sewer Proj. BE IT RESOLVED, THAT Water & Sewer Superintendent, Fred Walker, Sr. is hereby authorized to act as full time inspector for Cortlandville Sewer project on Terrace Road, Munson Ave., Pleasantview Dr., and McLean Rd. The project is to be inspected by Mr. Walker in the best interest of the tovm at all times. EasementaSupervisor Blatchley apprised the board that the Sun Oil for Serer O' and Simongasements have not been returned, to date, for Proj. the sewer project. Town Engineer, William Rowell informed the board that he T.E. has requested a work schedule and a map showing gas mains in requests regard to the Sewer project from the Stan Payne Construction wY sch. Co. gas stake out. Supervisor Blatchley apprised the board concerning ;,tatcr Water District #5 that he has.been informed. by Bond Counsel Dist. #5 that a Bond Resolution must be passed by.the board. Inquiry has been made concerning impact-statemnnt required by Department Bond Re,p,.of Environmental Conservation and Mr. Rowell agreed to determine necessity Requirrethis and will report back to the Town Board. A Bond Resolution will be drawn up and presented for approval at the next Town Board meeting, August 17, 1977, Map & Plans Supervisor Blatchley informed board members that maps and fr. Waterdetailed plans for Water District # 5 have been filed in the Dist. 5 Town Clerk's Office and board members were urged to review them filed before the next scheduled meeting. with T.C. Ave. If action is to be taken Mr. Blatchley suggested that the Town Board should contribute labor for installing a sluice in this area, Dept, cir.Ttwq ran sf)o rtati un drainage, .oroblem Supervisor Blatchley apprised the board that Town Attorney, John Gardner had drawn a deed for town:-I.I.B. declincjs to take possession of the fire hydrant located on possession Wilson and Greene property, (see minutes J%ky 6 page 222), Fred Walker, Sr. advised the board ;,he hydrant was on private property and locked at night. After some discussion, the consensus of the board was hydrat7i`k that this hydrant has no potential value to the Town of CortlandVille and therefore the deed would not be accepted. Supervisor Blatchley read a letter that was _� C, sent to Mr. Zollendeck, Director of Cortland County -_jz, t a 11 Planning Department, concerning land use plan. (2, . C . - ?�"La -n n g In regard to a meeting held July 19th in Cortlandville, 'Dopt. "It was unanimously agreed that -the proposed land use Re-': map and its accompanying 200 page master plan entitled, cif "Development Plan for Cortlandville", was printed prematurely (prior to the public hearing) thus allowing p 1 a for no changes as suggested by the various town boards or the general public. It wasalsoagreed that corrections as desired by the town concerning the land use snap and the aforementioned master plan, should be done by the County Planning Dept, with no additional expense to the town. Motion was made by Justice Eaton and seconded by Council- man Miller that the letter be received and filed.
