held at the Torn Hall, 15 Terrace Road with Supervisor Blitchley

was dispensed with as all board members bad reviewed copies of
the minutes prior to tonights meeting. Motion was made by
Councilman Miller, seconded by Justice Fish that the minutes be

Town Clerk, Christine 0nestaro read a letter dated May 20,
1977 from Cortland County Jaycees requesting Permission to draw
up to 1,00n 7PIT,r7 of water from the fire hydrant at Cortlandville
Mai!,-CortlandvAle, Now York on June 109 1977 this water is to
be used to water the animals in the Sells & Gray Circus sponsored Jaycee:
by the Cortland County Jaycees on that date. Motion made by letter.

Zoning Enforcement officer, Don Fowler was -asked by the Board
to check on truck traffic on Halstead Road. Truck

Supervisor Blatchley read a letter from Dr, MacLeod on Halstead Rd.
Deerfield Heights, concerning condition-pf unsold,lots.
Dr. MacLeod stated that a petition had been signed by Letter of
several residents'of Deerfield Heights protesting the 5/21/77 fr.
condition of these lots. Dr. Macleod wanted to know
what,.if any, action had been taken on this petition. Dr. Maceod

Agreement
BE IT -RESOLVED, THAT:
1. All employees who have been in the service of the
town for six months shall be entitled to five '(•5)
working days vacation.
2. All employees who have been in the service of the
town one (1) year shall be entitled to ten (10)
working days vacation.
3. All employees who have been in the service of the town
for ten (10) years shall be entitled to fifteen (15)
working days vacation.
4, Vacation shall be taken at a time mutually agreed
upon by the employee and the department head.
5. Vacation time shall not be cumulative.
6. An employee shall be granted sick leave with pay
because of sickness or disability of one working
day a month or twelve working days a year which
may be accumulated to a total of not more than
one hundred and fifty (150) days.
7. Personal leave:
a. Each employee covered by this agreement shall be
entitled to take up to three (3) paid personal
leave days each calendar year but such leave shall
'not be cumulative from year to year.. The employee
shall notify the Department Head or Supervisor
before taking time off under this article.
b. In no event may personal leave time be used on the
day prior to or following a holiday, or an empl,gyee*.s
vacation, nor may personal leave time be used in
lieu of sick leave, leaves of absence, etc.
b. Commencing January 1, 1978, personal leave will be
increased by one (1) day, for a total of four (4)
days for each calendar year, at the mutual agreement
of Department Head and Employee.

been made and sent to the Department of Environmental
Conservation in regard to Water Dist. # 4 and Water Dist. #5

Supervisor Blatchley read a letter from the Farmers Home
Administration dated April 29, 1977 stating that a loan Letter fr.
of $20,000 and a grant of $50,000 has been -'approved by
same for the Town of Cortlandville South Cortland Water F.H.A.
Project. Motion was made by Councilman Miller and
seconded by Justice Eaton to receive and file the letter.

WHEREAS, the Town Board, pursuant to the provisions of Section 199
of the Torn Law, upon its own motion, adopted Resolution No. 132,
at its regular meeting held on November 17, 1976, proposing
construction of lateral sewers in and along portions of McLean Rd.,
Terrace Road, Munson Avenue, and Pleasantview Drive, and also adopted
an order for the hearing of all persons interested in the matter on
the first day of December, 1976, at 8:00 o'clock in the P. M. in
the Town Hall in the Town of Cortlandville, Cortland County, New York;
and a hearing having been held at such time and place;
NOW THEREFORE, be it
RESOLVED, that it is hereby determined by the Torn Board, after
such hearing and upon the evidence given thereat, that it is in
the public interest to construct the said lateral sewers at a
maximum cost not to exceed $90,000.; and be it further
RESOLVED, that the expense of providing such improvements shall
be apportioned and assessed pursuant to Section 202 of the Town
Law, upon the several lots and parcels of land being benefited,
in proportion to the amount of benefit which the improvement •
confers upon the same and that the area to be benefited by such
improvements is the entire area of Sewer District No. 1 of the
Town as set forth in Resolution No. 132 of the Torn Board, and
be it further
RESOLVED, that the Torn Engineer is hereby directed to
prepare definite plans and specifications and to make a careful
estimate of the expenses of said improvement and with the assistance
of the Town Attorney to prepare a proposed contract for the execution
of the work; and be it further
RESOLVED, that this Resolution is subject to permissive
referendum pursuant to Article 7 of the Town Law.

' Town Attorney, John Gardner was asked and.he agreed to write a
letter to Mr. Stan Payne of Stan Payne Construction requesting Letter to
a forty five (45) day extension on bid for the construction of Stan Payne
lateral sewers in Town of Cortlandville.
Mr. Timothy Towle presented, to the Town Board, an appraisol of
three (3) trees on his property in the amount of $5,000,00 It was T. Tow1
determined that if the trees were damaged as a result of the appraisel
construction of the sewer they would be replaced as specified in
the easements.
Supervisor Blatchley presented a letter dated May 24, 1977 Interim.

We continue to feel that it was extremely unfortunate
that better lines of communication between our two boards

some of the innovative use -chancres being considered for Cort-

landville completely lacked significant citizen -support. At
that point, our Board decided that Priding principle for the
Development Plan should be a continuing committment to decis-
ions carefully made by our Board during the past 10-15 years„

ment, expansion, and or. rebuilding. We remain firm in this
decision.
Our immediate concern over the differences between the ti�!o
Plans stems from several aspects.
a) In light of mandated .refer. rn 1 to the County Plannine 30�, rd

Section 239, L.M. and N ) it is realistic to anticipate
that .the County Planninz Board would be consistently mal?P+
by The Cortland County Interim Land Use Plan as finally
accepted by the Legislature. While negative r.ecommen(i-.tions
from the County Pla.nninc Board are surmountable a t the Town
level, continuing differences are net conducive to cooper
ation, harmony, and progress. Certainly final approval time
would not be shortened.

completely if the County Interim Land -Use leap does not

Re: Request for reduced speed limit
on Stupke Road and Lima Sollow Road
in Town of Cortlaandville, Cortland
County
The request for a speed restriction on Stupke Road between McLean Road and
Lime Hollow Road and on Lim* Hollow Road between Uracie Road and N.Y.S.
Rte. 13 in the Town of Cortlandville, Cortland Counter, has been investi-
gated..
Our investigation showed little development on both road:, not nearly
enough to justify a reduced speed limit on either road.
As for an area speed limit, we feel it d®es not apply in this situation.
They are generally reserved for housing developmenta and not on thru
highways such as these. A reduced speed limit that is not justified is
worthless, in that motorists tend to disobey the speed limit and travel
as fast as they feel comfortable, thus loafing respect for speed limits
that are justified.
The intersection of Lime Hollow Road and Stupke Road should be signed
according to the Manual of Uniform Traffic Control Devices. We
recommend removing the present d"gerouas intersection sign on Lime
,Hollow Road just east of Stupke Road and replacing it with a W-12AR
intersection sign accompanied with a W-!61A, 20 mph stated speed sign.
