HomeMy WebLinkAbout11-20-1978Monday, November 20, 1978 SPECIAL MEETING 7:30 P.M. t I1'1 A Special Meeting of the Town Board was held at the Municipal Building, 111 West Road, Cortland, New York for the purpose of adopting the budget for 1979, with Supervisor Nadolski presiding. The following board members were present: Councilman Ray Thorpe, Councilman Warren Manning, Councilman Melvin Pierce and Councilman Ray Miller. Others in attendance were, Attorney John Gardner, Assessor Robert Wells, Zoning Enforcement Officer Don Fowler, Highway Superintendant Carl Eaton, General Clerk Edna Puzo, Bookeeper Holly Reese. Also present was newreporter Paul La Dolce and many interested citizens. The meeting was called to order by Supervisor Nadolski at 7:30 P.M. Supervisor Nadolski requested that Attorney Gardner read the following ® resolution: RESOLUTION # 161 ADOPTION OF BUDGET FOR THE TOWN OF CORTLANDVILLE FOR 1979 AND ADOPTION OF SPECIAL DISTRICTS BUDGET FOR!1979• Motion made by Councilman Miller seconded by Councilman Manning, All Votes: Aye ADOPTED. WHEREAS, on the 9th day of November 1978 the Town Board of the Town of Cortlandville, held a public hearing on the preliminary budget approved by the Town Board and filed with the town clerk for the fiscal year commencing January 1, 1979, and having heard all persons in favor of or against the preliminary budget as compiled or for or against any item or items therein contained, be it RESOLVED, that the preliminary budget as approved and filed, and pre- sented before this board at the above public hearing, be amended by making the following changes therein: Account No. B1120 from $ 30,479• to $ 35,700. Account No. DM5135.2 from 91,000. to 0. Account No. DR1120 from 81,300. to 100,300. Account No. DM1120 from 104,250. to 0. Account No. DM2401 from 5,000, to 0. Account No. DS1120 from 10,000. to 0. Account No. SW2140 from 1,200. to 1,390. and be it further RESOLVED, that the preliminary budget approved and filed, with the amendments hereinbefore set forth, and the same hereby is adopted and established as the annual budget of this town for the fiscal year beginning January 1, 1979, and such annual budget as so adopted be entered in the minutes of the Town Board; and be it further RESOLVED, that the Town Clerk of this town shall prepare and certify as provided by law duplicate copies of the annual budget hereby adopted, together with the assessment rolls for the benefit of improvement, for Water District No. 1, Water District No. 2, Water District No.3, Water District No. 4, Water District No. 5, and Sewer District No. 1, adopted pursuant to Section 202-a of the Town Law, and within five days thereof deliver two copies to the Supervisor of the town, and the Supervisor shall present isthe copies of the annual budget to the Legislature of Cortland County within ten days after his receipt thereof from the clerk. Councilman Pierce read the following resolution. RESOLUTION # 162 REQUESTING COUNTY LEGISLATURE TO APPLY SURPLUS SALES AND USE TAX TO REDUCE COUNTY TAX LEVY IN AREAS OUTSIDE VILLAGES 1979- Motion made by Councilman Thorpe, seconded by Councilman Manning, All Votes: Aye ADOPTED. WHEREAS, Pursuant to Resolution No. 118 adopted at.a Special Meeting of this Board held on August 29, 1978, the Town of Cortlandville elected to have its proportionate share of the Cortland County Sales and Use Tax which is due the area of the Town outside of Villages be paid in cash dir- ectl y,, to the town to be used for any legal town, outside villages purpose and h 0 8 Monday, November 20, 1978 7:30 P.M. Page 2. WHEREAS, pursuant to the Towns election referred to herein the amount of Sales Tax to be received by the Town of Cortlandville will exceed the amount necessary to fund that portion of the budget attributable to areas outside of Villages, and WHEREAS, there will therefore be a surplus of Sales Tax available and which this Board desires to be credited against the County Tax in the area of the Town outside Villages, and WHEREAS, the surplus referred to herein will be in the amount of $ 440,000.00 NOW THEREFORE BE IT RESLOVED, that the Cortland County Legislature be and hereby is • requested to apply said amount of $ 440,000.00 surplus Sales Tax as referred to herein, to the reduction of the County tax levied against the real property in the area of the Town of Cortlandville outside of the Villages for the fiscal year 1979 and be it further RESOLVED, that the Town Clerk be and she hereby is authorized and directed to forward a certified copy of this resolution to the Cortland County Legislature. Supervisor Nadolski gave the priveledge of the floor to the people. A citizen questioned if the town tax rate will go up in 1979. The Town Board replied it went up one cent•f.rom 2.18 per thousand to 2.19 per thousand. There being no further business, a motion was made to adjourn by Councilman Miller, seconded by Councilman Pierce, All Voting Aye... The Meeting was adjourned at 714.1 P.M.
