SPECIAL MEETING
A Special Meeting was called for the purpose of adopting the tenative budget
as a preliminary budget for the year 1979•
The Meeting was called to arder by Supervisor Nadolski at 4:00 P.M.
Those present were Councilman Pierce, Councilman Miller, Town Clerk Pauline Parker
and Town Attorney John J. Gardner.
RESOLUTION # 158 ADOPTING THE TENATIVE BUDGET AS A PRELIMINARY BUDGET FOR 1979
Motion made by Councilman Pierce, seconded by Councilman Miller, All Voting
Aye.... APPROVED.
® WHEREAS, the tenative budgets of the Town, including use of $ 43,889.00 of
Federal Revenue Sharing Funds, and of Water District No. 1, Water District No. 2,
Water District No. 3, Water District No. 4, Water District No. 5 and Sewer
District No. 1, for the year 1979, were presented by the Town Clerk to the Town
Board at its regular meeting held October 4, 1978 ; and
WHEREAS, the Town Board has reviewed said tenative budgets and has made
such changes, alterations and revisions as it considers advisable and are con-
sistent with the law;
BE IT RESOLVED, that the tenative budget for the Town of Cortlandville, as
modified, be, and the same hereby is, approved and adopted as the preliminary
budget of the Town for the fiscal year beginning January 1, 1979; and
BE IT FURTHER RESOLVED, that the tenative budget for Water District No.l,
as modified, be, and the same hereby is, approved and adopted as a preliminary
budget of Water District No. 1 for the fiscal year commencing January 1, 1979; and
BE IT FURTHER RESOLVED, that 'thy teribtive budget for Water District No. 2,
as modified, be, and the same hereby is, approved and adopted as a preliminary
budget of Water District No. 2 for the fiscal year commencing January 1, 1979; and
BE IT FURTHER RESOLVED, that the tenative budget for Water District No. 3,
as modified, be, and the same hereby is, approved and adopted as a preliminary
budget of Water District No. 3 for the fiscal year commencing January 1, 1979; and
BE IT FURTHER RESOLVED, that the tenative budget for Water District No14,
as modified, be, and the same hereby is, approved and adopted as a preliminary
budget of Water District No.4 for the fiscal year commencing January 1, 1979; and
BE IT FURTHER RESOLVED, that the tenative budget for Water District No. 5,
as modified, be, and the same hereby is, approved and adopted as a preliminary
budget of Water District No.5 for the fiscal year commencing January 1, 1979; and
BE IT FURTHER RESOLVED, that the tenative budget for Sewer District No.l,
as modified, be, and the same hereby is, approved and adopted as a preliminary
budget of Sewer District No. 1 for the fiscal year commencing January 1, 1979
There being no fuzither business, a motion was made by Councilman Miller,
seconded by Councilman Pierce to adjourn the meeting.
All voting Aye......... The Meeting was adjourned at 4:10 P.M.

aubject: Establishment of Fire District
Some time ago a six man committee was asked by Mr.
\\adal;:l:i to investie-ateand recommend to the To,:,n board
,,,hat directionto go in the line of Fire protection. These are
its findings
At the present time you are under contracts vdth the
villages of Homer and 1`.:curavi as a Fire Protection District,
With the village of Homer furnishing two pieces of equipment
in your to�,m o,`.,ned building® The boundries for each village
are so stated in each contract. These two contracts will
expire January 1, 1980 and are at the present, in the vicinity
of approximetely :;55, 000.00. Under a. hire Protection District,
you`are unable to legally obtain, or furnishany monies for the
purchaseof, or establishment of any fire protection, or control
of such, on your own. Also at the present the problem of fire
contracts only comes to your attention each time they expire,
which could be 3,5 or 10 years , whatever time of expiration
In other-.vords the only fire protection you have is through
contracts :-ith outsiders.
It is the recommendation of this committee that the town
board, either through a public hearing or just upon your
ov?n vote, in the very near future, establish the entire area
of the to�:n of Cortlandville into one FIRE' DISTRICT .(The re-
asonfor"thevery near future" is that it �,ould give one years
\experience before contract time conies up again.) Thev appoint,
for one yej�R, five Fire Commissoners and a Treasurer for the
district. After one year.:- service the Commisson.ers have to be

elected to 5,4,3,2,1 year terms. The only cost to this plan,
might possibly be a slight rellumeration for the Secretary or
-Treasurer. 1"hese Dire CoriVaissoners, along with beinga FIRE
DISTRICT, are legally able to request for grants, apply a budget
furnish equipment, set the .fire tax rate and supply the entire
district, fire protection in any way they deem best for the

complete control of fire protection for the tov.in of Cortland-
ville. ( Form the district, then appoint the commissoners).

best fire protection. The reasoning here is the first year
is going to require c good knowledge of the fire service in
much of its planning. All the Fire Commissoners duities are
outlined in the Town Laws.

control of the entire district
It is this committee's belief, that for the present
and the future of this vast, rapidly groi.ing township, that
the t of the present FIRE PROTECTION DISTRICT and
the establishment of a FIRE DISTRICT with fire commissoners
to control it/is the only ans rer.
