The Regular Town Board meeting for the month of October was held at
15 Terrace Road, Cortland, New York, with Supervisor Nadolski presiding.
Board members present were Councilman Warren Manning, Councilman Melvin
Pierce, Councilman Ray Miller and Councilman Ray Thorpe. Others present
were Town Clerk Pauline Parker, Deputy Town Clerk Nancy Ross, Justice Donald
F. Eaton, General Clerk Edna Puzo, Zoning Enforcement Officer Donald Fowler,
Town Assessor Robert Wells, Highway Superintendant Carl Eaton, Water and
SeT-Ter Superintendant Fred Walker, Town Attorney John Gardner. Others in
attendance were Legislator Delmar Palm, Newsreporter Skip Chapman and other
interested citizens.
The Meeting was called to order by Supervisor Nadolski at 7:30 P.M.
® Town Clerk, Pauline H. Parker read the minutes of the Special Meeting
of September 29, 1978. Attorney Gardner noticed that in the Special Meeting Reading of
minutes it read "Mc Lean Sewer" it should read "Mc Lean Road Sewer" upon Sp. Meeting
motion by Councilman Miller, seconded by Councilman Manning all voting aye, Minutes
motion was carried to correct the minutes of that meeting inserting the word 9-29-78
"road" after Mc Lean. & correctioi
Motion was made by Councilman Miller, seconded by Councilman Manning Approve Min
to approve the minutes of September 6, 1978 Town Board Meeting as written,
as they had received them in time to review them, All Voting Aye, Approved.
RESOLUTION # 134 AUTHORIZATION TO PAY BILLS AS AUDITED FOR THE MONTH
OF SEPTEMBER
Motion made by Councilman Manning, seconded by Councilman Miller,
All Voting Aye..... Approved.
BE IT RESOLVED, that authorization is hereby given to the Town of
Cortlandville to pay the bills as audited for the month of September.

The Reports for the Town Clerk's Office, Zoning Enforcement Officer,
Justice's Office and Supervisor's Office are filed in the Town Clerk's
Office and are redily available at the request of anyone to be viewed
in the Town Clerk's Office.
RESOLUTION # 135 AWARDING OF BID FOR 1978 ADDRESSING MACHINE SYSTEM
Motion made by Councilman Thorpe, seconded by Councilman Manning,
All Voting Aye..... ADOPTED.
WHEREAS, pursuant to Resolution # 82 for the year 1978, sealed bids
were publicly solicited for the furnishing and delivery of one addressing
machine system in accordance with the specifications and terms set forth
in the information to bidders and;
WHEREAS, one sealed bid was received, opened and read aloud by the
Town Clerk.
NOW THEREFORE,
BE IT RESOLVED, that the Town Board of the Town of Cortlandville
does hereby award the bid to Duplicating Products of Ithaca, New York
in the amount of Two Thousand Eighty-five dollars and 00/ cents ($2,085.00)

Supervisor Nadolski apprised the board of a letter he wrote to Mr. Cortland
Warren Eddy of the Cortland Free Library regarding the library contract Free Library
to be renewed. The are dissatisfied with the offer. After further dis-
cussion, the board decided to meet with the Library board Friday, October
6, 1978 at 3:30 p.m., 15 Terrace Road, Cortland, New York to discuss the
contract to be renewed.

Snow Removal
Supervisor Nadolski apprised the board of a letter which was truck interes-
received by Highway Superintendant, Carl Eaton from CCO Equipment, rates
Inc., East Syracuse, New York investigating finance charges for pur-
chasing a truck needed for snow removal. He quoted the various interest
charges over a five year period. Councilman Manning remarked that it was
obvious that we would take.,the direction that showed the most savings.
Supervisor Nadolski reported on his letter from Dale Marshall Repair Voting
of Voting Machine Service Center, Gerry, New York regarding the sit- Machine
uation on Voting Machine Repair., The letter referred to each voting
machine by serial number and listed the various ..malfunctions and re-
pairs that would be necessary. The cost of the repairs totalled $ 4,275.00
or $ 855.00 per machine. This includes a two year warrant!. They -will
hold this price until 1979• After discussion by the board it was decided
that the repairs were necessary and should be made.
RESOLUTION # 136 AUTHORIZATION FOR 5 VOTING MACHINES TO BE REPAIRED
Motion made by Councilman Thorpe, seconded by Councilman Miller,
All Voting Aye.... ADOPTED.
NOW THEREFORE, be it,
RESOLVED,that, authorization is hereby given to have 5 voting machines
repaired. The cost of such service being $ 855.00 per machine or $ 4275.00
in total.

Supervisor Nadolski apprised the board of a letter he received Leland Brookin
from F.G. Compagni suggesting the Town erect a memorial or 'somthing Memorial
of that nature in memory of that late Leland Brookins. The board agreed
that it was a nice thought and would like time to consider what would
be the most Tpropriate idea. Councilman Thorpe made motion to table
this discussion until the next board meeting, seconded by Councilman Manning,
all voting aye, the motion was carried.
Supervisor Nadolski requested authorization to pay the Stan Payne Payment
Construction Company $ 1500.00 due to them, still witholding the re- Stan Payne
tainer fee, since all work has been completed and all claims have been Sewer I
satisfied. A'motion was made by Councilman Manning, seconded by Council-
man Miller authorizing payment of that bill-. Discussion arose regarding
the easement of Kenneth Bennett. It was the -;decision of the board that
Supervisor Nadolski shouldcheck the easement of Kenneth Bennett. Councilman
Manning rescinded his motion, and Councilman Miller rescinde.d. his second
to that motion.
Fire Cheif, Bruce Moss gave copies of the State Fire Prevention Bruce Moss
code to all Councilman, Supervisor Nadolski and Town Clerk, Pauline H. Fire Prev.
Parker so they could review the code and give consideration to adopt Code
the code for the Town of Cortland -Ville.

WHEREAS, Councilman Manning read letter of September 21, 1978
written to Supervisor Nadolski by County Treasurer, Walter Spencer, Jr.
The letter showed the estimate of sales tax revenues for 1979•
WHEREAS, the Councilman moved that Supervisor Nadolski should
contact Mr. Spencer in writing requesting a revised estimate of sales
tax distribution.
BE IT RESOLVED, that Supervisor Nadolski will contact Walter Spencer,
Jr. with regard to a revised estimate of sales tax distribution.

RESOLUTION_# 13.9 AUTHORIZATION TO TRANSFER FUNDS BECAUSE OF
HEALTH INSURANCE INCREASE
Motion made by Councilman Pierce, seconded by Councilman Manning,

BE IT RESOLVED, that authorization is hereby given to transfer
$ 306.0o from A9010.8 State Retirement to A9060.8 Health Insurance Fund.
BE IT FURTHER RESOLVED, that authorization is hereby given to
transfer $ 374.00 from SW9010.8 to SW9060.8 to cover increase in Health
Insurance.
Councilman Manning read a letter addressed to Mr. Russell Parsons,
Chairman of the Cortlandville Zoning Board of Appeals, from William
B. Rogers, Chairman of the Homer Planning Board. The Homer Planning
Board have denied approval of a proposed location of a John Deere dis-
tributorship on the southern end of the flatland area off Albany Street
in -Homer, New York. For various reasons.they are asking us to consider
their concerns and act accordingly. Supervisor Nadolski stated the
County Planning Board had denied this request also. Zoning Enforcement
Officer Donald Fowler stated this application has been presented to our
Planning Board and they are reviewing this now.

Supervisor Nadolski apprised the Board that he contacted the Cortlandnsulate Town
County Economic Opportunity Council, Inc:, with regard to getting state Garage
or federal funding to insulate the Town Garage. They have been working
on this and will have a report on it in a month.
TOWN CLERK CORRESPONDANCE
Town Clerk, Pauline H. Parker presented the following plumber
application to be approved by the Town Board.

RESOLUTION # 141 AUTHORIZATION TO APPROVE PURCHASE OF NEW DIRECTORY

Motion made by Councilman Miller, seconded by Councilman Pierce, directory

BE IT RESOLVED, that authorization is hereby given to purchase the
new city directory, with all the new rural routes and new fire numbers
assigned this year. The cost of The -directory is $ 67.00 for one copy.

Tentative Town Clerk Pauline Parker stated that the tentative budget had been
Budget received from the supervisor and distributed to all the Town Board members

Camp George- Councilman Manning reported on information received from Camp George-
town work town and their new project of providing work crews to assist local communities
projects in any work projects they may have. These crews will be supervised by a
correction officer and would work under a project coordinator. Tools and
supplies will have to be supplied by the organization requesting the project.
Mr. Manning also referred to.the letter he sent to Mr. Wilkinson, Superintent
of Camp Georgetown accepting their project offer and suggested up -grading
of cemetaries in the Town of Cortlandville with Mrs. Robert Blatchley, town
historian, as project coordinator.

received Highway Superintendant, Carl Eaton apprised the board that the
ton truck that the bid was put in for May 3, 1978 has just come in,

WHEREAS, Roland Oaks intends to made application to the -Town Board
for permission to erect, locate and use a house trialer on the Roland
Oaks lands on the North side of New York State Route No. 13 in the Town; and
WHEREAS, he has made application to the Zoning Board of Appeals
of the Town for a variance of the terms and conditions of the town Zoning
ordinance to erect, locate and use said house traaler as aforesaid;
NOW THEREFORE, be it,
RESOLVED, that the Town Board does hereby direct the Town Clerk to
issue said permit for said house trailer after the Zoning Board of Appeals
has granted said variance.

Mr. Francis Discenza, a candidate for the Town Board advised

the Board that he is being asked several questions from several residents
as he is campaigning. The question asked most was in reference to receiving
sales tax and what impact it would have on them. He was uestioning the
interpretation of the ;tax -law, Section 1262 subdivision (qc�. Mr, Alexander
Milham, a resident of the town expressed concern as to statements being
misleading YuThat are being published in the paper. Mr. Discenza also stated
there had been inquiries as to holding the town board meeting on another
night as'many woman have commented that was their night for grocery shopping:
Atty. GardnerAttorney Gardner was concerned about the law suits pending regarding
Barker's
assessments with Barkers Department Store and Sherbrook Apartments. He will
be furnishing Sherbrook an answer by October 18, 1978. Councilman Pierce
,Sherbrook
made a motion to table the matter of Barker's. The motion was seconded by
Councilman Thorpe.
Adjourn Councilman Pierce made a motion that the meeting be adjourned,
seconded by Councilman Thorpe, All Voting Aye..... Motion carried.
The Meeting was adjourned at 8:4.5 P.M.

Re: 1981 Assessment Update Program, Notice to Property Owners
in Compliance with Real Property Tax Law 511
You are no doubt aware, due to previous mailings and previous newspaper
articles, that the Town is conducting a real property assessment update
program, Town -wide, made necessary by the fact that our 1977 Revaluation
has become outdated and inequities now exist in the assessment roll.
The Town also feels that the monies invested by the County in the
Revaluation in 1977 should be protected by maintaining, thru the State
system adopted in 1977 an up-to-date equitable roll.
Enclosed herewith, you will find a "Full Disclosure Notice" and also a
pamphlet entitled "Reassessment and Your Property Tax". Please give
both some attention. The pamphlet may well answer questions ;.hat you
may have. The "Full Disclosure Notice" is designed to inform you as
to your last tax payments for School, Town and County taxes and what
those taxes would have been, assuming an even budget, with your new
assessment and the new total tax base.
You will note as detailed on the "Full Disclosure Notice" that informal
hearings will be held in April on the 13th thru 17th at the Cortlandville
Town Hall, 15 Terrace Road. These hearings are to allow you to question
your property data, your assessment or to inform you as to comparable
properties that have sold and were used in our valuation process. If
you do have questions, please call the number listed on the notice,
756-7306, Monday thru Friday, 9:00 AM to 5:00 PM, for an appointment
for review. Informal review will be by appointment only, and conducted
by T. L. Jacobs, Company personnel.
The Tentative Assessment Roll will be filed and available for inspection
from June 1st thru June 15th and our formal Grievance Day will be held
on June 16th and the final roll filed by August 1, 1981.
EACH PROPERTY OWNER SHOULD EXAMINE THE TENTATIVE ASSESSMENT ROLL,
REGARDLESS OF THE FULL DISCLOSURE NOTICE OR ANY DISCUSSIONS AT THE
FULL DISCLOSURE MEETINGS, AND THAT ONLY A FORMAL, WRITTEN COMPLAINT,
FILED ON OR BEFORE THE DAY SET BY LAW FOR HEARINGS BY THE BOARD OF
ASSESSMENT REVIEW TO CONSIDER COMPLAINTS IN REGARD TO THE ASSESSMENT
OF REAL PROPERTY, WILL PROTECT THE OWNER'S RIGHT TO ASSESSMENT REVIEW.
PLEASE BE ADVISED THAT INFORMAL HEARINGS DO NOT SUPERSEDE THE FORMAL
HEARINGS TO BE HELD BY THE BOARD OF ASSESSMENT REVIEW. A FORMAL
