HomeMy WebLinkAbout05-10-1978Wednesday, May 10, 1978 Pg. 1 SPECIAL MEETING A special meeting of the Town Board was held at the Town Hall, 15 Terrace Road. The meeting was called by the Supervisor for the purpose of allowing Mr. Walter Spencer and Mr. Morris Noss the opportunity to present a summary of the Job Incentive Program that has been adopted by the County of Cortland. Present: Supervisor Stanley Nadolski Councilman Raymond Thorpe Councilman Ray Miller Councilman Warren Manning Town Assesor Robert Wells Zoning Officer Don Fowler Town Attorney John Gardner ® Deputy Town Clerk, Patricia Barber Absent: Councilman Melvin Pierce Mr. Morris Noss, Secretary of the Cortland County Chamber of Commerce, presented a summary of the job situation that now exists in the Cortland area. He stated that Cortland is still feeling the impact of the loss of the Brockway Motors Plant and that it is imperative, at this time for Cortland to attract new industry, to create new jobs. The job incentive program has been implemented in an attempt to aid communities in attracting new industry. Mr. Walter Spencer, Cortland County Treasurer presented a summary of the tax exemption program that has been adopted in Cortland County. The job incentive program has been implemented by the State Department of Commerce for the express purpose of creating new jobs in the State. To participate in the program, industries must follow certain regulations. 1. An industry must make application with the Department of Commerce for a certificate of participation in the job incentive program. To qualify the industry must be creating at least five new jobs. 2. An industry must offer a training program(within the industry)for the purpose of-`traininu& existing employees and new employees. Upon approval of the application for participation, an industry becomes eligible for forgiveness on State Corporate Franchise Tax for State business income tax and providing a local government adopts the local law #1, resolution or ordinance being presented, an industry also becomes eligible for an exemption on real property tax (for new construction) for a period of ten years. The formula arrived at by the County provides for a total of abou&i 604 (Sixty) exemption on Real Proper y••Taxes over a --ten ® year period. A question and answer period followed the above summaries. Attorney, John Gardner apprised the board that if the program should be adopted the 485-B program adopted in 1976 should be reduced to zero 0 exemptions. Supervisor Nadolski appointed Councilman Ray Thorpe and Councilman Warren Manning as a committee to investigate the program more thoroughly and :asked that the committee report back to the Town Board at the next scheduled meeting. The purpose of the meeting having been accomplished, upon motion by Councilman Manning, second by Councilman Thorpe, all voting aye, the meeting was adjourned at 8:25 P.M. /-R spectfully SuWittd Deputy Town Clerk
