Pg. 1 A special meeting of the Town Board was held at the Town Hall, 15 Terrace Road, Cortland, with Supervisor Stanley Nadolski presidings Other board members present were Councilman Warren Manning, Councilman -Ray Miller, Councilman Melvin Pierce, Councilman Ray Thorpe. Others present were Town Clerk, Pauline Parker, Deputy Town Clerk, Patricia Barber, Zoning Enforcement officer, Don Fowler, High -ray Superintendent Carl Eaton. The meeting was called to order by Supervisor Nadolski. ® CORRESPONDENCE Supervisor Nadolski read a memorandum from the Cortland County Treasurer's Office regarding an extension Extension of time for the Town Collector of Taxes to June 1, 1978,for collectir Motion was made by Councilman Miller, seconded by taxes Councilman Manning, that the letter be received and filed with the Town Clerk. Votess All Aye. Motion carried. RESOLUTION #46 AUTHORIZATION FOR SUPERVISOR TO SIGN APPLICATION FOR AN EXTENSION OF TIME FOR TAX COLLECTION TO JUNE 1119 8. Motion by Councilman Miller, seconded by Councilman Pierce. Votes: All Aye Adopted. BE IT RESOLVED that authorization be, and it hereby is given for the Supervisor to sign an application for an extension of time for the Tax Collector for the Town of Cortlandville to collect taxes until June 1, 1978, Supervisor Nadolski apprised the board that the pay Walter heating system at the Municipal Building has been completed and inspected by Councilman Pierce. A malfunction Scanlon had occurbd and the payment of the voucher was delayed. That malfunction has been repaired and the voucher can Res Heating now be paid. a fire station RESOLUTION #47 AUTHORIZATION TO PAY WALTER SCANLON FOR THE INSTALLATION OF THE HEATING SYSTEM AT THE MUNICIPAL BUILDING Motion by Councilman Manning, seconded by Councilman Miller. Votes: All Aye. Adopted. BE IT RESOLVED that authorization is hereby iven to pay Mr. Waller Scanlon for the heating sys em ® that was installed at the Municipal Building. The voucher for payment of this project was approved at a previous meeting of the Town Board. This .voucher is in the amount of $ 23,867.00. Town Clerk,,Pauline Parker read a letter from the New York State Electric and Gas Corporation concerning Payment of payment of gas bills for the Town. In the future, bd.l-ls must be paid within fifteen days of billing or a penalty New York will be imposed. Municipalities are no longet exempt, as gas bills they have been in the past. The Town Clerk requested that authorization be given to pay these bills before a voucher has been audited. Monday, March 20, 1978 Pg. 2 RESOLUTION #48 AUTHORIZATION FOR SUPERVISOR TO APPROVE ..PAYMENT OF BILLS...FOR..,THE-.NEW. YORK STATE ELECTRIC & GAS CORPORATION Motion by Councilman Manning, seconded by Councilman Thorpe. Votes: All Aye. Adopted, BE'IT RESOLVED, that the Supervisor is hereby authorized to approve -the payment of bills from the New York State Electric and Gas Corporation before a voucher is submitted to the Town Board for payment. A Voucher mill be submitted for said bills at a future meeting of ;the Town Board. Supervisor Nadolski apprised the board that a request Re -negotiate has be -en made by the Director of the Cortland Free Library to have payments made on a monthly basis instead of a Library quarterly basis as the contract calls for. This request contract necessitates some re -negotiations of the existing contract. RESOLUTION #tag AUTHORIZATION FOR SUPERVISOR_ -TO RE -NEGOTIATE WITH THE CORTLAND FREE LIBRARY Motion by Councilman Manning, seconded by Councilman Miller. Votes: All Aye. Adopted. WHEREAS, a request has been made by the Director of the Cortland, -Free Library to have monthly payments made by the Town of Cortlandville as opposed to quarterly payments, which are called for in the existing contract. NOW THEREFORE, BE IT RESOLVED, that the Supervisor is hereby given authorization to re -negotiate with the Director of the Cortland Free Library to make regular monthly payments on the existing contract. Supervisor Nadolski apprised the board that action should be taken regarding the fee to be charged the residents of South Cortland for hook-up to the Water Line in South Cortland known as Cortlandville Water District #5• RESOLUTION #50 SETTING A DATE FOR A PUBLIC HEARING REGARDING HOOK -UP -FEE FOR SOUTH-CORTLAND Public Hearing RESIDENTS. `"later #5 Motion by Councilman Pierce, seconded by Councilman Thorpe, Votes: All Aye Adopted. C' BE IT -RESOLVED, that a public hearing will be held on April -5, 1978 at 8:00 P.M. at the Cortlandville Town Hall, 15 Terrace Road, regarding fee to be charged the residents of the South Cortland area for hook-up to Water District #5. Supervisor Nadolski apprised the board that consideration is being made for the installation of Telephone a telephone intercom system at the Town Hall. The system inter-com being considered is New Mode Comm nications, this is a private telephone system. After some discussion this matter was tabled until more information,can be secured and it will be discussed at a later date. • E U Monday, March 20, 1978 Pg® 3 2' Highway Superintendent, Carl Eaton apprised the board that in the near future an obsolete four wheel drive truck, Replace belonging to the highway department, will have to be replaced. truck This truck, a 1963 F.,91.D has had a lot of repair work done on it but it is doubtful how much longer the truck will (Highway) last. Mr. Eaton had planned to replace a 1960 truck in the near future but suggested that perhaps the 1963 should be replaced first. After some discussion this matter was tabled at this time. Councilman Pierce apprised the board that progress is being made regarding the purchase of an addressograph for the preparation of water bills and a.postage meter for use by all offices at the Town Hall. Mr. Pierce will give a report of this progress at a future meeting.
