The regular meeting of the Town Board for the month of
March, 1978 was held at the Town Hall, 15 Terrace Road, Cortland
New York with Supervisor Stanley Nadolski presiding, Other
Board members present were& Councilman Warren Manning, Council-
man Ray Miller, Councilman Melvin Pierce and Councilman Raymond
Thorpe. Others presnet were& Town Clerk, Pauline Parker,
Deputy Town Clerk, Patricia Barber, Town Attorney, John Gardner,
Highway Superintendent, Carl Eaton, Water & Sewer Superintendent
Fred Walker, Sr., Zoning Enforcement Officer, Don Fowler,
Town Ristice, Donald Eaton, Legislators, Delmar Palm and Henry
Wadsworth, newsreporter Skip Chapman and s.eve.ra L town residentg.
The meeting was called to order by Supervisor Nadolski.
Supervisor Nadolski presented some highlights of the
special meeting held at the Town Hall on February 23, 1978. Special
Reading of -the minutes of this special meeting was dispensed P4eeting
with, as all board members had received -copies of the minutes
prior to tonight's meeting. Motion was made by Councilman
Manning, seconded by Councilman Miller that the minutes be
approved as written. Votes& All aye. Motion carried.
Supervisor Nadolski apprised the board that he has appointed
Mr. Ray Thorpe to act as Chairman of a four or five man committee,
consisting of at least three professional engineers, to act in Committe,
the towns behalf in regards to the Metropolitan -!Sewer Agency and for
the City of Cortland Waste Water Program. The primary purpose sewer
of this committee is to determine the exact number of units of agency
sewering in the Town of Cortlandville.
Mr. Keller, a member of the New York State Regional Planning
Board presented a proposal to the board regarding the Town s-N.Y.State
participation in a program for community housing development.
The program, if implemented, will earmark federal housing funds Regional
for use in the communities of Cortland County. The regional planning
Boa.rd
planning board would ask for($1) one million dollars in re-
development funds and($2) million dollars in rent -supplement
funds. Nine percent of this money would be earmarked specifically
for Cortland County. Mr. Keller presented members a copy of
a resolution for consideration. He apprised the board that this
resolution must be submitted by March 31, 1978.
Legislator Delmar Palm apprised the board that he had D. palm
attended a previous meeting with Mr. Keller and the plan seems
to be advantageous to the towns who participate.
RESOLUTION #34 ENDORSEMENT OF REGIONALLCOUNTY HOUSING PLAN

WHEREAS, the CortlandCounty Planning Board and the Central plan
New York Regional Planning and Development Board have jointly
prepared the Regional Housing Plan in compliance with HUD
"701" regulations (24 CFR 600.70).and the additional HUD
regulations (24 CFR 891.00) for an Areawide_Housing Opportunity
® Plan (AHOP), and
WHEREAS, the Plan offers a regional strategy for improving
the overall housing stock and increasing housing opportunities
in Cortlandville and
WHEREAS, this Plan is generally consistent with and supportive
of the community development efforts, and
WHEREAS, this Plan is consistent with and complements the
Cortlandville Land Use Plan which has been endorsed by the
local governing board, and
WHEREAS, Endorsement of this Plan may result in additional
money being made available to County communities for a variety
of programs under the Housing and Community Development Act
of 1977, now therefore be it
RESOLVED, that the Regional Housing Plan is hereby endorsed,
including the implementation activities and strat6gies set
forth, and be it further

4371 North Homer Avenue, Cortland, New York and that the
Town shall repair and maintain said highway forever.

Supervisor Nadolski apprised the board that Mr. Walter
Tennant, Superintendent of Highways for Cortland County, haSS.O.S®
approached Mr.,Carl Eaton about the intentions of the town program
in regard to the repairs to be done at Lime Hollow Road and '
Stupke Road in the Town of Cortlandville® Mr. Tennant requested
a letter of intent from the Town. Supervisor. Nadolski has
submitted a letter of intent to Mr. Tennant.
Supervisor Nadolski presented a copy of the Engineer's
report for the year 1977• He asked that anyone interested Engineer's
please read the report. Mr. Nadolski requested that each report
Board Member peruse the report.
Supervisor Nadolski reported that the. total monies
paid the engineer for the.year 1977 amount to $24,632.31.
The board might wish to.consider hiring an engineer exclusively
for the town business.
Supervisor Nadolski presented the following report of the
activities for the Justice's office for the month of January

$59601.12 turned over to the State Comptroller in fines
and forfeitures.
Supervisor Nadolski presented the Supervisor's Monthly
report for the month of January. A•copy of this report Supervisor's

Yearly Report, he stated that this report had been prepared Supervisor;
by the bookkeeper. A copy of this report is on file in the report

Supervisor Nadolski apprised the board that -:Mr. Fred Walker
should be present at.the-time.any-manhole covers are removed
in the'Town of Cortlandvilie, as Mr. Walker is the water and
sewer superintendent for the Town.

at $14000.00.
Supervisor Nadolski presented'sote highlights in
Well#3 regard to.the situation existing at Well #3., The
responsibility was split'between two contractors thus
making'it difficult'to determine who was responsible
for the damage -to the pump:' Motion, was made by.Councilman
Manning, seconded by'Councilman Thorpe that Councilman ,
Pierce should continue in his research of this situation
and- help to expedite- the culmination of - this problem.
Supervisor' Nadolski reported that on Friday, February
24 the pump in Well #2 broke•doWh '.On Saturday -.morning
Well #2 an emergency meeting was called As a resuit'of this
meeting Mr. -Ray Randolph was called to pull the pump.
Councilman , Pierce- made ' a; recommendation - that a,state of
emergency be declared for Well #2 so the pump -can be
repaired as soon as possible.

cost to be $3,771.00, which includes an improvement
in the placement of the pump'in the'well casing.

Supervisor Nadolski apprised the board that a conference
is to be, held between Mr. Falter of C.O. Falter Construction Well#3
Co., Mr. Nadolski and a respresentative of the.Layne Company -
to discuss a guarantee for the pump in Well'#3. Mr. Nadolski
will report the result of this meeting at thenext scheduled
Town Board meeting. '

Supervisor Nadolski read a letter from Attorney Ted
Hoffman in relation to the electrical code in the Town
of-Cortlandville. A new company, Atlantic Inland, has
expressed a desire to be approved as official inspectors
of- elecrical work in the Townof Cortlandville. Town
Attorney, John Gardner has advised the board that an
amendment is necessary,to the existing code, -to allow
this. A public hearing must be held before an amendment
can be made.

AN AMENDMENT TO THE ELECTRICAL CODE.FOR Public

BE IT RESOLVED, that a public hearing is to be held
on April 5,-1978 at 7:30 P.M. at the Town Hall,
15 Terrace Road, Cortlandville, New York. This
hearing will be held in regards to a proposed
amendment to the electrical code for the Town of
Cortlandville. Town Att®rney,.John Gardner will
take care,of all necessary steps to have this
hearing publicized.

Supervisor Nadolski reported that the Town of
$409000.00 Cortlandville has received a cut of $40,000,00 in
cut in the budget for 1978.. This- cut is, due• toT a nowformula.
tax revenues used by the County, in figuring , sales tax -revenues.
Supervisor,Nadolski,reported that -an application
Fairfield has been :received from Mr... Robert 1'r1mo'..for_ :four.,
apartment buildings at'Fairfield Heights. •Plans,and
Heights maps have been submitted. These plans must be returned
to the Cortlandville. Planning Board for further review.
This matter was tabled at this time.
Mr, James I,aFever,'Fire Coordinator for the County
James of Cortland gave a report of the progress of the new
LaFever house numbering system being adopted by the' -County.
House numbers will be assigned on a grid system.' -
Mr. LaFever stated that it is the responsibility of
each municipality to' -appoint someone''to'distribute-the
house numbers: Th6sTown clerk of the'Town`of. Cortlandville
has been assigned to -do -this.
Councilman Pierce apprised the board that he has
Addressographbeen advised of the availability of a rebuilt addressograph
to be used in the preparation of the water and sewer
bills.; The cost of,this machine would-be about $225.00
and the plates are .25 each. It was.th'e consensus of the
board that the price of a new machine be compared'with
that of the rebuilt and both alternatives be considered.
Mr. Pierce agreed with this and will report on this matter-
at a later date.
Water and Sewer Superintendent, Fred Walker,Sr.,
Remote requested that the board consider the purchase of remote
readers meter readers for the water department. These remote
readers can be purchased for about $15.00 each and they
constitute a large-savings'of t'i"me in reading the meters.
This matter is -being considered at this time.

he has received some, -regarding parking in the

informed the board -many factors must be considered before
anything can be done to enforce laws in this situation.
This matter was tabled at this time.

district in the Town of Cortlandville has asked for board 90 Min
approval to hold a ninety minute variety show for the purpose variety
of raising funds for the district. show

BE IT RESOLVED, that authorization is hereby given for the
Citizens advisory committee for the proposed fire district
in the Town of Cortlandville to hold a ninety minute -variety
show in May of 1978. The purpose of this show is to
raise funds for the proposed district. All profit receipts
to be turned over to the town supervisor.
There being no further business, upon motion by Councilman adjourn
Manning, second by Councilman Thorpe, all vot,;aye'.1 the meeting
was adjourned at 9930 P.M.
