SPECIAL MEETING
tA. special meeting of the Town Board was held on
Thursday February 23,'1978. The special meeting was
called by the Supervisor to inform the board and the town
residents of the developments regarding the new sewage
treatment plant in the City of Cortland.
Board members present: Supervisor Nadolski, Councilman
Warren Manning, Councilman Ray Miller and Councilman Melvin
Pierce. Councilman Raymond Thorpe was absent.
Others present were: Town Clerk, Pauline Parker,
Town Assessor, Robert Wells; Town Attorney, John Gardner;
® Legislators Delmar Palm and Henry Wadsworth, Newsreporter
Skip Chapman. Special guests present were: James Feuss
and Mr. John Curtis.

The meeting was called to order by Supervisor Nadolski.
Supervisor Nadolski apprised the board that one meeting one meeting
a month of'the Town Board should be sufficient to take care
of town business and he asked the consensus of the board in per month
this matter. Mr. Nadolski stated that this was the original
intention when he took office, the public had not been pnoperly
informed of this and Mr. Nadolski apologized for the oversight.
Mr. Richard Patrick, a resident of Isabelle Drive asked.the
board the reason this special meeting had not been publized.
He was informed that the press had been notified seventy-two
hours in advance, as is required by lava, and apparently it was
an oversight on the part of the media.
The consensus of the board is that one Town Board meeting
a month should be sufficient to conduct Town business.
RESOLUTION # 31 AUTHORIZATION TO HOLD ONE (1) REGULAR TOWN
BOARD MEETING PER MONTH TO CONDUCT TOWN BUSINESS.
Motion by, Councilman Pierce, seconded by Councilman
Manning.
Votes: Councilman Manning, ayes Councilman Miller, aye;
Councilman Pierce, aye; Supervisor Nadolski, aye.
Adopted.
BE IT RESOLVED, That authorization be and it hereby
is given to hold one regular town board meeting per
month for the purpose of conducting town business.
Said meeting to be held the first Wednesday in each
month.
Supervisor Nadolski apprised the board that the
primary reason for this meeting is to allow Mr. John Curtis,
Engineer for the City of Cortland -and Mr. James Feuss, Senior
Paablie-Health Engineer for Cortland County to present a Sewer
comprehensive report on the development of a plan concernipg
the disposal of waste water from the Town of Cortlandville
and the City of Cortland into the,a,hew sewage treatment plant
in the CitSK of Cortland. The meeting was turned over to
Mr. John Curtis.
Mr. Curtis highlighted the development of the plan
as follows:
1. A draft ordinance has been drawn up, however at
the present time, it cannot be distributed to the
public. Revisions required by the Environmental
- Protection Agency- must be made and must be
accepted.by the.Common Council of the City of
Cortland to make it an official ypart of the
city code of ordinances.

f. federal industrial cost recovery.
2. An annual report has been compiled showing the estimated
costs of ,operation and maintenance and costs of local
debt for the first fiscal year.
A recommendation has been.made to bill the Town of Cortland-
ville as a whole. The town,, using federal guidelines will
in return bill the residents.

Recommendation has been made to bill sewage use by units.
Single Family dwelling: 1 unit -
Double Family dwelling: 2 units Etc.
One filed Lot to be billed one local debt unit only.
In the Town of Cortlandville, a significant discrepancy
was found in a house to house waste water volume taunt.
Mr. James Feuss requested the permission of the board, for
the Health Department and for the Department of Public Works
in the Citjc of Cortland, to remove manhole covers in the
Town of Cortlandvillein an attempt to locate sources of
possible infiltration into the line:

manhole covers Motion by Councilman ManViing, seconded by Councilman
Miller.
Votes: Councilman Manning, aye; Councilman Miller,aye
Councilman Pierce, aye; Supervisor Nadolski, aye.
Adopted.
BE IT RESOLVED, That authorization is hereby given
The Cortland County Health Department and the Department
of Public Works of the City of Cortland to remove
manhole covers in the Town of Cortlandville.
BE IT FURTHER RESOLVED, That said manhole covers will
be removed only after notification has been given to
the Water and Sewer personnel of the Town of Cortlandville.
RESOLUTION #33 AUTHORIZING MELVIN PIERCE TO ACT AS
COORDINATOR FOR THE TOWN OF CORTLANDVILLE
IN THE REMOVAL OF ANY MANHOLE COVERS IN,
SAID TOWN.
Motion by Councilman Manning, seconded by Councilman
Miller.
Votess Councilman MannT`ng, aye; Councilman Miller , aye;
Councilman Pierce, aye; Supervisor Nadolski, aye.
Adopted. `
BE IT RESOLVED, THAT Mr. Melvin Pierce be and he hereby
is authorized to act as coordinator for the Town of
Cortlandville in the removal of any manhole covers
in said town.

Mr. Melvin Pierce asked when the first billing would be
for the Town of Cortlandville-under this new plan.
Mr. Curtis stated that he could not, at this time, give a
specific date as the report must first be adopted by the
Common Council of the City of Cortland.
Mr. Pierce asked the present status of development of
the proposed Cortland County Sewer Agency. Mr. Curtis stated
that in his opinion it would be at least eight to.ten months
before the agency would be authorized to spend any money.
Mr. Pierce asked, if the agency is formed, what becomes
of existing trunk sewers in the Town of Cortlandville. Mr.
Curtis stated that any existing trunk sewers become the
responsibility of the County Agency. Collectors sewers, however,
remain the responsibility of each municipality.
Town Attorney, John Gardner asked what was to be done
about the existing contract with the City of Cortland, as
a payment is due on that contract on April 19 1978.
Mr. Curtis stated that Mr. Frank Taylor, former Supervisor
for the Town of Cortlandville, had signed a letter of intent
when the program was in the planning stages. The City will
assume that this letter would necessitate the renegotiating
of a contract math the Town of Cortlandville.
Mr. Gardner asked what was to be done about the contract
between the Town of Cortlandville and Smith Corona Marchant.
Mr. Curtis stated that the program should not affect this contract.
The City of Cortland must negotiate with Smith Corona regarding
their part in the program.
There being no further business upon motion by Councilman
Manning, seconded by Councilman Miller,';4ll..-voting aye, the
