M . at - he Dryden Town Hall on the 4th day of January , 19 72 . Present were Supervisor McCord , Councilmen Gridley , Cotterill , Tarr and Webb . RESOLUTION #1 ZONING ENFORCEMENT OFFICER Councilman Tarr offered the following resolution and asked its adoption . RESOLVED', that this Board appoint Sibley Stewart as Zoning Enforcement Officer for the year 1972 at a salary of $ 8 , 200 . 00 . 2nd Councilman Gridley Roll Call Vote - all voting YES RESOLUTION #2 TOWN ATTORNEY Councilman Gridley offered the following resolution and asked its adoption . RESOLVED , that this Board appoint Helen Amdur as Town Attorney at a salary of $4 , 000 . 001for the year 1972 . • 2nd Councilman Webb Roll Call Vote - all voting YES RESOLUTION #3 RECEIVER OF TAXES & ASSESSMENTS Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED , that this Board appoint Rosemary Stelick as Receiver of Taxes & Assessments at a salary of $ 1 , 700 . 00 . for the year 1972 . 2nd Councilman Tarr Roll Call Vote - all voting YES RESOLUTION #4 HISTORIAN Councilman Tarr offered the following resolution and asked its._ adoption . RESOLVED , that this Board , upon recommendation by Rosemary Stella , Clerk , appoint Mrs . Jean Ryan , Mrs . Ruth Hanford and Mrs . Barbara Ensign as Deputy Town Clerks for the year 1972 , at a rate not to exceed $ 2 . 25 per hr . - - 2nd Councilman Gridley Roll Call Vote - all voting YES RESOLUTION #8 DEPUTY TAX COLLECTORS Councilman Cotterill offered the following resolution and asked its adoption RESOLVED , that this Board , upon the recommendation by Rosemary Stelick , Clerk , appoi nt Mrs . McCord - Supervisor Rosemary Stelick - Town Clerk 1 • 188 January 11 , 1972 Minutes of the Regular Monthly Meeting of the Town Board of the Town of D ryden held January 11 , 1972 , at the Town Hall , commencing at 7 : 45 P . M . Present were Councilmen Gridley , Webb and Tarr , Attorney Amdur and Zoning Officer Stewart . Councilman Cotterill arrived late . Absent Supervisor McCord . Meeting was called to order and opened with the Pledge Allegiance to the Flag . Councilman Gridley presided as Deputy Supervisor in the absence of Supervisor McCord . Mrs . Schickel was unable to attend the meeting to report on county matters . " CITIZENS PRIVILEGE OF THE FLOOR G erard DeCelles was present to report that Youth Court has two cases pending . The Jaycees have agreed to support the Youth Court Bill to the State L egislature and requested that the Town Board lend their support ) This was 0 h eld pending the next time the board meets . COUNCILMEN PRIVILEGE OF THE FLOOR Councilman Webb critized the management of the landfill site on Caswell Rd . H e said they are in the 2nd field already and that means there will be just two fields left . He said it appears that they are not going deep enough. From his observation , they will run out of space in 4 to 5 years . In other business , Councilman Webb reported that he has seen a map of the latest proposed new Route 13 and it follows generally the lines that the Town Board proposed , in accordance to what the County Planner proposed . Councilman Cotterill urged passage of the latest proposed snowmobile amendments . It was noted that the lack of snow has made it impossible to h ave the test run at the t . v . antenna tower . Attorney Amdur said there is no time limit re action on the amendments . It was decided to set a special meeting to discuss this further and in the meantime hope that a test can be run . ATTORNEY Attorney Amdur reported on progress made in various cases . She appeared in the Appellate Division on Mr . Pichel ' s appeal of Judge Sloan ' s decision and the Appellate Division unamiously confirmed Judge Sloan ' s decision indiciating among other things that Mr . Pichel did not have a non- conformi=ng use of the property in question , and the attack on the constitutionality of the ordinance was premature until such time as he applied for a building permit . Another matter pending is drawing a temporary restraining order signed by Judge Bryant . On Mr . Furman , he brought proceedings to halt. proceedings in Justice Court and to set aside the Zoning Officer ' s ruling that no building permit should be issued . Mr . Furman will have to first exhaust his remedies by g oing to the Board of Zoning Appeals . There is no question ' that he is not permitted to use the building for commercial purposes . ZONING OFFICER Zoning Officer Stewart reported that he gave his yearly report to the Supervisor . There was some discussion of the Shulman Trailer Park in the event of new ownership and the rules and regulations they would have to comply with . TOWN CLERK : N othing to report this month , CORRESPONDENCE Memorandum from Frank Liguori requesting that designation of county roads for snowmobilers be discouraged . Adjourned 8 : 35 P . M . Lewis Gridley , Deputy Supervisor Rosemary Stelick , Clerk 4 • 190 PUBLIC HEARING January 25 , 1972 Public Hearing was called to order at 7 : 30 P . M . by Supervisor McCord at the Town Hall . Present were Supervisor McCord , Councilmen Tarr , Webb , Gridley and Cotterill , Attorney Amdur and Zoning Officer Stewart . Supervisor McCord reported that the purpose of this hearing was the request by John Arnesen for the purpose to add a show room to his present business , Cycle City , on Dryden Road . Mr . Arnesen reported that he plans to enclose the porch on the left hand side of the front of then building and on the other side will be the show ✓ oom . The proposed size is 12x30 foot . It meets all the set backs and he guessed about 30 feet from the back property line . At this time Supervisor McCord asked if there were any questions or 411 comments in this regard . Being none , the Public Hearing was decl red closed at 7 :: 40 P . M . Supervisor McCord asked the Board if they wished to make decision now or reserve decision . Consensus of the Board was to make decision now . RESOLUTION # 33 GRANT SPECIAL PERMIT Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED , that this Board grant the Special Permit to John Arnesen for the purpose of building a show room at Cycle City in accordance to his application . 2nd Councilman Tarr Carried At this time Supervisor McCord readjourned the Board Meeting and called it to order . The first i.tem ' .was . the request by Youth Court to support the Youth Procedure Bill ( # 5992 ) . The purpose of the act is to enable judges and probation o fficers to utilize peer judgement in handling juvenile defendants , to ✓ educe the stigma of a conviction record on young defendants , to add peer pressure or understanding in the adjudication of juvenile offenses , to give teenagers a significant measure of responsibility in the adjudication and rehabilitation of young offenders , to help train teenagers in respect and understanding of the law , and to bring the " adult system " andl youth concern together into meaningful involvement . Mr . DeCelles was present to explain this to the Board . RESOLUTION # 34 SUPPORT YOUTH PROCEDURE ACT # 5992 Councilman Gridley offered the following resolution and asked its adoption . RESOLVED , that this Board endorse the Youth Procedure Act 5992 and send copies to the Chairman of the Judiciary Committee , Constance Cook and Senator Smith . 2nd Councilman Cotterill Carried RESOLUTION # 35 APPOINT BARBARA CALDWELL - PLANNING BOARD Supervisor McCord offered the following resolution and asked its adoption .
