AUGUST 10 , 1971 Minutes of the Regular Monthly meeting of the Town Board of the Town of Dryden held August 10 , 1971 , at the Town Hall , commencing at 7 : 55 P . M . Present were Councilmen Gridley , Cotterill and Webb, Zoning Officer Stewart and Attorney Amdur . Absent : Supervisor McCord and _ Councilman Tarr . The Meeting was called to order by Lewis Gridley , Deputy Supervisor . The Meeting was opened with the Pledge Allegiance to the Flag . Roll Call was by the Town Clerk . . Deputy Supervisor Gridley asked the Board if there were any corrections or additions to the Minutes of July 13th Board Meeting , Minutes of. the 411 Public Hearings of June 10th , June 29th and July 27th . Attorney Amdur requested that the Town Clerk delete a sentence from her report of July 13th , as follows : " she said she would like it to be as a violation " and add the following : " she said in her opinion there is a violation " . Pg . 152 . RESOLUTION # 102 APPROVAL OF MINUTES Councilman Cotterill offered the following resolution and asked its • adoption . RESOLVED that the Minutes of the Regular Board Meeting of July 13 be approved as corrected and that the Minutes of the Public Hearings of June 10th , June 29th and July 27th be approved as distributed by the Town Clerk . 4 : 2nd Councilman Webb Carried COUNTY BRIEFING Gary A . Lee was present to report . Rural Supervisors : They are continuing these meetings with the Rural Representatives . They had Howard Stevenson at the last meeting and they talked on the subject of who established . policies for open and cutting of county highways when putting in a water and sewer district . He noted that Mr . Stevenson was willing to meet with the West Dryden citizens and discuss the road problems and suggested that Jeanne Vanderbilt set up the meeting . Welfare Budget : Approximately one million dollars short for this fiscal year . There was discussion on weeding out the chiselers . County Budget : The guideline is to " hold the line " . Data Processing : September 9 will be the last day to receive bids from companies . They hope to have a report from Touschet Corp . by the end of the month . Hospital Clinic : Reminded people that the service of the out - patient clinic is operating on a 16 hour a day basis . This service is extremely beneficial to people who do not have a gen . practitioner or needs medical help in emergency . Drug Co - ordinator : Have authorized this position to be contracted with the Mental Health Clinic through Child & Family Services . He thinks they will move on three fronts : ( 1 ) education ( 2 ) rehabilitation and ( 3 ) enforcement . He urged that towns and villages In the county be solicitatedt for funds to help support this program . Reapportionment Committee : Must be appointed for the County Charter . This committee will have to come forth with a plan for 1973 elections . The problem is elgibility of voters caused by lowering the voting age to 18 . Current plan is based on adult population . Sales Tax Committee : Will study the sales tax situation . Suspect a lot of tax is being credited to Ithaca from people who have Ithaca R . D . mailing addresses and do not live in Ithaca . The appropriate credit is not rendered to the municipality that should receive the credit , but to Ithaca . County Sewer District : Is noig a portion of Sapsuckerwoods . Receiving some static from the Cayuga Lake Basis Board . County still planning to buy the Cayuga • Heights plant . County Property damage : Representatives passed a resolution whereby they are offering4500 reward for information resulting in the arrest and conviction of persons causing damage to county property . Boardman House : On ice at this point . Community College : Held a joint I meeting with Tompkins County , Cortland County and Board of Trustees on the latest updating of the plans . The total cost will be 14 . 2 million with Cortland County spending 1 million toward the cost and Tompkins County share will be about 2 million . The size of the building will be approximately 600 x 250 wide . It is expected to be open by September 1973 . He reported that the other county representatives are unhappy about the town and village of Dryden being non- cooperative in terms of living up to their honor of delivering water and sewer services to the college . The cost of sewer easements was discussed and the possibility of the county buying property for the sewer and water lines as being the cheapest means . Ed Sweetland from the Village Board was present and said there seems to be a misundera standing as they are getting together with Sam McNeil this Thursday to 155 PUBLIC HEARING July 27 , 1971 Public Hearing was called to order at the Town Hall by Lewis Gridley as Chairman at 7 : 30 P . M . Present were Councilmen Gridley , Cotterill , Webb and Tarr . The purpose of the Hearing was the application of White Advertising to double - face an existing sign on the Arthur Anderson farm on Route 13 , north of the Village of Dryden . Mr . Stairs indicated he saw no harm in having the sign double - failed . Mr . Anderson recommended same . Mr . Yobb of White Advertising stated lighting would be from the bottom as per sign presently facing northbound traffic . "' Being no other discussion , the Public Hearing was closed at 7 : 45 P . M . Supervisor McCord and Attorney Amdur entered at this time . Open discussion followed re : zoning changes , voting on zoning , etc . Decision was reserved . PUBLIC HEARING . July 27 , 1971 Public Hearing was called to order by Supervisor McCord at 8 : 10 P . M . The purpose of the Hearing was the application of Mr . Blodgett to expand his present business at Webster Cleaners on Dryden Road . Mrs . DeGroff talked of the noise problem with snowmobiles at night . She felt there should be established reasonable business hours . 1 RESOLUTION # 101 DISMISS THE APPLICATION 1 . i , Councilman Gridley offered the following resolution and asked its doption . RESOLVED that the application of Mr . Blodgett be dismissed on the grounds of his non- appearance at the hearing ; he having been made by mail aware of said hearing including time and place . 2nd Councilman Cotterill Carried Once again Mrs . DeGroff talked of the noise problem re snowmobiles and other cycles . . I Meeting Adjourned Chahles G . CITIZENS PRIVILEGE OF THE FLOOR J eanne Vanderbilt noted that she had missed a few meetings and she noticed Highway Supt . Case was not at this meeting . She wanted to know what had h appened and if he was invited to the meetings . The Board reported that Supervisor McCord had invited Highway Supt . Case to the Board Meetings but he has not appeared . Wayne Sherwood from Youth Court reported that a group of their members w ill be touring to various towns in the State in support of the bill that w ill be presented to the legislature in January . He asked the Board if they could have another key to the Town Hall as they could not always Iget in as their advisor arrives'. late and sometimes not at all . The Board ✓ efused him a key and specified that there must be an adult in the building at all times . Deputy Supervisor Gridley said there seems to be lack of communication between the advisor and the students and they must o • get this straightened out between themselves . Councilmen Privilege of the Floor Councilman Cotterill reported that the directory is now at the printers and expressed hope that it will be available to the public by the end o f August . He said they plan to sell the directory to merchants and the public to help offset some of the costs . Councilman Webb ask the Zoning Officer what was being done about the signs on the Pine Tree Farms . Zoning Officer Stewart reported that they had asked for more time and they were taking more time than he ( zoning officer ) expected . He reported that a call had come in from the Sign Company during the week and they informed the Town Clerk that they would be placing the signs back as they were before the hearing . To date n othing has been changed according to the Zoning Officer . Councilman Webb urged legal action . Zoning Officer Stewart said he would turn the violation over to the Justice Court . ATTORNEY Attorney Amdur reported that the Pichel case will move to the Grand Jury on the grounds that we are prejudice against him , it should come up in October . The Judge ruled on the Furman case and it was dismissed . Attorney Amdur reported that we had received a deed dated January 8 , 1971 , for some roads in the Gilmore subdivision off Ellis Hollow Road . She ✓ eported that Highway Superintendent Case had approved the roads as did the Planning Board . There was ample discussion on the way this was handled by the Gilmores and their attorney . RESOLUTION # 103 ACCEPT ROADS Councilman Webb offered the following resolution and asked its adoption . RESOLVED that the Town accept the dedication of roads from Frank and Mary Lee Gilmore , as follows : part of Eagles Head Road , part of Woodland Road , part of Hunters Land and Deer Run ; dated July 28 , 1970 and recorded in the County Clerk ' s Office January 8 , 1971 , and be it noted that this deed was inadvertently recorded by the attorney for the Gilmores prior ' to the approval of the Town Board . - ' 2nd Councilman Cotterill Roll call vote - all voting YES ZONING OFFICER . Reported that he has issued 22 permits this past month ; 117 vs 136 a year ago . Three violations reported . Two variances granted by the Zoning Board • of Appeals . CORRESPONDENCE Deputy Supervisor Gridley read a letter from Mahlon Perkins who submitted his resignation as Chairman of the Dryden Drug Council as he is going to law school ; In his letter he recommended Ronald Alexander for the position and said he has talked with Mr . Alexander and he agreed to take this po § ition . RESOLUTION # 104 RESIGNATION - MAHLON PERKINS Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED that this Board accept the resignation as of this date of Mahlon Perkins as Chairman of the Town of Dryden Council for the Prevention of Drug Abuse and the Board thereof convey their thanks . 2nd Councilman Webb Carried 158 RESOLUTION # 105 APPOINTMENT - RONALD ALEXANDE Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED that this Board appoint Ronald Alexander as Chairm n of the Town of Dryden Council for the Prevention of Drug Abuse for the term August 1971 through September 1972 . 2nd Councilman Webb Carried Councilman Gridley read a resolution from the Village of Dr den whereby the Village charges Tompkins County with the responsibility of all damages incurred as a result of the installation of a smaller bridge on Mill Street . This ' was discussed and Ed Sweetland said he did not now the exact measurements of the old bridge but that it was larger han the new bridge being built . He said he would call the measurements i to the Town Clerk . RESOLUTION # 106 HIGHWAY BILLS Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED that the Highway Bills be paid as audited . 2nd Councilman Webb Roll call vote - all voting YES RESOLUTION # 107 GENERAL BILLS Councilman Webb offered the following resolution and asked its adoption . RESOLVED that this Board authorize Justice Hoagland to attend t e State Magistrate Association Meeting in Ellenville on September 13 , 14 and 15 . 2nd Councilman Webb Roll call vote - all voting YE OLD BUSINESS It was discussed that the Board should try to get together befo e the end of the month to make a decision on the application of Matthew Yob of White Advertising to double - face a sign . Nothing was decided . Attorne Amdur said she would check into the time period for making a decision . NEW BUSINESS : None September 14th Board Meeting will be at Houtz Hall in Etna commencing at 7 : 30 P . M .
