Present were Supervisor McCord , Councilmen Gridley , Cotterill and Tarr , Attorney Amdur and Zoning Officer Wells . • Supervisor McCordc: reported that the purpose of the Public Hearing was to h ear from Rocco Lucente regarding his request for a Special Permit to . establish a mobile home park on Upper Creek Road in Etna . Mr . Lucente displayed his plans to the Board . The sewage lagoon has been approved by ° the Health Department . He still must drill two wells to satisfy the Health D epartment . The lagoon size is 500x500 and is located on the east side of "' Caswell Road . Requirement is 1200 feet all around the lagoon . It will flow into the creek by Werninck ' s property . Dikes will be 8 feet high , 40 feet wide at the bottom tapering off to 8 feet across the top . There will be about 4 mobile homes per acre , 168 in all . Eight per cent of the land will be devoted to green area . He has a 25 foot strip of green area all around the park . There will be one entrance and exit . Mr . Peter Curtis was present and expressed concern about only one entrance . Mr . Lucente explained that the road will be 50 feet wide . Mr . Curtis recommended strongly that there be a separate road on Upper Creek Road . Mr . Lucente agreed to comply with this request if the Board so desired . The trailers will be in the $ 6 , 000 . class and each mobile home owner will be required to have a storage shed and maintain the lawn . Being no further questions , Mr . Lucente thank the B oard and asked if a decision would be reached tonight . Supervisor McCord assured Mr . Lucente that a decision would be reach tonight and he would be notified by the Town Clerk . Adjourned at 7 : 35 BOARD MEETING Supervisor McCord called the regular Board Meeting to order at 7 : 40 P . M . The meeting was opened with the Pledge of Allegiance to the Flag . Supervisor McCord asked the Town Board if there were any corrections or additions t 0 to the Minutes tes of the April 14th Board Meeting . RESOLUTION # 94 APPROVAL OF APRIL 14th MINUTES Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED that the Minutes of the April Board Meeting be approved as sent out . 2nd Councilman Tarr Carried COUNTY BRIEFING - County Representative Lee reporting : Water Agency : Has not convened officially . We can expect to see some inter - esting announcements soon . County Sewer : Cayuga Heights sewer will be purchased . The plan then is to include north to Asbury Road in Lansing east to the Town of Dryden . County Representative Lee has asked that Route 366 back to Turkey Hill be included . Refuse : It is expected to meet the June 1st deadline . The Landstrom site will serve the southern part of the County and the Town of Ithaca . It will be managed by Tompkins County . Caswell Road is a prime site as well as Groton and West Dryden Road . Mr . Lee feels confident that Caswell Road will be the likely site . This will serve Lansing , • Village of Cayuga Heights and the Town of Dryden . The open face tops in the Towns will be closed as soon as the County goes into the refuse business . Expanded Medical facilities : Mr . Lee explained that there will not be a new IIIhospital built as seems to be the opinion of many people , this is not the case . Tower & Wood have been hired at a cost of $ 45 , 000 to try and incorporate ' existing facilities with expanding facilities . Supervisor McCord asked Mr . Lee if this group was going to meet with the Towns and Mr . Lee said he didn ' t think so . Supervisor McCord requested Mr . Lee make the suggestion that this group meet with the Town Board . Licensed Practical Nursing Program : The State Education Department may mandate that the curriculum be broadened and the academic standards be upgraded now that the Community College will be taking this program over . The opinion is that they want to continue the program as it has been in the past when under BOCES . XRay School : This training will be conducted at the hospital . Budget Formulation : Procedure is basically the same . Court House : Renovation has begun . The first floor will be judicial and the basement will be county clerk orientated . County Planning Group : These appointments will be coming soon . Assessment Department : A reminder that Grievance Day is coming up in June . Mr . Mr . Lee has been ✓ eceiving weekly progress reports from Tom Payne . County Narcotic Committee : This committee has been established . Mr : Corina is the Chai . man . Supervisor McCord asked what is the relationship between Town and Count , . Mr . Lee said we will have a Town Committee as well as a County Commi tee . Suggestion : Mr . Lee suggested that it would be a nice gesture on the par of the Town to offer our trucks to the Tompkins County Highway Departmen for a clean up . CITIZENS PRIVILEGE OF THE FLOOR : Mrs . Helen Amdur spoke on a meeting that was held by the Tompkins County Narcotic Guidance Committee at the Court House . Mr . Corina . uggested that each Town have either a Committee or Council . The County Committee is not in a position to spread itself thin all over the . Coun ' y . They suggested that the committee or council have an attorney , a clergyman and three members . Should have two people to represent the town at the county level . Need appointment by Town Board to get funds . Traini g will be 411 by New York State representative , not known when available . lysses has n otified New York State representative for training and they expect the ✓ epresentative May 20th at 7 : 30 on the County Committee . Anyone is welcome to attend . We can continue with the committee or establish a Town Committee . Mr . Amdur spoke in behalf of the Seventies House in the Villate as being a ✓ eal asset to the community . She , along with her family , has isited the " Seventies House " . The intention is to set out a more meaningful approach to kids ; that have had doors shut in their face all their liv - s . These children are engaged in activities to maintain the premises . She personally w ould support the " Seventies House " . Mr . Leonard Snow was present to request ° that a Narcotic Coun it he . formed in Dryden . They have held three meetings to date and elected Leonard Snow as president for one year , and they have committees . Tht emphasis is on the educational aspect . Policy adopted by the school is that the attitude is not going to be very lenient . They are aware of more than ' 0 but less than 30 drug users at this time . A tentative list of doctors will me put before the Board . They need funds for contests , educational materials , etc . The Council will work with the Town Board . There has been excellent cooperation from organizations to put on programs . Supervisor McCord is . tery con - 111 cerned about this and will spend some time to study the situa ion . Mr . Snow explained that this group consist of a community group started by the Kiwanis . They have enrolled eight of their people in the May 15th school . To date they have only shown movies and had lectures at the school . Mr . Snow strongly urged support from the Town Board in creati g a council . Rev . Fried and Paul Wissing were present in support of the reputation of the " Seventies House " concerning rumors of kids smoking marij ana in the " Seventies House " . Rev . Fried said this isn ' t so and he feel - these rumors are damaging to the reputation of the Seventies House . This • lace is supported by the Methodist Church and is to keep these kids o f the street . The kids are working very hard to maintain the place and pay or the rent . It is hoped that it will give a more meaningful approach to life . They have the very best of chaperons according to Rev . Fried . Mrs . Arthur Hansen representing the West Dryden Association cot mented that the deed of the church from the Town of Dryden to the Association was not acceptable as the name was not correct . Attorney Amdur asked hat is the correct name and Mrs . . Hansen replied " Greater West Dryden Rura Community Cooperative , Inc . " Attorney Amdur told her to make the correc ion in ink o n the deed and it would be all right . Stephen Shulman was present regarding his proposed mobile home park . He 411 ✓ equested the Board approve the trailer park with the conditio al approval that the sewage plant be approved by the Health Depar ment . He further explained that the water flow is southwest to front culvert . The road will be completely ditched with slues - ways . The water drains naturally in stream and county ditches . Engineer drawing are Ming done n ow . The set backs have been taken care of as per the letter he received from the Town . He urged tentative approval subject to approval from the Health Department . The Board told him that as soon as he recei es his plans and approval of the Health Department , the Town will schedule a special meeting . Mr . Shulman was told to contact the Town Cler . when he had the. Jnecessary papers, and she in turn will notify the Town Board . Mr . Clayton Cranmer requested the Board to schedule a Public Haring for the purpose of getting a special . . permit for the purpose of establishing a mobile home park off Mill Street in Freeville . He wanted to now how many trailers constitute a trailer park . Officer Wells replied that two or more `7 7 29 trailers constitutes a park . It was fi nally agreed that the Spring Road Tour would take ' ' "' "' place Wednesday , May 27 , at 3 : 00 ; and they should all meet at the Town Hall . Councilman Tarr noted that the Planning Board has met with the mobile home park owners and they have a few changes to make and are meeting again the 26th of May . After this meeting , they hope to plan a Public Hearing sometime in June . ATTORNEY Attorney Amdur noted that at last month ' s meeting there was discussion on Ringwood Court becoming a town road . There is a alternate course that is possible for the property owners to form a district , similar to a sewer d istrict , and arrange for the enlargement and widening of the road . Supt . Case gave them the specifications . They will need a survey , engineer and paving contractor . It will be charged off on a benefit assessment basis . It will be quite an undertaking and expensive project . ' Attorney Amdur was g iven the deed of Crystal Drive to the Town from Clinton Cotterill . RESOLUTION # 95 CRYSTAL DRIVE Councilman Gridley offered the following resolution and asked its adoption . RESOLVED that this Town Board accept Crystal Drive in Mr . Cotterill ' s d evelopmental _.. ' . ' : . ■ ' 2nd . Councilman Tarr Carried ZONING OFFICER Zoning Officer Wells has issued about 65 permits to date . Some cases going into court , and some already have been in court . The Zoning Board has informally recommended that the Zoning Enforcement Officer be put on a full time basis . Supervisor McCord will get together with Officer Wells and discuss this matter at length . Officer Wells said he was not' Subdivision Control Officer , Enforcement Inspector and upon recommendation from the Planning Board , Mobile Home Inspector . HIGHWAY SUPERINTENDENT Superintendent Case has looked at the Lewis Street bridge and in cooperation with the Village has cleaned out the creek . He is of the opinion that the bridge does not require any major attention at this time . FINANCIAL REPORT • A monthly financial report of the General Fund and Highway Fund was distributed to the members of the Board for consideration . Supervisor McCord noted that we are in trouble in Water District # 1 . With the outstanding bills against the water break , we are not going to have enough money to pay the bond when it - comes due . The only alternative is Revenue Anticipation Note . Supervisor McCord asked Attorney Amdur what progress she was having with the Insurance Company . Attorney Amdur has called Bill Bailey several times and he just doesn ' t have any answers for her . The insurance company will not pay a third party unless negligence . on the part of the Town , contractors , or engineers can be proven . Supervisor McCord said that he would call Mr . Bailey and tell him that we want a settlement . JUSTICE REPORT April Justice Hoagland $ 923 . 00 April Justice Newhart $ 1298 . 00 • 30 RESOLUTION # 97 HIGHWAY BILLS Councilman Gridley offered the following resolution and asked its adoption . RESOLVED that the Highway Bills be paid as audited . 2nd Councilman Tarr Roll call vote - all voting YES RESOLUTION # 98 GENERAL BILLS Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED that the General Bills be paid as audited . 2nd Councilman Gridley Roll call vote - all voting YES LETTERS ; Attorney Amdur has drawn up a resolution to express the Town Board ' s : opinion on the location of the hospital . This will be held pending if it is decided at a later date as to whether a hospital is to built . s - 7 Supervisor McCord read a letter from Thomas Todd notifying the Board of h is resignation due to his move to the Town of Lansing . Supervisor McCord suggested that Attorney Amdur write a letter to Mr . Todd , on behalf of the Board , expressing their appreciation for his dedication of services to the Town . It was pointed out that it wasn ' t necessary to have a ✓ esolution accepting his resignation because of Town Law . The Board e xpressed surprise that no one had realized this fact . At that time Supervisor McCord announced that the Board would be interested in receiving recommend - ations for the vancancy from all interested citizens of Dryden as well as B oard members and other groups . Councilman Cotterill expressed concern given the period of time that the Board has operated without a fourth board member , that the Board should move as quickly as possible to make such appointment . The Board then decided to hold a special meeting on June 2 in order to consider recommendations and to appoint a new board member to fill out the unexpired term of Thomas Todd . The Town Clerk was told to notify the Board of Elections that a vacancy for Councilman exist on the Town Board . A letter from Marion Schickel was received regarding the dump situation in answer to Mr . McCord ' s question at the last board meeting . D r . Broad has written requesting that adequate leveling compaction and coverage be maintained at the refuse disposal sites . A letter was received from Armand Adams , attorney for Joseph Wetzel . Mr . Wetzel owns a farm on the German Cross Road . He is interested in setting up a mobile home park . His farm is zoned part RB and RC . He is applying for a change of the entire Wetzel farm to a RC zone . Zoning Officer Wells w ill see Mr . Wetzel . The equalization rate is set at 83 . Officer Wells said we are in excellent position in relation to other towns . OLD BUSINESS The contractor has begun to spread topsoil and plant seed . It was noted that Mr . Snow and Miss Frances - still haven ' t signed easements . Town Directory : Supervisor McCord has talked to a couple students and they want a set salary . Councilman Cotterill said he will talk to the Jaycees president about this . Traffic light , corner South George Rd . & Route 13 : It was decided to table this until later . Supervisor McCord requested the Town Clerk to write to the Lehigh Valley Railroad regarding the bridge on South George Rd . NEW BUSINESS Printing of Zoning Ordinance books and map quotations : Cayuga Press $ 54. 0 . 00 Arnold Printing $ 1615 . 00 Wilcox Press $ 495 . 00 The above quotations is for 500 copies , typeset , heavy cover , and map . Councilman Tarr said that for only a few dollars more , 1000 copies could be printed . . 31 RESOLUTION # 99 ZONING ORDINANCE BOOKS Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED that this Board accept the lowest bid for printing 1000 copies of the Zoning Ordinance contingent that the map is printed on both sides . 2nd Councilman Tarr Roll call vote - all voting YES Supervisor McCord noted a request from Charles Downey for a sign at the McClintock Road . This will be referred to Superintendent Case . RESOLUTION # 100 PURCHASE TAPE RECORDER Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED that this Board authorize the purchase of a Tape Recorder for use at all board meetings at a cost not to exceed $ 100 . 00 . • 2nd Councilman Tarr Roll call vote - all voting ip ; i ' RESOLUTION # 101 APPOINT SIBLEY STEWART i "4r ` s#' 691 Councilman Cotterill offered the following resolution and asked its adoptiott4LI RESOLVED that this Board appoint Sibley Stewart as Zoning Enforcement Officer as of June 1st at a salary of $ 5 , 000 . per year on a probationary basis for sixty days . At which time the Town Board will review with Mr .
