Present w ere Supervisor McCord , Councilmen Gridley , Cotterill and Tarr , Attorney . Amdur and Zoning Officer Wells . Absent Councilman Todd . Supervisor McCord opened the Public Hearing with the Pledge of Allegiance to the Flag . Supervisor McCord reported that the purpose ( of the Public Hearing was to hear from Stephen Shulman regarding his application for a Special Permit • to construct a trailer park in a RC zone on Hanshaw Road . At this time Supervisor McCord asked for comments from residents of that area , being n one , he turned the meeting over to Mr . Shulman . He presented a hand • sketched drawing of the proposed trailer park to the Board for consider - ation . He explained that he would be utilizing 7 . 5 acres out of 45 acres o wned by him . He has a package sewer system put together by Westinghouse that has been approved by the Health Department in Syracuse . He has not been approved by the Tompkins County Health Department as yet . He described k ;! he trailer area as being outlined by a fence with trees in front , 25 ' width ;t,mG �� � ; J , 0 width entrance . The trailers will be about 50 ' off the road 10 ' off roperty lines . At this time it was noted that set - back requirements in &ir; I3 , oning require 15 ' side yar'ps and 70 ' set - back from the center of the road . 4u .,.; . t is up to the Planning Board to make recommendations on set - back in . ccordance to the Trailer Park Ordinance . Mr . Shulman noted that he had talked to his neighbor , Ralph Cochran , and he has no objections . Officer Wells commented that he had informed the surrounding neighbors by cards and advertised the Public Hearing in the newspapers . Mr . Shulman further ✓ eported that there will be a park and play area in the center . He expects to have approximately 25 ' between trailers . The trailer lot size is e xpected to be about 75x85 - 90 . He has no provisions for pets except perhaps at the back , undecided at this time . Supervisor McCord thanked Mr . Shulman and told him a :decision would be reached tonight and he will be notified of the outcome . djaurned at 7 : 25 P . M . tqir h1 1 .r : BOARD MEETING supervisor McCord called the regular Board Meeting to order at 7 : 30 P . M . Attorney Amdur presented the deed of the West Dryden Church to the West Dryden Rural Community Association . Hugh W . Chaffin , member of the Board o f Directors of West Dryden Rural Community Association , was the receiver of the deed for WDRCA . Attorney Amdur informed Mr . Chaffin that the WDRCA w as responsible for the cost of recording the deed at the Tompkins County Clerk ' s Office . Supervisor McCord asked the Board if there were any corrections or additions to the March Board Meeting Minutes . RESOLUTION # 83 . APPROVAL OF MARCH 10th MINUTES Councilman Gridley offered the following resplution and asked its adoption . RESOLVED that the March 10th Board Minutes be approved as sent out . 2nd Councilman Tarr Carried COUNTY BRIEFING Mrs . Marion Schickel , County Representative , was present to report on two meetings that had been held by the Board of Representatives since the last III Town Board meeting . Tompkins County Water Agency : This agency was formed o n March 23 and each Town will have one member selected by their Town Board . Court House : Remodeling of the Court House was approved and the County Board of Representatives also approved $ 1 , 000 for restoring the old Court House to us,e for a museum as a historic landmark . Social Services : Cr.. aig . Boniface of Buffalo is the new Commissioner of Social Services for Tompkins County for a term of five years . The Board passed an informal ✓ esolution giving their approval and support to Mrs . Margaret Hughes , Acting Cgirflsioner of Social Services of Tompkins County , for a " beefed up foster home rogram " . Youths would be placed in foster homes in the County rather thanIrn institutions . Industrial Development Agency : The Board rejected a 0 23 :. ; resolution for a Industrial Development Agency which would have the power to issue tax free bonds to help draw new industry to communities and help keep present industry . Nursing Program : The Board approved Tompkins C Cortland Community College trustees to accept the Licensed Practical Nursing Program as part of the fall curriculum . The program is currently sponsored by BOCES . It must also be approved by the Cortland County B oard of Supervisors and the State Education Department . Hospital : The h ospital site has not been decided on yet . Mrs . Schickel stressed that she prefers this side of the lake . It would be easier for people from the Groton and Lansing and , : Dryden areas to get to the hospital if it was built on this side of the lake . The representative from Enfield prefers that the hospital stay at the present site . Even the doctors are not in agreement . Mrs . Schickel suggested letters to the Hospital Board , Board of Representatives and editors stating the preference of the Town Board re building the hospital on this side of the lake . Council - "' man Gridley suggested that the Board make a request on our. position to the Board of Representatives and the Hospital Board . Dump : Supervisor McCord ask if there has been any progress on the dump situation . Mrs . Schickel said things were moving along and expect the problem to be resolved by June 1st . CITIZENS PRIVILEGE OF THE FLOOR Mr . Marion Schickel received a letter from Father Cleary , pastor of the Holy Cross Church . He feels the necessity for a street light at the corner of South George Road and Route 13 ( the new church is located on South George Road ) . In his letter , he also called the Board ' s attention to the poor condition of the bridge on South George Road . It was noted that the person Father Cleary would have to get in touch with is Mr . Fallon , Superintendent of Lehigh Valley Railroad, in charge of repairs to the bridge . Rocco Lucente was present to present his final layout of a Mobile Home Park in the Etna area . He has increased the green area 25 feet all around . The sewer will be of a " sewage lagoon type " so that if the County ever gets public sewer , there will be no trouble in hooking up . There will be one entrance . The Board expressed concern over the traffic situation with one entrance . He will have 168 trailer spaces on 38 acres . He has been to the Planning Board once and he was informed by the Board that he must submit his plans once again to the Planning Board at their meeting on the 23rd of April . RESOLUTION # 84 PUBLIC HEARING - ROCCO LUCENTE Councilman Cotterill offered the following resolution and asked its adoption . WHEREAS , after the Planning Board makes a report from their April 23rd meeting on their recommendations regarding Rocco Lucente ' s application for a Special Permit for a Mobile Home Park , therefore , be it RESOLVED that this Board schedule a Public Hearing to be held May 12th at the Town Hall at 7 : PO P . M . 2nd Councilman Gridley Carried Woodrow Wood was present and introduced Ed Short to the Town Board . Mr . Short was appearing in relation to a request from Mr . Wood for a new bridge on Lewis Street . It is essentiated by the fact that Mr . Short is g oing to build 38 units of townhouses on Lewis Street to be sold . Mr . Short was concerned that the capacity of the bridge is such that it can • not carry the water properly . One side of the bridge is out of level by a foot or more and substantial amount of gravel has built up under the bridge . Mayor Watros was present and stated that the Village Board is IIIjust, as concerned over the bridge . The bridge is in poor relation to the creek - two streams flow in at the throat of the creek . The Town is ✓ esponsible for the bridge , Village is responsible for I�,e banks . Mr . Short further requested the support of the Town Board /�iis request for underground wiring . Councilman Gridley noted that there was no money in the budget for a new bridge this year . . Mayor Watros reported that the telephone company is having trouble locating people because the house numbers do not correspond . When the house numbers w ere changed by the Town , not all people complied with the request to change their number or else they were not informed so they say . Zoning Officer Wells said everyone was notified of their new number ' at the time o f the change . Mayor Watros suggested it might be a good idea tto gets 24 someone interested in publishing „ a directory of the town , possibly the fire departments . RESOLUTION # 85 TOWN DIRECTORY Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED that this Board empower Supervisor McCord to see if he can organize a group of Cornell students to publish a Town Directory . 2nd Councilman Gridley Carried STANDING COMMITTEES : Buildings & Grounds : Councilman Cotterill reported that Mr . Hoagl nd feels the need for additional parking at the Town Hall . Sanitation & Refuse : Councilman Cotterill expressed concern with he • County ' s progress to date . Supervisor McCord reported that Charle Collins has opened his dump and is using it and not using the Johnson Road dump as much . Public Relations : Nothing to report this month . RESOLUTION # 86 MONTHLY SCHEDULE OF MEETINGS Councilman Tarr offered the following resolution and asked its adoption . RESOLVED that this Board authorize one night a month for the foll . wing meetings : Planning Board , Zoning Board of Appeals and Town Board ; and , any additional meetings must be scheduled around other meetings a d trials . 2nd Councilman Gridley Carried Supervisor McCord requested the Town Clerk to keep a monthly cale dar of trials and meetings . Additional meetings must be scheduled with he Clerk . COUNCILMAN PRIVILEGE OF THE FLOOR Nothing to report this month ATTORNEY : Si Attorney Amdur reported that she has written and phoned the Insu ance Co . regard the water line breat at Water District # l , and she has no had much satisfaction . Helen Frances wrote a letter listing the sewer da age and it comes to $ 298 . 4. 5 . Attorney Amdur will make copies and send a copy to Mr . Miller , Compagni Construction , and Town Clerk . She feels we should order about 500 copies of the zoning ordinance and map . She received a call from James Hood of 14 Ringwood Court regarding a tract built by I: elva Cornelius . The road was to be built to town specifications and his has not been done . Mr . Hood requested the Town Board to take action Attorney Amdur explained the Town has no control over this road until built to town specifications . The Town accepts the responsibility of a road w en it is built to Town specifications and deeded over to the Town . RESOLUTION # 87 PRINTING OF ZONING ORDINANCE ; ouncilman Cotterill offered the following resolution and asked its adoption . RESOLVED that this Board appoint Councilman Tarr to look into p ices from printers for 500 copies of the Zoning Ordinance not to exceed $ " 00 . 00 . 2nd Councilman Gridley Roll call vote - all Y 410 ZONING OFFICER Zoning Officer Wells has received word from the State that Work en ' s Compensation must be carried by everyone employed in hazardous cork . A building permit can not be issued without an affidavit or state ' ent to the effect that the homeowner or contractor is insured by order of Workmen ' s Compensation and Labor Board . If the homeownerbb. uilds : lhimseif , Workmen ' s Comp . is not necessary . In other business , a trailer in Varna awned by Mr . Munch is positioned as such that it is not back far enough ; from the highway . Mr . Munch claimed that his hook up was in before zoning went into effect . Officer Wells checked with the City and found that Mr . Munch was hooked up the 27th of October ( one month after zoning went int effect ) . He will need a variance hearing . Zoning Officer Wells further reported that he is having problems with junk cars . Councilman Cotterill noted that the Town Board did not know what the Highway Superintendent ' s plans for the roads this year . Councilman G ridley said that in the past the Town Board has always been taken on a road tour by Superintendent Case . Councilman Cotterill said a couple evenings a week for three or four hours on a road tour with Superintendent Case would be most helpful in knowing what Supt . Cases plans for the t own roads this year . Supervisor McCord is going to check this out with Supt . Case . RESOLUTION # 88 TRUCK PURCHASE 0 Supervisor McCord offered the following resolution and asked its adoption . RESOLVED that this Board authorize the purchase of a 1 - ton cab & chassis truck on state bid for a purchase price not to exceed $ 2 , 500 . 2nd Councilman Tarr & Roll call vote - all YES PETITIONS - ANNOUNCEMENTS - COMMUNICATIONS - FISCAL REPORT Financial Report: Supervisor McCord submitted a financial report of the G eneral Fund , •Highway Fund and Projected Expenses for the year for the Board ' s consideration . RESOLUTION # 89 HIGHWAY BILLS Councilman Tarr offered the following resolution and asked its adoption . RESOLVED that the Highway Bills be paid as audited . 2nd Councilman Gridley Roll call vote - all YES RESOLUTION # 90 GENERAL BILLS Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED that the General Bills be paid as audited . 2nd Councilman Gridley Roll call vote - all YES LETTERS Supervisor McCord read a letter from Zoning Officer Robert Wells . Mr . Wells submitted his resignation as Zoning Enforcement Officer effective immediately as of April 10th . He offered to stay on in a consulting basis until a replacement is found . RESOLUTION # 91 RESIGNATION OF ROBERT J . WELLS Supervisor. - McCord _ = offered the following resolution and asked its adoption . RESOLVED that this Board reluctently accept the resignation of Robert J . Wells as Zoning Enforcement Officer and his willingness to stay on in a consulting basis to help in the duties as Zoning Officer until a replace - ment is found . 2nd Councilman Gridley Carried Supervisor McCord suggested that the Town Clerk call Art Clark of the Ithaca Journal and inform him of the resignation of Mr . Wells and that the Board is actively seeking a replacement . A letter was received from William Deming , District Principal of the • Dryden School . A organ is being dedicated in the memory of Arthur Jackson , Sunday , April 26 at 3 P . M . Everyone is welcome to attend this dedication . NEW BUSINESS Supervisor McCord expressed the importance of the Tompkins County Supervisors Association as a means of keeping communications open between Towns and 26 asked the Board for an appropriation of funds to defray cle . ical expenses . RESOLUTION 92 FUNDS FOR TOMPKINS COUNTY SUPERVISOR SSOCIATION Supervisor McCord offered the following resolution and asked its adoption . RESOLVED that this Board appropriate $ 20 . 00 on the part of t e Town of Dryden to defray the clerical expenses for the Tompkins Coun y Supervisors Association . 2nd Councilman Gridley . Roll call vote - all YES The Board could not give approval of a Special Permit for Stephen Shulman ' s trailer park without additional information . Supervisor McCord asked Attorney Amdur and Clerk Stelickaget together and draft a letter to Stephen Shulman• : requesting that he obtain and submit to the lown Board the following : ( 1 ) An engineer ' s map of the project , including topo :raphy lines , and indicating proposed surface drainage systel which shall be planned so that no adjacent properties are e dangered . ( 2 ) Approval of Tompkins County Health Department . ( 3 ) Setbacks of individual mobile homes shall be esta ' lished as follows : ( a ) Minimum of 15 ' space between individual mobile homes , including accessory structures . ( b ) Minimum of 15 ' from side and rear property li es ( c ) Minimum of 70 ' from center of Hanshaw Road ; Supervisor McCord asked that he be the member appointed to represent Dryden to the newly formed Tompkins County Water Agency . There was no objection . RESOLUTION # 93 RECREATION - Councilman Gridley offered the following resolution and asked its adoption . ' McCord - Superviso.r Rosemary Stelick - Town Clerk 127 PUBLIC HEARING PROPOSED MOBILE HOME PARK ORDINANCE April 6 , 1971 Supervisor McCord called the Public Hearing to order at 7 : 35 P . M . , at the Dryden Town Hall on the 6th day of April , 1971 . Present were Supervisor McCord , Councilmen Tatriand . Webb , Attorney Amdur and Zoning Officer 4. Lill Stewart . Also present were Robert Relyea , Donald Portzline , Mrs . Ross ,+ ,� +; Gerbasi , Walter Schwan , Donald McKee , L . B . Hardesty , George Tatman from ` r1 1-t .rf. the Town of Groton , Mrs . Barbara Caldwell from the Planning Board and , r,, i ��;; Arthur Clark from the Ithaca Journal . Absent Councilmen Gridley & Cotterl ` W `C` the proposed Mobile Home Park Ordinanc Supervisor McCord said that they would go through / `; point by point and . see if there are any questions they would like to bring before the Board . • Section 1 and 2 - no questions . Section 3 - Mr . Portzline wanted to know why an open porch ; why not an enclosed entrance way that can be used as a store room also . He said that if you must list everything that is allowed , then by the same token list everything that is not allowed . Mr . Schwan said many people who outgrow their trailers can not afford a new larger trailer , therefore , they build a nice addition on their trailer and it becomes an additional room . He said a factory - built addition means a new mobilehome . Mr . Portzline objected to the patio or an open porch and said it was not necessary to spell it out . He requested that the reference to patio or an open porch be deleted . Mrs . Gerbasi suggested that it be written to read : There will be no separate permanent structures on individual mobile home lots other than a storage building or carport . Mrs . Gerbasi noted that 5 . 02 covers porches and patios . Supervisor McCord added after storage building or carport : " and then any additions to the mobile home will be allowable provided a building permit is obtained " . Af. ter considerable discussion , it was decided that this section would be studied and a new recommendation would be drawn up . . 02 Section 4 /- Mr . Relyea was not happy with the word " detailed " in part B of this section . Mr . Relyea said that no one can spell out the number of lots , can only be done by an engineer . Supervisor McCord said Pdetailed " was spelled out in 1 , 2 and 3 of this section . This was discussed and was suggested that " estimated " be substituted for " detailed " , this seemed to be satisfactory to everybody . Also in this same section , No . 2 - suggested recommendation : " Abutting property owners and existing property use " . Suggested recommendation , No . 4 : " Present and proposed method of sewer , water and other utility lines .' It was noted that it can not be tied down to lines without engineer work . Suggested recommendation , No . 5 : " . . . . steep slopes in excess of 10 % ( percent ) " . 4 . 03 Town Board Action. There was discussion on the length of time in which the Town Board may act upon an application for. a Special Permit . Mr . Hardesty suggested 30 days each for both boards . It was explained that the Town Board holds a public hearing and if it is recommended to go to the Planning Board , then that means that the Town Board is bound to issue a Special Permit as soon as the Planning Board says it complies with Health Department approval and other requirements . In the second paragraph Lot" 4 . 03 , it was suggested that the following be deleted : . . . . for its consideration and approval . • 5 . 01 - Mr . Relyea said that having the mobile home at least 70 feet from the center of a public road puts too much front yard there . He recommended it be decreased by 20 feet from the street right _ o .f. _way . Mr . Relyea noted that Danby approved 20 ' set back with 50 ' right - of -way . He said that a mobile home 12 feet wide is not the same as a house 70 feet parallel to the road . Supervisor McCord said they are trying to keep it consistent , but that he would refer this to the Planning Board . 5 . 02 - It was questioned by Mrs . Gerbasi why a storage building had to be factory built . 5 . 03 - Walter Schwan wanted to know why. the words " weather permitting " were not in this section . Supervisor McCord said that it wasn ' t a problem , that it would simply .require judgment . i i imimmilms I 128 5 . 04 - The park owners strongly objected to. the Planning Board ' s part in landscaping . Many recommendation were given to the Board and the recom - mendation that seemed to satisfy the park owners was the following The park developer shall present the landscaping to the Planning Board for approval . Section 6 . 03 - D . Mr . Portzline wanted to know if dust applied oil would be considered a hard surface . Councilman Webb said he did not think that oil alone would make a hard surfaced road . Mr . Relyea in referring to Section 6 , read the following from the p oposed ordinance of April 1970 : 4 . 8 , no . 4 - " If any park streets are to be ceded to the Town they must conform to the right - of -way widths , construct on standards and approval procedures set forth in the sub - division ✓ egulations of the Town of Dryden . Properties on such streets must onform to zoning requirements " . He said . he did not know why that was del : ted . • He recommended that it be considered for the future ordinance . He a so ✓ eported that three years ago they had a proposed ordinance that was satisfactory to them and now it has been changed . 6 . 05 - This too came under fire by the p a l[ S wan recom ended that it reverse to developer presenting %to he nn _ n oard for ✓ ecommendation . The remainder of the proposed mobile home park ordinance was satisfa ' tor- y to the people present and there being no further questions and commeits the Public Hearing was declared closed . M . Present were Supervisor McCord , Councilmen Gridley , Cotteril : and Tarr , Attorney Amdur and Zoning Officer Stewart . Councilman Webb arrived late . The Meeting was called to order by Supervisor McCord . Roll Call was by the Town Clerk . Supervisor McCord asked the Board if there were any corrections or additions to the Minutes . of the Regular Board Meeting of March 9 . RESOLUTION # 59 APPROVAL OF MINUTES • Councilman Gridley offered the following resolution and asked its adoption RESOLVED that this Board approve the Minutes of the Regular Board Meeting h eld March 9 as sent . 2nd Councilman Cotterill Carried - COUNTY BRIEFING County Representative Lee was present to bring the Town up to date on the latest happenings at the county level . Mr . Lee complimented the Town B oard re the Earl Butts Day that was held at the High School to pay tribute to him . He said he thought it extremely appropriate and was a very moving situation . Finance Committee : In the process of getting ready the " ball park budget " figures . They signed a two - year wage contract so they know where they stand in the wage and salary situation . Hospital : Mr . Lee reported that the question is whether the hospital remain in the public sector or should it be in a private sector or should it be an authority . H e reported that Professor Brown was at a meeting in this regard and after listening to him , the general consensus is that public hospitals are h eaded for mediocrecy . Sewer District : Reported that there will be a meet : April 15th and he will report that the Town of Dryden does support the County Sewer District # 1 . Water & Sewer District : Reported that he has no4 _ had- any response from the Town pro or con for the formation of this disctr: involving the Community College . Supervisor McCord reported to Mr . Lee tha ' it must be discussed with the Village Board . Supervisor McCord reported the presently the College is assured of having water and sewer through the Village facilities . Data Processing : Reported that they are looking into this and expect proposals from IBM , National Cash and other companies . • Assessment Department : Mr . Payne reported to Mr . Lee that they are 66 % complete in the assessing situation and 66 % on new construction as far as the Town of Dryden is concerned . Caswell Road : Mr . Lee reported that County Superintendent of Highways . , Howard Stevenson , requested that he brie to the Town ' s attention that Caswell Road has not been officially transfer: to the County . Mr Lee said he recalled that there was going to be a swap of comparable number of miles of road or something to that effect . He said they need a formal resolution as to what you desire . Attorney Amdur said either that or we prepare a deed and submit it to them . Mr . Lee said what - ever the necessary steps are , then that is what should be done . County Recreation : Reported that there has been talk about buying the DeWitt Jr . High School and turning it into a recreational center . He just wanted to bring it to the Board' s attention and express any opinions they might have Full - time District Attorney : He wanted to know the Board ' s opinion re a full - time D . A . : He said the Bar Association supports it as does one of the County Judge ' s . He thought it a very vital matter and needs the input of 0 the legislative bodies in the towns since they are all contributing to the bill . Councilman Gridley said he did not see how it could be avoided . Supe ] visor McCord said he would like to see a definite statement of just what the District Attorney sees as his function . Attorney Amdur , speaking from the Bar Associations point of view , said it only fair to the county to hire a full- time district attorney . His obligation is to handle all criminial matters in the county which includes justice courts and village courts . ShE strongly recommended that he should include those zoning violations which fall under the heading of misdemeanors . Mr . Lee reported that he would continue to have three assistances and those men are serving the town courts . He also noted that there is no county under 100 , 000 population that currently has a full - time district attorney . Landfill Site : Mr . Lee asked residents of the area if they had any questions or comments in this regard . The response was tremendous . Mr . DiGiacomo said he did not like the one -was 30 traffic in and out of the site . Mrs . Fenner complained about the refuse trucks using Bone Plain Road which is posted 5 Ton and that they are ruining the road . Mrs . Vanderbilt was mainly concerned with the County Planner ' s ( Mr . Liguori ) judgment in selecting that particular site . She said she could not see where it was such desirable land when they ran into shale and it prohibits digging deep enough . She expressed doubt that it could be utilized for any number of years as it is not a good site in her opinion . Mr . Lee said he checked out the shale situation about a year ago , and he reported that they ran into shale in only one corner . Mr . Lee said the land is going to fill up much faster than anticipated due to the rate of input . He said they are doing a survey because they feel that a lot of stuff is coming into this site that should be going to one of the o ther sites in the county . The landfiie site and the conditions of the ✓ oads was discussed at length . CITIZENS PRIVILEGE OF THE FLOOR Mrs . King from Etna appeared before the Board with a petition signed by • 60 residents from Etna requesting that the speed limit on Upper Creek Road from number 3 to number 81 , and Etna Road from Wood Road to Upper Creek Road , be reduced to 35 MPH and that a three -way - stop be established at the intersection of Etna Road and Upper Creek Road . RESOLUTION # 60 ACCEPT PETITION Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED that this Board accept the petition requesting a reduced speed limit on the Upper Creek Road from number 3 to number 81 , and Etna Road from Wood Road to Upper Creek Road be reduced to 35 MPH and that a three - w ay stop be established at the intersection of Etna Road and Upper Creek Road, and that it is hereby FURTHER RESOLVED that the petition be forwarded on to Howard Stevenson , County Highway Superintendent and request its approval . 2nd Councilman Tarr Carried Mrs . King expressed dissatisfaction with Highway Superintendent Case . She wanted to know if there was some way that he could be made to make monthly reports on what they do and where they do it . Supervisor McCord said there was no question that we can request reports on the roads and what has been accomplished and the activities of the road and the plans for the next Month . Supervisor McCord said that the roads are the greatest part of the town budget and probably the most sensitive area w ithin the town . Supervisor McCord praised Highway Superintendent Case and said that he does a very fine job given the amount of time and the budget he has to work with . He also said that there will always be problems w ith roads and never : to everyones satisfaction . He said that all we can do is to keep bringing these things up and keep pointing out the areas that need fixing . According to Mrs . King , she can never readh Mr . Case by phone as he never seems to be in when< , she< has called . Supervisor .McCord said his job requires that he be out of the office a lot and he does have an assistant , Mr . Partridge . Supervisor McCord said he will make the request that a monthly report be submitted to the Board and that the Highway Superintendent be invited to attend Town Board Meetings. Mr . Lee reminded the people that at one time there was a referendum to make the Town Clerk and Highway Superintendent appointive and answerable to the Board . This ✓ esolution was overwelmingly defeated by the voters about 5 years ago . He also stated that the Town of Dryden has over 100 miles of town roads , the largest of any town in the county . COUNCILMEN PRIVILEGE OF THE FLOOR Councilman Cotterill reported that he checked with Norm Lacey and Supt . • Case re Livermore Road turn- around for school bus . Mr . Lacey said in the past it had been cleared of snow and a turn- around provided /but he did not know who , why,, or otherwise . for the school bus Councilman Cotterill also reported that they hope to have all the data compiled for the town directory by the end of the month and hopes that it w ill be ready to print in about six weeks . ATTORNEY Nothing to report this month . 131 TOWN CLERK Mrs . Stelick reported that the schedule for the Town Board Meetings , is as follows : May 11 - Varna Community Center , 7 : 30 P . M . June 8 - Bethel Grove Community Center , 7 : 30 P . M . July and August will be at the Town Hall , 7 : 30 P . M . September -Etna Community Center , 7 : 30 P . M . Mrs . Stelick also reported that she has collected $ 367 , 965 . 99 in taxes thusfar and will have the taxes in her office until the end of May , after that time the taxes will be turned over to the county for collection . ZONING OFFICER Zoning Officer Stewart reported that he has issued 18 building permits since March 9th . He reported that he has scheduled two public hearings for April 27th and three '! public hearings for April 29th . Briefing on the h earings : L . B . Stewart check into the trench that has been dug by the barn at the Love In . Mr . Stewart said he has checked and it is for drainage . Councilman Webb wanted to know what has been happening re the sign situation . Mr . Stewart reported that there has been correspondence and there is no q uestion that it is a violation . CORRESPONDENCE Supervisor McCord reported that a letter was received from Mrs . Marcelle L evy , Director for the Office of Aging , announcing that May is Senior Citizens Month in New York State . Also a letter from the Nassau County Village Officials Association which they label " very important " ; regarding 1971 proposed legislative bills to eliminate Village and Town control over Planning and Zoning . They urged personal contact to residents and to write to State Legislators promptly opposing vigorously these legislative proposals . RESOLUTION # 61 OPPOSE STATE CONTROL Councilman Gridley offered the following resolution and asked its adoption . RESOLVED that this Board '!Supports that Zoning and Planning remain at the control of the Towns and Villages and not at the control of the State , Regional and County levels as proposed in the 1971 legislation . 2nd Councilman Webb Carried Supervisor McCord announced that Governor Rockefeller has proclaimed April 19 - 25 as Earth Week in New York State and urged all communities to d edicate themselves to improving the quality of our environment in making our state a better state in which to live . Councilman Gridley suggested that perhaps the town highway superintendent could make available the equipment for clean up . RESOLUTION "# 62 EARTH WEEK CLEAN- UP Councilman Gridley offered the following resolution and ask its adoption . RESOLVED that the Town Highway Superintendent make the town equipment available on Saturday , April 24th , to pick up debris and junk on a clean - up basis for Earth Week . 2nd Councilman Cotterillj!. Supervisor McCord received a letter from Edward Abbott , Chairman of the • Cayuga Lake Basin Board re informational meeting re purpose to discuss progress of the Reservoir Feasibility Studies which their Board has initiated - April 14 , 11 A . M . at 101 Babcock Hall , Terrace Hill in Ithaca . They urged a representative to attend in order that our municipality will be up to date on this important work . It seemed to be an inconvenient time for most of the Board members . It was decided that Mr . Tarr would go . Supervisor McCord reported that on this same topic the Town Board has been invited to attend a meeting with the Dryden Village Board for April 15th at 7 P . M . at the Village Hall . The Village is concerned about Virgil Creek . Mrs . Schickel questioned why the Town is against what the Village wants to do . . Supervisor McCord received a letter from Thadius Malanosky expressing his appreciation for the cooperation of Supt . Case and Pat Partridge during the snow storm of May 4 and 5 . Mr . Malanosky wrote that without their tireless efforts , the road might not have been opened up so quickly to restore electrical service .
