Supervisor Nadolski presided. Other Board Members present were Councilman Warren Manning, Councilman Melvin Pierce, Councilman Ray Miller and Councilman Ray Thorpe. Others present were Town Clerk Pauline Parker, General Clerk Edna Puzo, Assessor Robert Wells, Highway S uperintendant Carl Eaton, Water and Sewer Superintendant Fred Walker, Sr., Justice Donald Eaton, Legislator Shirley Fish. The meeting was called to order at 7:30 P.M. CALL TO ORDE Supervisor Nadolski requested that the Town Clerk read the minutes READ MIN. of the December 28th, 1978 year end meeting. (12-28-78) Motion was made by Councilman Miller, seconded by Councilman Thorpe APPROVE to approve the minutes of the December 6th regular meeting, the December MINUTES 18th Emergency Special Meeting and the December 28 regular year end meeting. As all Councilman had received copies of the minutes of December 6 and the December 18 meeting prior to tonights meeting, Votes were all aye to approve these minutes as written. PRIVELEDGE Supervisor Nadolski gave the priveledge of the floor to the people. OF THE FLOOR A Cortlandville resident, Mr. James Homer of the Saunders Road stE:ted his concern about a truck which has been parked partly on the highway for the past two years on :the Saunders Road. He stated this is interfering with snow removal and is obstructing the view for people attempting to back from their driveways. He has contacted the County Highway Department several times, as it is a County Highway, but nothing has been done. After further discussion, the Town Board and the Town Justice advised him to contact the Sheriff's department and Supervisor Nadolski asked Mr. Homer to supply him with the license number of the vehicle and the owners name and he also would contact the Sheriff's Department. DES IG NA TE BANKS FOR TOWN OF C' VII Councilman Pierce read a letter from the Cortland County Hedth Department dated December 20, 1978 regarding a complaint from Mr. Martin Gibson, HALSTEAD 34•Halstead Drive about the noise coming from the Locko Glaziers facility DRIVE on Tompkins Street. Mr. William Amberman, Assistant Public Health (LOCKO Engineer used a calibrated noise level meter in several locations in GLAZIERS Mr. Gibson's home and on his property. The readings showed noise levels that could be annoying but not enough to cause pain or a hearing impairment. After further discussion the town board decided that before further action is taken with Locko Glazier, they would like to check the noise level at the neighboring homes. Motion was made by Councilman Miller and seconded by Councilman Thorpe to receive and file the letter. ® The reports for the Town Clerk's Office, Justice Office, Supervisor's REPORTS Office, Highway Superintendant, Town Historian and Zoning Enforcement Officer are are on the table and are filed in the Town Clerk's Office and are redily available to be viewed upon request. Supervisor Nadolski asked Zoning Enforcement Officer Don Fowler to elaborate on the request for Zoning change by Roger Beck. Roger Beck requested a zoning change from residential to commercial on his 7 acre lot on the corner of route 13 and Lorrings Crossing Road. The Com-eland County Planning Board has denied this request. They have advised Mr. Fowler that Mr. Beck can request a variance, which would be submitted to the Zoning Board of Appeals. Mr. Beck is out of town at the time. REQUEST FOE ZONING CHA. (R. BECK Councilman Manning read a letter addressed to Pall Trinity Micro PALL TRINI5 Corp -from Mr. Eric Turkki, Sanitary Engineer of the Region 7 Environmental Quality office in Liverpool. The letter referred to the inspection of Wednesday, January 3, 1979 Page 4. 120 their plant on December 5, 197$ and the wastewater discharges at their plant. PALL TRINITY Councilman Miller made the motion and seconded by Councilman Thorpe to receive and file the letter. Supervisor Nadolski advised the Town Board that he had been"contacted by telephone by Mr. Chester Seibert, President of Pall Trinity expressing his concern about the need of Sewer Service for their operation. The Town Board, after further discussion felt this matter should receive top priority and requested that our legislator, Shirley Fish work with them on this project. SELMA SIMON Supervisor Nadolski read the letter received from Attorney Gardner, VS. TOWN OF dated January 2, 1979 regarding the Selina Simon Law Suit against the CT'VILLE Town of Cortlandville. He felt this case would be going to trial in the near future and because of his involvement in this matter ht is certain he will be called to testify as a witness- Therefore Attorney Gardner recommended the Town retain another attorney to represent them • in this matter. Councilman Miller made motion to receive and file the letter, seconded by Councilman Manning, All Votes: Aye. RESOLUTION # 10 AUTHORIZATION FOR SUPERVISOR NADOLSKI TO OBTAIN ANOTHER ATTORNEY TO REPRESENT THE TOWN OF CORTLANDVILLE OBTAIN ANOTHER IN THE CASE OF SELMA SIMON VS. WHEREAS, in making up the 1979 Town Budget the Deputy Town Clerk was not given the 5.5 % increase in salary. BE IT RESOLVED, that this be adjusted and she be given the 5.5 increase, which is an increase of $ 102.00.
