The final meeting of the Towh Board for the year 1976 was held
at the Town Hall, 15 Terrace Rd. with Supervisorg Robert P. Blatchley
presiding. Other Board members present Caere: Justices, Donald Eaton
and Ronald Fish and Councilmen, Sherman Griswold and Ray Miller.
Others present were: Town Clerk, Christine Canestaro; Town Attorney,
John Gardner; Town Assessor, Robert Wells; Town Highway Supt., Carl
Eaton; Bookkeeper, Wayne Ezick; Legislator, Shirley Fish; Mr.
Clarence Homer; Mr. Ronald Petrecca and news reporter, Skip Chapman.
The meeting was called to order by'Supervisor Blatchley and the
pledge of allegiance was given by all in attendance.
Reading of the minutes of the last meeting of the Town Board was
dispensed with as all Board members had reviewed copies of the minutes
prior to the meeting. Motion was made by Justice Fish, seconded by
Justice Eaton that the minutes be approved as written. Votes: Justice
Eaton, aye; Justice Fish, aye; Councilman Griswold, aye; Councilman
Miller, aye; Supervisor Blatchley, aye. Motion carried.
At the request of Highway Supt., Carl Eaton, Mrs. Canestaro read
a memorandum to Town Highway Superintendents he had received from, the
New York State Dept. of Environmental. Conservation regarding chapter
203 of the laws of 1976 which amends. the highway law by the addition
of section 205b which prohibits the abandonment of town roads which
prove the only practical means of ingress and egress to state
reforestation land. Motion was made by Justice Eaton, seconded by
Councilman Miller that,the letter bexeceived and filed. Votes:
Justice Eaton, aye; Justice Fish, aye; Councilman Griswold, aye;
Councilman Miller, aye; Supervisor Blatchley, aye. Motion carried.
Assessor Robert Wells requested permission to attend the New York
State Assessors Annual Conference being held at Grossingers.
RESOLUTION #146: AUTHORIZATION FOR ROBERT WELLS TO ATTEND N.Y.STATE
ASSESSORS ASSOCIATION ANNUAL CONFERENCE
Motion by Justice Eaton, seconded by Councilman Griswold.
Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold
aye; Councilman Miller, aye; Supervisor Blatchley, aye.
Adopted.
BE IT RESOLVED, That Robert Wells is hereby authorized -to attend
the N.Y. State Assessors Association 1977 Conference being held
at Grossinger, N.Y. on January 9-12, 1977, and
BE IT FURTHER RESOLVED, That all necessary expenses incurred for
same be reimbursed,subject to adult by thEi Town Board.
Bookkeeper Wayne Ezick read the supplemental appropriations
necessary to balance out the 1976 fiscal year.
Legislator, Shirley Fish wished to know where the money for
these appropriations was coming from. Supervisor Blatchley advised her
they would be taken out of the surplus account.
There was some discussion regarding the appropriations for the
following accounts:
UNALLOCATED INSURANCE AIC#A1210.4 & B1210.4: Justice Fish
asked why -this account couldn't be figured more closely
at budget time. Supervisor Blatchley said he would
check this out with Mr. Warren Barth, Insurance Agent.
ZONING PERSONAL A/C B8020.1: Justice Eaton asked why it was
necessary to transfer such a large amount ($1,157.35)
to this account. Supervisor Blatchley advised that
it was to pay the Town Planning Board members for the
701 meetings they had attended. Justice Eaton said
he and other Board members had. not understood the
Planning Board was to be paid for these meetings. He
referred back to the inquiry he had made at the 7/16/75 meeting
as to the willingness of the Town Planning Board to
attend these meetings. There was some discussion
regarding the fact that funds were not allocated in

the 1976 budget for these meetings. The Board concurred
that vouchers submitted for these meetings should not be
paid until 1977, as monies have been allocated. in the
1977 budget for this item, per Supervisor Blatchley.
Supervisor Blatchley was directed to inform the Town
Planning Board -'that all original copies of their minutes
of their meetings, including minutes of their 701
program meetings; transcripts of public hearings; maps;
etc. are to be filed with the town clerk, pursuant to
Town Law.
JUSTICE CONTRACTUAL A/C A1110.4: Justice Fish asked why the
expense in this account was so high. Justice Eaton
explained he had to have extra clerical help during the
year and several jury trials were held for which jurists
had to be paid.

• Supervisor Blatchley read a letter he had received from Mrs.
Karen Goddard who lives on the corner of No. Homer Ave. and
Maryland Ave., requesting permission to hook up to the Homer
sewer system as she was having problems with her sewage system.
Justice Fish advised he had talked with Mrs. Goddard regarding
this problem. He had also talked with Mayor Calale 'of the Village
of Homer who advised him that Mrs. Goddard would be given permission
to hook up to the Homer sewer system if the Town so agreed. A
discussion followed and the following resolution was adopted.
RESOLUTION #148: AUTHORIZATION FOR SUPERVISOR TO SIGN CONTRACT WITH
VILLAGE OF HOMER AND A CONTRACT WITH MRS. KAREN GODDAR.D FOR
SEWER SERVICE
Motion by Councilman Griswold, seconded by Justice Fish.
Votes: Justice Eaton, aye; Justice Fish, aye; Councilman Griswold,
aye; Councilman Miller, aye; Supervisor Blatchley, aye.
Adopted.
BE IT RESOLVED,
That Supervisor Blatchley is hereby
authorized
and directed to
sign a contract with the Village of
Homer setting
up a schedule of
quarterly sewer service charges to
be used by
the Village of
Homer in basing charges to the Town of Cortlandville
for connection
to and the use by Mrs. Karen Goddard
for the
sanitary sewer
owned by the Village of Homer, and
BE IT FURTHER RESOLVED, That the'Supervisor is hereby authorized
and directed to sign a contract with Mrs. Karen Goddard setting
up a schedule of quarterly sewer service charges to Mrs. Karen
Goddard for connection to and the use by Mrs. Karen Goddard for the
sanitary sewer owned"by the Village of Homer, and
BE IT FURTHER RESOLVED, That the contract with Mrs. Karen Goddard
include a $5.00 quarterly service charge, said charge to be
reflected in the schedule of quarterly sewer services charges to
be set up per above.
Supervisor Blatchley announced:
Meetings: 1/12/77 at the Town Hall, 7:30 p.m. - Town Planning
Board informational meeting re 701 program.
1/20/77 at the Town Hall, 7:30 P.M. - County Planning
• Board meeting re County Interim Land use.
SOUTH CORTLAND WATER: The initial grant ($30,000) for funding
for South Cortland Water System has been approved by
ARC.
Homer re -zoning: The Town of Homer is rezoning a portion of
lands located on the west side of 281, opposite the
Homer High Schopl from Business (B-1) to residential.

RESOLUTION #149: AUTHORIZATION TO PAY AUDITED BILLS -
Motion by Justice Fish, seconded by Councilman Griswold.

Adopted.
BE IT RESOLVED, That audited bills be ordered paid as
follows:

Mr. Clarence Homer wished to know what the status of his
petition for annexation to the City of Cortland was. Mr. Gardner
advised him that his attorney should set up a meeting both with
the City of Cortland and the Town of Cortlandville to see when
it would be convenient for both munici:pAlities to have a joint
public hearing regarding the matter.
There being no further business, upon motion of Justice Fish,
seconded by Councilman Miller, all voting aye, the meeting was
adjourned at 8:23 p.m..
