HomeMy WebLinkAbout1969-10-01 269 October 1 , 1969 The regular Board Meeting was called to order at 7 : P . M . Present were Supervisor Lee , Councilmen Todd , Ogden , Gridley & Cotterill , Assessor Wells and Attorney Amdur . The Meeting was opened with the Pledge Allegiance to the Flag . Supervisor Lee asked if there were any corrections or additions to the September Board Meeting Minutes . Being none the minutes were approved as sent out . Dr . Peter J . Davies was present and asked the Town Board to do some - --. thing about the speeding on Snyder Hill Road , and also to place stop signs . He reported that people drive the road at an excessive rate of speed and there is a point at the top of the hill where as they break over the crest , for a period of two seconds the road is blind to the drivers . He felt a stop sign should be erected at the intersection of • Sodom Road and Snyder Hill Road so drivers would have to come to a full stop before they reached the blind spot . He further reported that there are many children on this raod , and many bicycles and they were afraid there would be a bad accident if stop signs were not placed as it would take a car going 50 MPH 50 - 100 yards to stop and that three dogs had been killed in the last couple of weeks and they would like something d one before a child was hit . Supervisor Lee stated that the Town Board could not do anything about reducing the speed limit , but a letter would be written to State Traffic Control , and also a letter to Sheriff Robert H oward to ask for increased patrol on that road to see if the speed limit could be lowered to the 35 - 40 MPH as requested by Mr . Davies . RESOLUTION # 103 GENERAL BILLS Councilman Cotterill offered the following resolution and asked its adoption . RESOLVED that the General Bills be paid as audited . 2nd Councilman Ogden Roll call vote - all voting YES RESOLUTION # 104 HIGHWAY BILLS r Councilman Gridley offered the following resolution and asked its adoption . RESOLVED that the Highway Bills be paid as audited . 2nd Councilman Ogden Roll call vote - all voting YES PLANNING - Councilman Ogden reported that he had the formal written resignation from Ben Sheffy to be placed on file in the Clerk ' s Office . H e further reported that Peter Curtiss had agreed to stay on as Chairman indefinitely and the rest of the Board had agreed to stay as a complete B oard until after Election . RESOLUTION # 105 RESIGNATION BEN SHEFFY e Councilman Gridly offered the following resolution and asked its adoption . RESOLVED that this Board accept with regret the resignation of Ben Sheffy as his services to the Town and the Planning Board were and are greatly appreciated .. 2nd Councilman Cotterill Carried A copy of this Resolution to be sent to Ben Sheffy . Attorney Amdur reported that the Sub Division development of Mr . Sadd ' s h ad been approved and the Performance Bonds were alright and she had them • with her . In lieu of the Muncipal Bonds Mr . Sadd had assigned to the Town of Dryden one $ 10 , 000 and one $ 7 , 000 . United States Treasury Bonds . They ; are for a three year period , which is the longest period allowed. Councilman. Ogden asked the Town Board if they wanted to put signs on all roads leading into the Town of Dryden saying " Dryden Zoning Enforced " . The Board discussed the pros and cons of this as to how many other Town h ad such signs , what the expense might be since we needed many new road signs this coming year . Nothing definite was decided . Attorney Amdur reported that the back payment for compensation to Carey Insurance Company was still not settled and she had suggested to Mr . L ambert of the Carey Company that perhaps they would for - go their - Commission on this . Supervisor Lee reported that the Town had a Com- pensation Bill for last year which must be paid , and he was dismayed that the Town should receive a bill six months after the end of the privious year . . 70 SEWER DISTRICT # 2 Attorney Amdur reported that the Bonds would go on sale Tuesday October 21 , 1969 at 11 : A . M . here at the Town Hall . The Notice of date of sale had been sent to the Rural News . She was hopeful they would sell at 6 % or possibly more . The delivery date of the money would be approximately three weeks after sale around the 12th of November . Supervisor Lee reported that the State people would be at the Town Hall on October 8", 1969 at 2 P . M . for final inspection . Supervisor Lee reported that Assessor Wells was willing to finish out the year as Zoning Enforcement Officer for $ 2 , 000 . 00 . RESOLUTION # 105 ZONING ENFORCEMENT OFFICER Councilman Ogden offered the following resolution and asked its adoption . RESOLVED that this Board appoint Robert Wells as Zoning Enforcement Officer for the remainder of the year at a salary of $ 2 , 000 . 00 . 2nd Councilman Todd Roll callvote - all voting YES Assessor Wells reported that he had purchased maps of the Town of Dryden w hich had been flown in March and April of 1968 at a price of $ 310 . 00 , to help in the enforcement of Zoning . He further reported that he had prepared complete sets of forms for Zoning which include the snap - out Application for a Building Permit , Appeal Forms , Special Permit Forms , Variance Forms etc . Supervisor Lee informed the Board that the Town does not have a Building Code and asked them if they wished to consider - one . He further reported that he felt they should have one perhaps the New York State Code , some felt they did not think a Building Code was necessary so nothing was decided at this meeting . Councilman Ogden reported that the Mobile Park Ordinance was almost ✓ eady to go to a Public Hearing . The question was brought up as to whether or not a Stone Quarry could expand and continue to expand in the future in a zone in which it would be a non - conforming use . It was decided that since the land was all o wned by the quarry people , it is a quarry , has been a quarry for many years , and even though it was inactive at times it is still a quarry and can continue in that capacity . Supervisor Lee reported that Mr . Peter Levatich was willing to serve as Chairman on the Zoning Board of Appeals . RESOLUTION # 106 CHAIRMAN ZONING BOARD OF APPEALS Councilman Ogden offered the following resolution and asked its adoption . RESOLVED that this Town Board appoint Peter Levatich as Chairman of the Zoning Board of Appeals . 2nd Councilman Todd Carried RESOLUTION # 107 SUBSTITUTES - ELECTION INSPECTORS Councilman Todd offered the following resolution and asked its adoption . RESOLUTION # 108 ADOPT PRELIMINARY BUDGET Councilman Ogden offered the following resolution and asked its adoption . RESOLVED that this Board adopt the Preliminary Budget for 1970 and place on file in the Clerks Office . 2nd Councilman Gridley Roll call vote - all voting YES RESOLUTION # 109 PUBLIC HEARING BUDGET • Councilman Gridley offered the following resolution and asked its adoption . RESOLVED that a Public Hearing be set for the Preliminary Budget for November 5 , 1969 at 7 P . M . at Town Hall . 2nd Councilman Cotterill Carried Clerk Luss asked the Town Board for permission to pay the Election Inspectors for working Registration Days when all the bills are in . RESOLUTION # 110 PAY ELECTION INSPECTORS Councilman Todd offered the following resolution and asked its adoption . RESOLVED that Clerk Luss be authorized to pay the Election Inspectors for Registration Days when all bills have been turned in . 2nd Councilman Ogden Carried Councilman Gridley reported that Highway Superintendent Case needed storage space for his trucks for this winter . It was suggested that Superintendent Case get estimates for a shell type building and bring them to the November Board Meeting . Meeting adjourned 9 : 30 P . M . Gary A .
