Review of Agenda. No changes to Agenda. Mayor Myrick will start with a review of Capital Projects then move to discussing City Manager form of government. Special Order of Business 2.1 Review of 2022 Capital Project Requests YouTube Timestamp: 0:39 Discussion Summary: Mayor Myrick reviewed the process of Capital Projects, presented the council with a slide presentation on Capital Projects the Committee recommends for funding. Proposing about $10.3 Million worth of Capital Projects this year. Some discussion with questions and comments from Council. Mayor Myrick sent the full list to council to review. City Controller Steve Thayer and Acting Police Chief Joly present to take questions and comments from Council. 2.2 City Manager Form of Government Proposal Memo and FAP YouTube Timestamp: 47:00 Discussion Summary: Alderperson Mohlenhoff opened discussion on City Manager by first thanking working group. Alderperson Fleming reviewed highlights of the Memo; City Attorney Lavine reviewed the version of legislation that was sent to Council. All pieces of Local Law will be edited and modified be laid on the Table with the assumption no more edits will be made. City Attorney Lavine reviewed updates and highlights around local law; reminded Council of the Legislative process saying that the approved Local Law and Ordinance would go on the Referendum ballot in November 2022 with an effective date of January 1, 2024. If Local Law is laid on the table and finalized tonight, Council will not be able to make a final vote at next week’s meeting because it is not enough time in the Local Law aging process for New York State Law. There can be a final vote in October at a Council Budge Meeting or Special Meeting of Council or a November meeting. Draft Ordinance, Draft Local Law YouTube Timestamp: 53:00 Discussion Summary: City Attorney Lavine discussed updates and key elements pointing to discussions around Local Law in which the City Attorney would be appointed and or removed by the City Manager; this language has been added to the draft. City Attorney addressed a previous question brought up by Council as to how City Court Judge Appointments would be impacted by this legislation. City Attorney pointed out that the Legislation does not have a particular appointment process for City Manager and suggested removing the cross-reference, leaving flexibility in the appointment process without having to include it into the Charter or Code and to go through a separate process in establishing Rules of Procedure. Council weighed in on who will Chair the Board of Public Works, and the Roles and Responsibilities of the Mayor and City Manager; Council was advised to not mix the restructuring of BPW with the restructuring of City Management Legislation; Council is comfortable with the way Legislation is currently written. City Attorney Lavine will move forward with preparing a potential Final Version of Legislation based off this meeting’s input from Council.
